ECUMENICAL THEOLOGICAL SYMPOSIUM
On April 21, the first class of the 2014 spring semester of the Common Theological Program will begin for about 30 students from different theological schools in Seoul. There will be theological students attending from PCK, PROK, Methodist, Salvation Army and the Catholic churches.
This spring’s program will focus on: WCC Busan Assembly – its Challenges and Opportunities.
As the WCC 10th General Assembly was held in Korea, it was a great opportunity and a powerful experience for Korean theological students. One hundred sixty students took part in the KETI program (Korean Ecumenical Theological Institute), which ran parallel to GETI (the Global Ecumenical Theological Theological Institute) in which 150 more students from all parts of the world and many religious traditions were involved.
The Koreans, who have a 100-year history of Christianity in their country, were able to realize the up-to-2000-year history of Christian communities in other places, as they shared worship, theological viewpoints, and experiences with many Christians from all around the world.
The Ecumenical Theological Symposium will involve 3-hour lectures over a 5-week period, on the themes of Liturgy, Ecclesiology, Missiology, Justice and Peace as dealt with in the Assembly, with a summation week of conversation by all the 4 presenters on feedback from the Assembly and future tasks pointed to by the Assembly. Presenters will be Dr. Lee Jeong Koo, President of Sung Kong Hoe Anglican University, Professor Yoo Kyung Dong of Methodist Theological University, Dr. Chae Soo Il, President of Hanshin University, and Professor Lee Eun Ju of PUTS (Presbyterian University Theological Seminary).
This initiative by NCCK is an important one for developing an ecumenical awareness in theological students, and will be influential in shaping the upcoming Korean ecumenical leadership.

Dear Brothers and Sisters of the Global Church.
The staff of NCCK send warmest Easter blessings to all the world. May you know the saving power of the Risen Lord in your lives and ministries wherever you are.
In these pre-Easter days we have been enjoying the beautiful springtime. Coming to Korea in time to see the beautiful flowering trees was a delegation from Geneva, led by WCC General Secretary Rev. Olav Fykse Tveit. He came to convey thanks from the world-wide church to the Korean church for the experience of the 10th General Assembly and to develop with NCCK the next steps to achieve peaceful Reunification of Korea.
It was very gratifying to the leaders of the Korean church and member churches of WCC in Korea to hear of the appreciation from around the world.
At the General Assembly, a statement had been adopted on Peace and Reunification on the Korean Peninsula. The General Secretary Olav and Mr. Peter Prove, who is taking over as Director of Commission of the Churches on International Affairs, replacing Rev. Mathews George, who had been the contact between WCC and the Ecumenical forum, talked very sincerely with NCCK on the next steps to achieve peaceful Reunification of Korea.
WCC has already planned a meeting of the Ecumenical Forum and a consultation on reunification to take place in Geneva in June. While they were in Korea, they received the very welcome news that KCF will attend. We rejoice that we will be together, and talk of ways to walk together as pilgrims for peace.
WCC has committed to send out our Common Prayer to all members churches in August, and to prepare anniversary celebrations to recall the Tozanso Process, when, in 1984, the WCC decided the division of Korea was not just a Korean problem, but a world-wide task for reach a peaceful world. In celebrating Tozanso, WCC aims to establish a new project for a new era.
As we come together on Easter morning to celebrate the presence of the Risen Lord, we have much to celebrate in His actions for us. We look forward with hope and joy to the will of God to make us one in His name.

Easter message, 2014
“They found the stone rolled away from the tomb.” (Luke 24:2)
The tomb of Jesus Christ was empty. He was raised from the dead as he had promised. My wish is that the Joy of the Resurrection of Jesus Christ who overcame death will be with all those who are struggling with the difficulties of life.
His Resurrection changes hopelessness into hope. I wish that the hope of the Resurrection of Jesus Christ will be with people who are facing poverty, discrimination and extreme polarization. I hope that people will comfort and encourage each other, and through Jesus Christ’s Resurrection find courage and desire even the world is full of despair.
Our society has encouraged a consumption tendency and limitless competition based on human greed. Neo-liberalism has provided the logic to justify avarice and has pushed us into unlimited competition. As we can see from the tragedy when three members of the same family committed suicide together, the result was the despair of extreme polarization. The reality of life makes us afraid and hopeless. But while we are sleeping in fear and hopelessness the stone which was covering the tomb was already rolled away and Jesus Christ had risen.
I wish that the light of resurrection will be with the people in Miryang who are resisting huge capital and authority for the home in which they have lived their whole lives. Competition and success make our society blind so that we cannot see the needs and suffering of our neighbours. I strongly wish and hope that this current society which is full of egoism and greed will change into a society full of hope and love, where people can live together in peace through the life of the resurrected Jesus Christ.
I hope Easter in this year of 2014 will be the beginning of a new period which will heal the suffering of our nation which has been divided for 70 years and lead us to harmony and peace. Instead of denigrating and taking hostile actions against each other, we must cease this and try to become a nation who lays the foundation stone of communication, harmony and peace in north-east Asia.
The church has to step forward in times of tribulation to bring about true resurrection of life with all the suffering creation of God. Unfortunately, the churches in this time try to avoid places of suffering and seek instead to be humbled. In 2014, we should believe and confess that this ordeal of suffering is God’s grace, and have the will to refine our belief taking a step forward to justice and peace.
A very small and weak bud breaks through the winter and lets the spring come. A frail life changes the world. The world will begin to change when we hold the capacity for resurrection.

YOUTH IN NCCK-Report by General Secretary of EYCK, Han Se Wook
Traditionally, students have been a very strong voice for democracy in post-World War II Korea. In this month Koreans remember April 19, the day the 1960 uprising began which forced the resignation of the repressive government of President Rhee Syngman. In that uprising, over 200 students were killed by police and military.
Such a heritage is part of the reason the Ecumenical Youth Council in Korea (EYCK) was established in 1976, as through the 70's and 80's until the mid-'90s the youth actively worked and prayed for a democratic society free of oppression of the dictators Park Chung Hee and Chun Doo Hwan, and still today they work for a society where human rights are respected, where people can live as full human beings, a society where all share one another's pain.
Today, under the theme of life and peace, the EYCK is conducting a variety of training and other programs to nurture and raise up Christian youth to be a light in church and society.
They prepare a monthly e-news letter called “Young Jesus”, provide Leadership training with the development of a guide book and training sessions for youth leaders, hold specific programs, "To Live Together in Peace", "Together We are One", and a Christian youth activists' group study and fellowship meetings. As well they participate in international solidaity, through programs of the Christian Conference of Asia (CCA), Ecumenical Asia-Pacific Student & Youth Network (EASY-Net) and a Solidarity exchange program among Korean-Japanese, Korean and Japanese Christian youth.
Below is an account of one of the EYCK programs
Kim Ji-Eun (Esther) is a mission intern of Global Ministries of the United Methodist Church. In the same group of UMC youth interns as Nazar, who served in the NCCK office for 1 1/2 years and now is in Ukraine, Esther just finished 1 1/2 years in Zambia and is serving the second part of her mission service, the ‘domestic placement’, assigned to the NCCK Department of Reconciliation and Unification. She says, “I am so excited to work with this department because this issue is one of the significant and important issues in Korea (actually not only a Korean issue but a global issue). I hope that I can contribute and commit myself in this issue and through the time that we work together we can grow and learn from one another. Praise the Lord”
I joined the “4.3 and visiting Gangjeong village in Jeju” trip with EYCK. How beautiful Jeju Island is in this season! We were amazed at the creations of God.
On the 3rd, we went to ‘Jeju April 3rd Peace Park’ to attend a memorial ceremony for the victims of the April 3rd Massacre that took place in Jeju in 1948. This was a somber memorial in which we prayed for victims and their family. This tragedy shows us what can happen in a powerless country. It is never easy to believe and understand this tragic affair happening in this beautiful, peaceful and isolated Island.
After the park and memorial hall we moved to Gangjeong Village to have worship. The Gangjeong village seemed very lonely and cold. I was very shocked that the naval base in Gangjeong has been already built up much more than I expected. We had worship together in front of gate. We shared about this issue, our minds and thought about this. Also we’ve got a chance to listen to man who has been working for Gangjeong for several years. I wondered at the way of Government to negotiate with local people. My question is what real peace and justice is? What the peace and justice of God and Jesus is? What real security is? How our powerless local people can communicate with powerful government and world? Somehow I felt anger and grief.
After we had worship, we took a tour of Gangjeong village and I realized it is amazingly beautiful and peaceful. I even didn’t know such a wonderful place existed in Korea like this! It was a meaningful and helpful opportunity to think about what real justice and peace is and what S. Korea’s future task is to make a peaceful country, to make a powerful (in good way) country, to make a non violence and non discrimination country. I would like to invite you to think about it with me!

밀양 송전탑 공사강행은 “비정상적인 행위”
밀양 765KV 송전탑 공사로 한 마을이 쑥대밭이 되고 있다. 세상의 무관심 속에 정부와 한전은 밀어붙이기로 일관하고 있고, 4월 14일로 예정된 강제철거일이 다가오며 마을주민들은 심각한 공황에 빠져있다.
지난 3월 22일부터 지역의 기독교계에서 부산NCC를 중심으로 127, 129호기 건설 예정지 진입로에서 밀양 765KV 송전탑 반대를 위한 단식기도회가 40일 동안 진행되고 있고, 많은 그리스도인들이 단식기도회에 참여해왔다.
하지만 현지 상황은 더 악화되어 4월 14일 127, 129호기 등 송전탑 건설 예정지의 움막을 자진 철거하라는 공고장이 부착되었고, 이후 마을 주민들은 심각한 공황상태에 빠져 있으며 매일매일 불안한 날들을 보내고 있는 것이다.
이미 이치우, 유한숙 두 분의 어르신이 스스로 귀한 목숨을 끊었고, 현재도 목숨을 걸고 싸우겠다는 주민들이 있어 더 많은 희생이 발생할 수도 있는 상황이다. 현지에서는 제2의 용산참사와 같은 일들이 벌어질 수도 있는 상황이라는 말이 돌고 있다.
이러한 급박한 상황에 한국기독교교회협의회(NCCK, 총무 김영주 목사) 생명·윤리위원회(위원장 이상진 목사)가 4월 10일 박근혜 대통령과 새누리, 새정치민주연합 양당 대표, 한국전력공사 사장에게 한국교회의 입장을 담은 서신을 보내어 일방적인 공사 강행을 중단하고, 주민들과 즉각적으로 진정성 있는 대화를 진행하라고 촉구하고 나섰다.
NCCK는 “밀양 송전탑 건설 예정지의 주민들도 대한민국 국민입니다. 국민의 절규와 외침을 무시하고 일방적으로 공사를 강행하려는 계획은 민주주의 국가에서는 비정상적인 행위”라며 첫째, 송전탑 건설의 무리한 집행을 중단하고 즉각적으로 주민들과 대화에 나설 것과 둘째, 잘못 선정된 밀양 구간 송전탑 노선을 재조정하고 부분지중화를 검토할 것을 요청했다.
NCCK는 각 위원회와 여러 단위별 지지방문과 함께 단식기도회에 참여하며 밀양주민들에게 연대를 표시하고 있으며 앞으로 계속 이 문제에 대해 한국교회의 의지를 모아 대응해 갈 계획이라고 밝혔다.

온 생명을 살리시기 위해 죽음의 고난까지도 감내하신 예수 그리스도의 은혜가 조환익 사장님과 한국전력공사 위에 함께 하시기를 기원합니다.
한국교회는 밀양 765KV 송전탑을 건설하는 과정에서 주민들의 인권과 안전이 전혀 보호받지 못하고 있고, 자연환경은 무참히 훼손되는 것을 참담한 심정으로 지켜보며 기도해 왔습니다. 그동안 밀양시 부북면 위양리를 비롯한 곳곳에서 벌어지고 있는 한국전력공사와 주민들 간의 갈등 상황을 바라보며 심히 우려하지 않을 수 없습니다.
단지 국책사업이라는 이유로 국민으로서 편안한 삶을 누릴 권리를 박탈당하고, 정부와 한전의 일방적인 공사 강행으로 인해 주민들은 심각한 공황상태에 빠져 있습니다. 더욱이 한전에서 4월 14일까지 움막을 자진 철거하라고 공고한 이후 주민들은 언제 공권력을 동원해 강제철거를 할지 매일 매일 불안에 떨고 있습니다. 정부와 한전은 평생 농사만 지으며 순박하게 살아온 주민들이 왜 목숨을 걸고 극렬하게 싸우고 있는지 다시 한 번 숙고해 보아야 할 것입니다.
한국교회는 밀양 송전탑 사태가 또 다른 불행한 사고로 이어질지 모른다는 생각에 아래와 같이 정부와 한전에게 요청합니다.
1. 송전탑 건설의 무리한 집행을 중단하시고, 즉각적으로 주민들과 대화에 나서십시오.
정부와 한전은 여러 차례 주민들과 대화를 나누었다고 주장하고 있지만, 사실은 대화가 아니라 반복적인 입장 표명이 있었을 뿐입니다. 정부와 한전은 송전탑 건설의 무리한 강행을 중단하고, 온몸으로 저항하고 있는 주민들과 즉각적으로 진정성 있는 대화를 재개하여 주십시오. 한 사람의 생명이 천하보다 귀하다는 생각으로 진정성 있는 대화를 통해 합리적인 대안을 모색하고, 합의를 도출해 나가십시오.
2. 잘못 선정된 밀양 구간 송전탑 노선을 재조정하시고, 부분지중화를 검토하십시오.
처음 선정되었던 밀양 구간 송전탑 노선이 무슨 일 때문인지 재조정되었고, 그 과정에서 많은 마을 주민들이 반대의 입장을 밝혔습니다. 주민들이 요구하고 있는 것처럼 공사 구간을 처음 계획되었던 노선으로 재조정하든지, 그것이 어렵다면 부분 지중화에 대해 적극적으로 검토하여 주십시오. 생명보다 더 귀한 것은 없습니다. 더 많은 돈이 들어가고 공사기간이 길어진다 하더라도 정부와 한전은 주민의 생명과 생존권을 지켜주어야 합니다.
한국교회는 765KV 송전탑 건설 문제가 대화를 통해 평화적으로 해결되기를 바라며 기도하고 있습니다. 부디 한국교회의 입장을 잘 새겨듣고, 지금이라도 송전탑 건설과 관련된 문제가 원만하게 해결되도록 적극적인 대화를 통해 정부와 한전, 그리고 주민들 모두가 합의할 수 있는 합리적인 대안을 만들어 갈 수 있기를 바랍니다.

2014년 부활절에도 한국기독교교회협의회(NCCK, 총무 김영주 목사)와 조선그리스도교련맹(이하, 조그련)이 공동기도문으로 기도한다. NCCK와 조그련은 1996년부터 매 년 예수 그리스도의 부활을 기뻐하며 공동기도문을 작성해 함께 기도하고 있다. 공동기도문은 연세대학교에서 드려지는 2014 한국교회부활절연합예배에서 사용된다.

2014년 부활절 남북(북남) 공동 기도문
마른 가지에 순이 돋고 굳은 땅에서 생명을 움트게 하신 하나님, 부활을 통해 이 민족에 통일의 희망을 품게 하신 당신의 놀라운 사랑에 감사하며 찬양을 드립니다. 주님께서는 부활하시어 죽음이 끝이 아니라 새로운 시작임을 우리에게 알게 하셨습니다. 우리는 분단의 현실을 넘어 한(조선)반도 평화통일을 통한 민족의 부활을 꿈꾸고자 합니다. 이 민족의 간절한 바람을 이룰 수 있도록 당신의 권능을 행하여 주옵소서.
주님, 한(조선)반도의 현실은 주변 강국에 의해 휘둘리고 민족 간의 불신과 반목이 그치지 않고 있습니다. 이 땅 곳곳에서 분단의 상처와 이산가족의 아픔으로 인한 울부짖음이 커져만 가고 있습니다. 이 울부짖음이 성령의 탄식인 것을 알게 하시고, 우리가 상처와 아픔을 극복하고 평화와 상생을 이루어가는 도구가 되게 하옵소서.
부활의 주님, 간절히 바라옵기는 서로에게 갈등과 대립을 가중시키는 한(조선)반도를 둘러싼 모든 전쟁연습이 사라지게 하시고, 민족의 자유로운 소통이 이루어지는 평화의 나라를 이 땅에 세워 주시옵소서. 되살아나는 일본의 군국주의의 망령 앞에 남북(북남)이 하나 되어 이를 극복할 수 있도록 은혜 베풀어 주옵소서.
부활의 이 엄청난 사건에 우리를 동참하게 하신 주님께 한없는 감사와 영광을 돌립니다. 사람이 만든 모든 벽을 허물라는 것을 부활하신 주님의 명령으로 믿고 따를 것입니다. 때로 우리들 용기 없음을 꾸짖어 주시고 의기소침한 제자들과 더불어 엠마오의 길을 함께 걸으셨던 주님의 영을 대면케 하시옵소서. 이 땅에 평화와 통일을 원하시는 부활하신 예수 그리스도의 이름으로 간절히 기도드립니다. 아멘

- ㆍ종교개혁 심포지엄 기획 원종호·전병금 목사 대담한국교회발전연구원은 2017년 종교개혁 500주년을 맞아 올해부터 2017년 10월31일까지 3년에 걸쳐 연속 심포지엄을 연다. 첫 번째 심포지엄이 지난 25일 ‘한국 교회, 마르틴 루터에게 길을 묻다’란 주제로 서울 중구 경동교회에서 열렸다. 그런데 왜 10월31일일까. 500년 전 마르틴 루터가 비텐베르크성의 교회에서 ‘95개조의 반박문’을 내건 날이 10월31일이었다. 이번 심포지엄을 기획한 기독교한국루터회의 원종호 목사(50)와 한국교회발전연구원장 전병금 목사(70·강남교회 담임목사)를 26일 서울 강서구 강남교회에서 만났다.

▲ “사회가 기대하는 헌신·희생·나눔에 교회는 점점 멀어져루터 95개 조항 본떠 95개 개혁 과제 연구 2017년 발표 계획‘목회자도 노동자’ 첨예한 종교인 과세 심포지엄서 논의할 것”- 3년 동안 연속 심포지엄을 기획했다. 짧지 않은 시간이다.원종호 목사(이하 원) = 독일의 경우 정부와 교회가 10년 동안 종교개혁 500주년을 준비하고 있다. 3년도 짧다고 생각한다. 이번에 심포지엄을 열려고 하는 것은 교회 개혁이 한순간의 운동으로 이뤄지는 게 아니고 장시간의 연구와 캠페인이 필요하기 때문이다. 3년간 교회 갱신을 위한 공감대를 형성하는 것이 급선무다.전병금 목사(이하 전) = 연구원은 한국 교회 개혁을 위해 한국기독교교회협의회(NCCK)와 NCCK에 속하지 않은 교회들이 모여 2012년 6월 창립했다. 이번에 연구원을 개편했는데 보통 큰 교회 목사님들이 참여하던 운영위원회를 작지만 가치 중심의 목회를 하는 목회자들 중심으로 바꿨다. 가장 중요한 열쇳말은 ‘교회 공공성’이다. 예배, 역사, 사회, 문화·예술 분과로 나눠서 어떻게 사회의 소금 노릇을 하는 교회가 될 것인지 고민할 계획이다.- 한국 기독교 교회의 현실은 500년 전 종교개혁 당시와 다르지 않나.원 = 한국 교회 역사 130년 중 개신교가 독립운동의 기초이던 시절이 있었다. 산업화를 거치면서 서울에 대형 교회가 생기기 시작했고, 성장을 최고의 가치로 생각하면서 타락의 길을 걷게 됐다. 사회는 교회에 헌신과 희생, 나눔을 기대하는데 교회는 그 본질과 멀어진 것이다.전 = 종교개혁이 일어난 1517년 이전의 중세 가톨릭 교회는 타락했었다. 성서 해석권이 사제들에게만 주어지면서 성직자의 권한이 비대해졌고, 성 베드로 성당을 지을 때는 건축 헌금을 많이 한 사람에게 죄를 용서해준다는 명목으로 면죄부를 팔았다. 성직을 매매했고 축첩, 사생아 논란까지 있었다. 지금 한국 교회는 중세 가톨릭 교회 같다. 목회자들은 성서를 자신에게 유리하게 해석하고 일부 교회에서는 편법 주식 투자가 문제가 되며 교회는 세습된다. 성직 매매와 비슷하다. 총회장 선거에 금권선거가 횡행하고 논문 표절까지 나오는 등 도덕적 타락도 크다.- 작은 교회 운동, 교회 밖 신앙 등 기존 교회에 대한 다양한 대안이 나오고 있다.원 = 작은 교회 유형을 다양하게 발굴해 공개할 계획이다. 일부 대형 교회들이 문제이지만, 한국 교회의 70% 이상은 여전히 신도 30명 미만의 작은 교회로 운영 자체가 어렵다. 작은 교회 모델들을 만들고 그 모델이 지속가능할 수 있는 방안을 고민해보려고 한다. 그것은 결국 교회가 성장이 아니라 지역사회와 어떻게 유대하면서 신앙 공동체로 함께 가는가의 문제이기도 하다.- 3년간의 심포지엄 외에 또 다른 계획도 있나.전 = 루터는 비텐베르크 교회 앞에 95개 조항의 개혁 과제를 제시했다. 우리도 한국 교회에 맞는 95개 조항을 연구하고 있다. 이 개혁 조항에 공감하는 목회자 5000인의 서명을 받고 서명한 사람은 앞으로 그렇게 살자는 운동을 할 계획이다. 그 개혁 과제는 2017년 10월31일 공개한다. 심포지엄이 이론적 근거를 제공한다면 95개 조항 작성과 5000인 목회자 서명운동은 이를 실천하는 캠페인이 될 것이다.- 기독교가 종교인 과세에 부정적인 데 대해 여론이 좋지 않다. 전 = NCCK는 세금을 내야 한다고 성명도 냈다. 교단별로 입장이 다르다. 목사는 노동자가 아니라고 말하는 사람들도 있지만 잘못된 생각이라고 본다. 성경에 보면 예수님이 ‘하나님이 일하시니 나도 일한다’는 구절이 있다. 과세 문제도 심포지엄에서 다시 논의될 것이다.- 앞으로 심포지엄에서 어떤 주제를 다루게 되나.원 = 교회 개혁의 대상은 목회자이지 성도들이 아니다. 교회 민주주의, 교회의 공공성, 그리스도인의 시민의식 등 교회의 내적 성숙을 위한 다양한 주제를 다룰 것이다. 개신교를 의미하는 ‘프로테스탄트’는 저항하는 사람이라는 뜻이다. 그것은 불의와 비진리에 대한 항거였다. 우리도 교회 내에 있는 불의와 비진리에 대해 경각심을 갖고 교회의 본래 모습을 회복하는 데 목소리를 낼 것이다.
