To all dear Christians and thosewaiting for Easter,
Now we are standing in Lent and waiting for Easter. The National Council of Churches in Korea (NCCK) would like to focus on the socialmeaning of the Resurrection of Jesus Christ in this 2015 Lent. Before Jesus’ death and resurrection he visited Galilee to feed his faith and his hope in preparation for the coming trials. Where shall we find our Galilee that will restore our faith and fill us with hope to prepare us for the difficult work of the mission of God? The NCCK wants to find hope and enable it to flow out to our society as Jesus has done and asks us to do. For this reason the NCCK has prepared resources for this year’s prayers to accompany a spiritual pilgrimage which will take place for 7 weeks from the first week of Lent to Easter, so that we can wait and welcome Easter with increased awareness of the presence of hope for these days and is the presence of hope in Korea.
Each week includes a theme, scripture, meditation and prayers;
1 The sinking of the Sewol Ferry occurred on the morning of 16 April 2014 en route from Incheon to Jeju. The Japanese-built South Korean ferry capsized while carrying 476 people, mostly secondary school students from Danwon High School (Ansan City). In all, 304 passengers died in the disaster. Of the approximately 172 survivors, many were rescued by fishing boats and other commercial vessels that arrived at the scene approximately 30 minutes before any South Korean coast guard or ROK Navy ships. Here, for 7 different issues, we would like to introduce one chapter each, from the second week of Lent. It gives us awareness and inspiration regarding the issue of the nuclear weapons. It used to be one of our most significant issues in South Korea and became more serious after the Fukushima disaster. Please turn your heart to this issue and the NCCK hopes you will be inspired and refreshed deeply through these texts.
Also, we are sharing the ‘Ash Wednesday Prayer’written by NCCK below. Korean Churches also ask the global Christian family to use the prayer they formulated for the Ash Wednesday services. We would be grateful if you select one among those two sample prayers and use it in your church.

God saw all that he had made, and it was very good.
When the CP-1, the first nuclear reactor in the world was built in Chicago University in the USA, scientists wereconfident that humans were finally entering into God’s domain. Nuclear energy is not a substance which the God of life has willed. Nuclear is a ‘modern version of the tree of knowledge’ which has been consumed by the arrogance of human and intemperate greed. The nuclear bombs detonated over Hiroshima and Nagasaki and the nuclear accidents in Chernobyl, Three Mile Island and Fukushima show us that nuclear energy is the ‘fruit of death’ which contains enormousdestructive power. Though its greed, humanity never stops building more nuclear weapons and nuclear power plants.
The Fukushima Nuclear Plantdisasteroccurred from nuclear reactors which were over 30 years old, their originally designed life-span. In South Korea, we have 3 expired nuclear power plants which have surpassed their designed life-span; however they are far from closing and are trying to extend their period of use continually.Millions of people are trembling and living in fear of these nuclear power plants, and the marine ecosystem around the nuclear power plants has already been destroyed and disturbed. To love your neighbors and to care for and preserve the creatures of God is the important mission to which Christians are called. We should deal with our mission, and so let us pledge and pray for a peaceful world and its life without the dangers of nuclear energy.

①For all creatures which moan because oftheir exposure to nuclear weapons and nuclear power plants.
②For a peaceful world where no country possesses nuclear weapons.
③For shuttingdown and closing dangerous old nuclear power plants whose designed life-span has expired.
④ For reducing nuclear power plants one by one by reducing our indiscreet energy consumption.
⑤For the world to live with green energy which has been given by God, such as solar energy and wind power energy, instead of with nuclear energy.

On this Ash Wednesday, as we consider the ashes of repentance, the National Council of Churches in Korea asks you to join your prayers to theirs for reconciliation between North and South Korea.
People still, after all these many years, live with the pain of separation. Our government will not allow us to send rice and flour to our starving northern brothers and sisters.
Lord, forgive the barriers we have erected against each other and give us the will and show us the way to peace. We pray for those who suffer, and ask for them comfort and relief. Let the ashes of death and fear both nourish a glad rebirth.
In Jesus' name we pray - Jesus who set his face steadfastly toward Jerusalem where he would walk through death to reconcile us to each other and to God. Amen

한국기독교교회협의회(NCCK, 총무 김영주 목사)는 4월 9일(목) 오전 9:30 아현교회(기독교대한감리회, 서울 서대문구 북아현동 950)에서 ‘2015 에큐메니칼정책협의회’를 개최한다. 위기 상황에 처한 한국교회의 현주소를 돌아보며, 사회 속에서 진정한 복음을 증거하기 위한 정책과 교회개혁을 위한 과제 수립이 목적이다. 지역과 현장의 의견을 수용하여 교회협 차원에서 진행할 장단기 사업을 선정하고 구체화하기 위한 금번 협의회는 1. 종교개혁 500주년을 준비하는 한국교회 개혁 과제 찾기, 2. 정의, 평화, 생명 추구에 역행하는 현시대와 사회 속에서의 교회의 사명 재정립, 3. 분단 70년을 맞아 화해통일 정책 수립, 4. ‘교회개혁 10대 과제’, ‘사회개혁 10대 과제’를 보완, 구체화하는 작업, 5. 지역과 현장의 소리를 경청과 정책화라는 구체적 목표 아래에 진행된다. NCCK는 사업방향을 수립하고 각 프로그램위원회의 구체적인 사업과 활동을 계획하기 위하여 NCCK 임원, 실행위원, 프로그램위원, 에큐메니칼 단체 임원 및 실무자, 지역NCC 임원 및 현장 활동가들과 함께 정기적으로 정책협의회를 개최하고 있다.금번 정책협의회의 자세한 일정은 아래와 같다.

- (보도) 세월호 특별법 시행령을 즉각 철회하십시오.

"야훼여, 살려 달라고 울부짖는 이 소리, 언제 들어 주시렵니까? 호소하는 이 억울한 일, 언제 풀어 주시렵니까? 어인 일로 이렇듯이 애매한 일을 당하게 하시고 이 고생살이를 못 본 체하십니까? 보이느니 약탈과 억압뿐이요, 터지느니 시비와 말다툼뿐입니다. 법은 땅에 떨어지고 정의는 끝내 무너졌습니다. 못된 자들이 착한 사람을 등쳐먹는 세상, 정의가 짓밟히는 세상이 되었습니다.”
한국기독교교회협의회(총무 김영주 목사) 세월호참사대책위원회(위원장 이승열 목사, 이하 대책위)는 지난 3월 27일, 해양수산부가 입법 예고한 세월호 특별법 시행령을 지켜보며 우려를 금할 길이 없습니다. 이번에 발표한 세월호 특별법 시행령은 세월호 참사가 일어난 이후 1년 동안 참사의 진상을 밝히기 위해 광화문, 안산, 팽목항, 청운동에서 힘든 싸움을 해 온 세월호 참사 유가족과 실종자 가족들을 두 번 죽이는 행위이며, 국민을 기만하고 신의를 저버린 행위이기에 참담한 심정을 감출 수 없습니다.
우리는 정부에게 세월호 참사의 진실을 규명하고자 하는 의지가 있는지 묻고 싶습니다. 정부의 시행령은 ‘4·16세월호참사특별조사위원회(이하 특조위)의 안을 무시하고, 오히려 특조위의 활동을 무력화 시키려는 의도가 담겨 있기에 더욱 분노하지 않을 수 없습니다. 125명의 사무처 인원을 90명으로 축소하였을 뿐만 아니라 파견 공무원의 숫자를 늘려 핵심 업무의 상당 부분을 조사 대상의 기관 공무원들에게 맡긴 것은 사실상 정부가 특조위를 주도하려는 숨겨진 의도를 감추고 있는 것입니다. 더 나아가 진상 규명의 대상에 대한 조사를 정부의 조사자료 분석만으로 갈음하는 것은 참사에 대한 진상을 밝히려는 의지가 없음을 여실히 보여주고 있습니다.
이러한 상황에서 제대로 된 진상규명이 될 수 없는 것은 자명한 일이며, 의도적으로 특조위의 활동을 방해하여 세월호 참사의 진상을 묻고 가려는 정부의 속내가 드러난 이상 세월호 참사의 진실규명과 안전한 사회를 만들겠다는 정부의 말을 믿을 수 없습니다. 정부는 이제라도 세월호 참사에 대해 책임지는 자세로 제대로 된 진상규명과 안전한 사회를 만들기 위해 세월호 특별법 시행령을 즉각 철회하십시오. 그리고 특조위의 독립성을 보장하고 특조위의 안을 기초로 한 제대로 된 시행령을 만들어 세월호 유가족, 실종자 가족들과 온 국민이 원하는 세월호 참사의 진상을 규명하십시오. 만약 끝까지 국민을 기만하며 세월호 참사에 대한 진정성 있는 진상규명을 하지 않는다면 세월호 유가족과 실종자 가족을 포함한 국민들의 더 큰 저항에 부딪히게 될 것입니다.
우리는 지난 1년 동안 세월호 참사의 진상을 밝히기 위하여 기도하고, 노력하여 왔습니다. 손바닥으로 하늘을 가릴 수 없고, 감춘 것이 드러나지 않을 수 없듯이 모든 진실은 꼭 밝혀지게 될 것입니다. 우리는 그리스도인으로서 하나님의 정의가 모든 불의와 부정을 무너뜨려 이 땅에 정의가 살아 있음을 보게 될 것이라 확신합니다.
본 대책위원회는 정부의 세월호 특별법 시행령이 철회될 때까지 끝까지 지켜볼 것이며, 세월호 참사의 모든 진실이 명백하게 밝혀질 수 있도록 세월호 참사 유가족, 실종자 가족들, 국민들과 끝까지 싸워나갈 것입니다.

그리스도의 부활, 우리의 부활(누가복음 24장 45~48절)
이제는 갈릴리로 갈 때입니다. 예수께서는 그 시대의 권력들에게 죽임을 당하셨습니다. 그 권력들이란 종교 권력이었고, 로마제국과 그 치하에 있던 지역 군주였으며, 슬프고 안타깝게도 해방을 갈구하는 민중이었습니다. 예수님의 부활은 고난, 아픔, 눈물, 그리고 안타까운 무력감을 전제로 하고 있습니다. 그렇기에 그리스도의 부활은 현재의 장애를 모두 극복하고 곧 터져 나올 희망노래의 시작이 됩니다. 우리는 이것을 복음이라 부릅니다. 한국교회는 이제 예수님께서 부활 직후 찾아가신, 아프고 눈물이 흐르는 땅 갈릴리로 가야합니다. 비정규직 노동자들의 절규가 새어나오는 황폐한 노동환경, 허리가 꺾인 채 70년 동안 살아온 분단된 땅의 젊은이와 그들의 미래, 극한의 공포를 감추고 웅크려 앉은 노후한 핵시설. 88만원으로 채울 수 없는 가난한 청춘들의 자리, 장애우들이 자유로이 다닐 수 없는 길거리. 이 모든 곳이 오늘의 갈릴리입니다. 우리는 올해 세족목요일과 성목요일 예식을 팽목항에서 진행했습니다. 지난해 4월 16일, 우리의 아이들이 바다 속으로 빠져들던 날, 우리는 우리 자신에게 둘러쳐진 죽임의 힘을 몸으로 느끼고 좌절했습니다. 세월호 참사는 부정과 부패, 부당과 부조리, 그리고 몰인정과 비상식으로 인해 서서히 침몰하는 대한민국의 현실에 대한 고발이라 믿었기에 우리는 그곳에서 ‘공동책임’에 대하여 참회하고 우리가 만들어 가야할 ‘희망’을 외쳤습니다. 우리 그리스도인은 예수의 유가족이자 예수가 꿈꾸던 세상을 만들어내기 위해 그 꿈을 이어받은 사람입니다. 그런 의미에서 우리 모두는 세월호 참사의 유가족이자 아이들이 꿈꾸던 세상을 만들어내야 할 책무를 짊어진 사람들입니다. 문제가 없을 순 없으나 토론과 합심으로 해결하고, 분쟁이 없을 순 없으나 양보함으로 이겨내고, 가난이 없을 순 없으나 나눔으로 풍요로울 수 있는 세상을 만들어내야 합니다. 교회는 예수의 부활이라는 ‘기억’을 이천년 동안 안고 살아왔으며 앞으로도 그러할 것입니다. 부활하신 분께서 고난당하고 죽임 당했기 때문에 부활의 ‘기억’을 안고 사는 우리도 이 시대의 권력에 의해 또 다른 고난을 받게 될 것입니다. 그렇다고 그리스도와 함께 배고픈 이웃과 온 세상을 위해 준비된 ‘하나의 빵’이 되어야 함을 두려워해서는 안 됩니다. 올 해 안에 세월호참사의 진실이 모두 드러나고 가라앉은 선체의 인양이 이뤄지기를 빕니다. 세월호 참사 유가족의 치유와 함께 우리 사회를 암울하게 하는 모든 문제의 근원이 치유되기를 바랍니다. 그리스도의 부활의 기쁨을 가지고 우리 모두 갈릴리로 갑시다. 서로 눈물을 닦아주고 더딘 걸음 힘들어도 여럿이서 함께 가야할 길입니다. 부활하신 주님께서 우리보다 앞서가셔서 갈릴리의 사람들과 함께 웃고 보듬으며 우리를 기다리십니다. 이 길에 한국 기독교의 희망이 있습니다.

“박근혜 7시간 보도는 정당한 언론행위”
박근혜 정부 들어 국가권력에 의해 표현의 자유 관련 고발과 기소가 이어지고, 언론의 보도 또한 명예훼손으로 고발되는 사례가 늘고 있는 것과 관련해 현장의 목소리를 직접 듣는 토론회가 열렸다.
한국기독교교회협의회(NCCK, 총무 김영주 목사) 언론위원회(위원장 전병금 목사)는 지난 26일 오후 서울시 종로구 한국기독교회관에서 ‘벼랑 끝에 몰린 표현의 자유, 이대로 좋은가!’를 열고 침해되는 표현의 자유 사례를 공유하고 해법을 모색했다.
사례발표자로 나선 세월호 ‘가만히 있으라’ 제안자 용혜인씨는 “세월호 관련 집회에서 경찰이 시민들의 머리채를 잡아당기며 흔들거나, 특히 목을 팔로 졸라 제압하는 등 폭행이 지속적으로 일어났다”며 “여성 유치인들에게 속옷 탈의를 요구한 경찰서도 있었다”고 밝혔다.
용씨는 “뿐만 아니라 공통적으로 피의자가 요청할 수 있는 권리를 고의적으로 이야기해주지 않거나, 없는 규정을 들먹이는 등의 행위가 일어났다”며 “조사 전에는 ‘진술거부권을 쓰면 불리해질 수 있다’는 협박, 변호사 접견을 기다리겠다는 피의자에 대한 협박, 옆사람과 논의하는 행위에 대해 ‘자발적으로 하라’며 윽박지르는 등의 일이 있었다”고 증언했다.

실제 새정치민주연합 장하나 의원실에서 지난 3월 경찰로부터 제출받은 세월호 관련 집회시위 통계를 보면, 경찰은 지난해 4월부터 올해 2월까지 총 368명을 연행했다. 세월호 집회와 관련해 9명에게 구속영장이 청구됐으며 영장이 발부돼 구속 수감된 사람은 7명에 달한다.
박근혜 대통령을 풍자한 ‘출산그림’으로 화제의 인물이 된 홍성담 화백은 ‘간고쿠 야스쿠니’, ‘삽질 소나타 No 1 – 4대강 레퀴엠’, ‘세월오월’ 등 정치권력을 풍자한 자신의 작품을 소개하면서, 작품이 정치적인 이유로 전시가 철회되거나 고발까지 당하는 상황을 크게 우려했다.
‘출산그림’(원제 : 골든타임 - 닥터 최인혁, 갓 태어난 각하에게 거수경례를 하다)의 경우 지난 대선 기간 중앙선관위는 공직선거법상 위반 등을 들어 검찰에 수사를 의뢰했다. 검찰은 무혐의 처분을 내렸다.

홍 화백은 “예술인에게는 가십거리도 상상력의 원천이 되곤 한다”며 “독일의 잡지 슈피겔은 메르켈 총리를 닭으로 묘사하는 등 자유롭게 풍자하는데 테러나 고발을 당했다는 얘기는 들어본 적 없다”고 밝혔다.
신학림 미디어오늘 대표는 지난해 세월호 침몰사고 당일 박 대통령의 ‘7시간 행적’에 의문을 제기한 미디어오늘 기사가 명예훼손을 이유로 고발당한 사례를 꺼내며 “7시간 행적에 관한 보도는 지극히 정당하고 정상적인 언론행위”라고 밝혔다.
신 대표는 “대통령은 공인 중의 공인이다. 박근혜 대통령의 일거수일투족은 모든 언론의 가장 중요한 보도 대상에 해당한다”며 “박 대통령의 일정은 국가 안보나 경호상 불가피한 경우를 제외하고는 공개하는 것이 옳다”고 말했다.
신 대표는 “검찰 등 수사당국이 박 대통령에 대해 명예훼손을 했다는 이유로 시민들과 언론사들에게 재갈을 물리려 한다면 대통령과 검찰에 부메랑이 돼 돌아갈 가능성이 높다”며 언론의 자유를 강조했다.

토론자로 참여한 박경신 고려대학교 법학전문대학원 교수는 UN인권위원회의 해석에 따라 △진실명예훼손 폐지 △모욕죄 폐지 △명예훼손 징역형 폐지 등의 필요성을 역설했다. 박 교수는 “명예훼손 형사처벌이 있는 한 국가가 중립성을 위반할 가능성이 크다”며 “검찰이 제기하는 것이기 때문에 선량한 사람의 평판을 보호하기보다 권력을 비호하려는 부작용이 따른다”고 밝혔다.
유승희 새정치민주연합 의원은 “표현의 자유 보장을 위한 특별위원회 위원장으로서 역할을 하게 됐다”며 “원내 국회의원은 물론이고 시민단체 대표, 전문가들도 자문위원으로 참석해 표현의 자유 보장을 위한 제도 개선을 추진할 것”이라고 밝혔다.
유 의원은 최고위원으로 출마하면서 △표현의 자유 보장을 위한 특별위원회 구성 △표현의 자유 탄압 피해자 상담 보호창구 신설 △명예훼손의 비형사범죄화 추진 △방송의 공정성과 독립성 보장 △인터넷 표현의 자유 보장 △국가보안법의 찬양고무조항 삭제 등을 공약으로 내세운 바 있다.

실종자 가족·신학대 교수 참가
"갈등조장 등으로 반응한 교회… 생명의 종교이기를 포기한 듯"

엄마는 밤새 기도한다.
“하나님 죄송하지만 저 내일 깨어나지 않았으면 좋겠습니다. 부탁드립니다. 딸이 너무 보고 싶습니다.”
그런데도 아침이면 눈을 뜬다. 엄마는 옷을 챙겨 나서며 세월호에 갇힌 딸에게 기도한다. “다윤아. 엄마가 너 꺼내달라고, 찾아달라고 사람들한테 말하고 올게.”
세월호 참사 실종자 허다윤양 어머니의 이야기다. 신이 너무 밉다고 아무리 기도해도 응답이 없다고 목메어 우는 그녀에게 “모든 게 주님의 뜻”이라고 할 수 있을까. “도대체 신이 어디 있냐”고, “아이들이 무슨 죄냐”고 반문하는 세상에 종교는 과연 위로가 될 수 있을까.
세월호 참사 이후 교회와 신학의 역할을 고민하는 자리가 마련됐다. 24일 밤 한국기독교교회협의회가 서울 기독교회관에서 연 세월호 참사 1주기 신학 토론회의 참석자들은 “교회가 어두운 현실을 철저하게 반성하고 세월호를 기억하고, 저항하고, 치유하는데 적극 나서야 한다”강조했다.
박창현 감리교신학대 교수는 “세월호가 하나님 뜻이라고 절대 생각하지 않는다”며 “잘못된 우리가 저지른 사건이고, 잘못된 일의 해결이 과제”라고 입을 뗐다. 이어 “교회는 그간 자기 몸집 부풀리기와 자기 살기에 급급해서 존재 이유에 대해 제대로 고민하지 못했다”며 “위험을 경고하지 못했고, 이후 잘못에 대한 회개를 선포하지 못했다”고 했다.
그는 특히 ‘세월호 막말’로 문제가 된 교계 인사들의 태도를 강하게 비판했다. “맘몬(재물 및 우상)을 경고하긴커녕 오히려 교회가 거기 편승해 3,000억원대 교회를 지었다고 세상에 자랑할 정도로 양심이 무뎌졌다. 국민이 불행 앞에 어찌해야 할지 모를 때 교회마저 손 놓고 울다 ‘이제 좀 그만해라. 천국 가지 않았냐’고 얼버무렸다. 과연 그래서 교회가 소망이 될 수 있겠나.” 앞서 오정현 사랑의교회 담임목사, 조광작 오병이어교회 원로목사 등은 유족 및 실종자 가족들을 모욕하는 듯한 발언으로 논란을 빚었었다.
김은혜 장로회신학대 교수는 “참사에‘국가분열’‘갈등조장’등의 말로 반응한 한국교회는 더 이상 생명의 종교이길 포기한 듯하다”며 “많은 한국교계 지도자들이 세월호 언급조차 꺼리는 태도를 마치 애국인양 포장하고 생업으로 돌아갈 것을 종용했다”고 비판했다. 이어 “이는 교회를 하나님의 가장 큰 명령인 이웃사랑의 불능자로 만드는, 교회 존재 의미를 부정하는 일”이라고 했다.
김 교수는 “세월호를 망각한 채, 희생적 죽음을 망각한 채로는 어떤 신학도 정당화될 수 없다”며 “교회가 기억의 공동체, 고통을 야기한 세력들에 대한 대항의 공론장이 돼야 한다”고 역설했다.
허다윤양의 어머니를 비롯해 이날 참석한 세월호 참사 실종자 가족의 증언에 대부분 패널이 눈물을 쏟았다. 힘겹게 말문을 연 허양의 아버지는 “마지막 한 사람까지 가족의 품으로 돌려준다는 정부 약속이 지켜지지 않고 있다”며 “아이를 그 캄캄한데 남겨두지 말고 친구들 곁으로 가족 곁으로 돌려보내달라는 것이 유일한 소망”이라고 울먹였다.
실종자 조은화양의 어머니는 “아이가 얼마나 저를 찾았을지, 무서웠지, 아팠을지 생각하면 살 수가 없다”며 “휘어진 냄새 나는 흙이 쌓인 배 안에 아직 내 자식이 있다는 것이 정말 괴롭다”고 말해 인양촉구를 호소했다.
패널 토의에서는 “잊으라 강요하는 세력에 교회가 저항해야 한다” “생존자를 비롯한 1차당사자, 유가족과 실종자가족 등 2차당사자, 참사를 지켜보며 상처받은 모든 3차당사자들을 위해 교회가 넓은 시각으로 나서야 한다”는 등 다양한 의견이 쏟아졌다.
참사 당일부터 촛불기도회를 해온 안산희망교회 김은호 목사는 “세월호 참사는 우연한 사건이 아님을 기억해야 한다”며 “교회가 더욱 더 지역사회의 더불어 생명과 평화의 가치를 확장시켜나가며 공존해야 한다”고 했다.

- “세월호 불편해한 한국 교회 모습에 참담” “한국 교회는 맹골수도(전남 진도군 맹골도와 거차도 사이의 물길)에서 죽은 예수의 부활을 준비해야 합니다.” 한국기독교교회협의회(NCCK)가 지난 24일 밤 서울 기독교회관에서 마련한 ‘세월호 참사에 대한 한국 교회의 응답’이라는 주제의 세월호 참사 1주기 신학 토론회에선 세월호 참사를 대하는 교회의 태도를 비판하며 제대로 된 역할을 강조하는 목소리가 높았다.
김은혜 장로회신학대 교수는 “한국 교회는 세월호 참사에 대해 ‘국가를 분열시킨다’ ‘갈등을 조장한다’ ‘정치적으로 이용한다’ 등으로 반응했고, 생명의 종교이기를 포기한 듯하다”며 “교계 지도자들은 세월호 주제를 불편해하고 언급조차 꺼리는 태도를 마치 애국의 표현인 양 포장하고 그리스도인들에게 생업으로 돌아갈 것을 종용했다”고 지적했다. 김 교수는 “이는 고통에 대한 공감능력의 상실과 생명경외의 결핍, 타자에 대한 인식의 부재 때문”이라며 “예수를 따라야 하는 그리스도인의 정체성을 포기한 것이자, 교회의 존재 의미도 부정하는 것”이라고 밝혔다.박창현 감리교신학대 교수는 “‘이제 그만 슬퍼하자’ ‘일상으로 돌아가자’는 말은 예수는 십자가에 죽어서 무덤에 누워 있는데 부활하지도 않은 예수의 축제를 하는 것과 같은 한국 교회의 참담한 모습”이라고 밝혔다.그렇다면 세월호 참사 1주기를 앞둔 지금, 한국 교회의 대응은 어떠해야 할까.김 교수는 “역사를 바꾸는 것은 남은 자들의 책임”이라며 “교회는 ‘위험한 기억’을 잊지 않고 살아가는 기억의 공동체로 억울한 죽음의 희생자들과의 연대 속에서 잘못된 국가와 불의한 정치 구조에 저항하고, 비판하는 정치적 삶을 지향해야 한다”고 말했다. 나아가 “한국 교회가 사순절을 보내며 죽은 자들을 기억한다면 그들을 희생시킨 현실 속 지배자들을 향해 고발과 항의를 해야 한다”고 덧붙였다.박 교수는 “세월호 희생자들은 우리 없이 부활할 수 없다”며 “제자들이 부활한 예수를 만나고 위로를 받고 증인으로 살아갔듯 한국 교회는 세월호의 늪에 빠진 예수를 부활시켜야 한다”고 말했다. “다시는 이 사회에 세월호와 같은 불행이 일어나지 않도록 철저한 진상규명, 책임자 처벌과 재발방지를 통해 죽은 자들의 한을 달래고 유족들의 아픔을 치유하는 부활이 필요하다”는 것이다.세월호 참사 당일부터 지금까지 촛불기도회를 해온 안산희망교회 김은호 목사는 “교회는 마을과 마을 주민들을 선교의 대상으로 대상화시키는 것이 아니라 철저하게 지역사회, 마을과 더불어 공존해야 한다”고 강조했다. 이날 토론회에 참여한 세월호 희생자 가족 이금희씨는 “‘할 만큼 했다, 그만하라’ 말씀하지 말고, 부모로 아내로 형제로 다시 일상생활로 돌아갈 수 있도록, 마무리할 수 있도록 도와주셨으면 한다”고 당부했다.

- Update of the Recent Situation in Korea

Last Thursday Mr. Mark Lippert, the US ambassador to South Korea, was attacked by a man with a knife during a breakfast gathering organized by a NGO, “Minhwahyup” (Korean Council for Reconciliation and Cooperation). At the gathering the ambassador was supposed to deliver a keynote speech on Korea’s reunification. Fortunately Mr. Lippert is in stable condition now after suffering wounds to his face and wrist. The attacker, Mr. Kim Ki-jong is a self-claimed activist for the reunification movement and has individual membership in several NGOs. The NGO society in South Korea regards this incident as an isolated case which has no systemic connection with them or with North Korea as Mr. Kim always acts by himself. But the Korean police agency alleges that the attack might have been conducted in close communication with some NGOs or under an order from North Korea. Of course, Mr. Kim denies all those allegations. Actually Mr. Kim has visited North Korea eight times and purchased several books published there.
The police present those activities as an evidence of those allegations. Furthermore, the police is investigating Minhwahyup’s member organizations. Minhwahyup was founded in 1998, with the strong support of the Kim Dae-jung government, to work for Korea’s reunification. Its membership is composed of both government sectors including the opposition party and civil society. The NCCK Reunification Committee and Hangichong (the association of the Christian Evangelical wing) are also members of the Minhwahyup.
This incident aggravates the already-deteriorated relation between North and South and between North and US. It is not surprising that immediately after the incident both Koreas began to exchangeprovocative rhetoric: the North praising Mr. Kim as a heroic fighter against US imperialism; the South condemningthe North as a rogue state which instigates violence. The police announced that it would cooperate with the FBI for a thorough investigation. Furthermore, the South Korean government seems ready to use this incident as a pretext for controlling the civil society in South Korea. Actually, last Friday we in the NCCK were informed by the police of a “total inspection.” It is predicted that the civil society will face the fierce storm of the National Security Law (NSL) and the Jongbook (followers of North Korea) trap. For a while the movement for reunification will go through a depressed period.
The incident is immediately affecting several joint projects of the NCCK with KCF. In this week the NCCK and KCF are supposed to meet in China to discuss the pending issues including “food support to North Korea” and “joint worship in Pyungyang.” But presently both governments seem to be reluctant to allow the meeting. Concerning the food (flour) support,if the South Korean government does not allow the direct shipment from Incheon, the NCCK plans to send the flour through China. In spite of all the difficulties the NCCK will work harder to break the current deadlock, and I would like to ask all partner churches to pray and act for peace-building in the Korean peninisula.
