- (국민일보) NCCK “세계교회와 성도, 한반도 평화위해 함께 기도·연대해야” 입력:2013.04.11 21:43 박재찬 기자 “세계 교회와 그리스도인들이 한반도 평화를 위해 함께 기도하고 연대해야 할 때입니다.”한반도 평화를 위한 교계연합기구와 단체들의 기도 요청이 잇따르고 있다.한국기독교교회협의회(NCCK)는 한반도 평화를 위한 기도 요청 서신과 함께 긴급 호소문을 CCA(아시아기독교협의회) 등 세계 에큐메니컬 기관 100여 곳에 발송했다고 11일 밝혔다. 북한의 미사일 발사 위협으로 위기감이 고조되고 있는 한반도의 현 상황을 전 세계 교회와 성도들에게 알리고 화해와 통일을 위한 기도를 요청하기 위한 차원이다.NCCK는 “만일 한 지체가 고통을 받으면 모든 지체가 함께 고통을 받고(고전 12:26)”라는 성경 구절을 인용하면서 한반도 위기상황에 대한 전 세계의 관심을 당부했다. 이와 함께 NCCK는 지난 5일 발표한 ‘한반도 평화를 위한 긴급 호소문’을 서신에 첨부했다. NCCK는 호소문을 통해 개성공단 정상화, 한·미 군사훈련 중지, 남북 대화 즉각 추진 등을 촉구했다. 김영주 NCCK 총무는 “점점 심화되어가는 남북간 갈등과 대립의 국면을 화해와 치유, 통합의 길로 만들어나가는 사명이 교회에도 주어져 있다”고 강조했다.앞서 세계교회협의회(WCC) 울라프 트베이트 총무도 한반도의 긴장상황에 대한 입장을 표명하면서 남북 당국이 대화에 나설 것을 주문했다.

- Urgent Petition for peace on the Korean Peninsula Praying for the peace of God and in the name of the Lord: The interruption of the work at the joint South and North Korean Industrial Complex in Gaesung is just another sign of the crisis actual arising on the Korean Peninsula. The South-Korean/U.S. American military exercises are aggravating the situation and thus the conflict is rapidly approaching the next stage of danger of a confrontation between South and North Korean military forces. North Korea’s third nuclear test, the UN’s violent propagandistic sanctions towards North Korea and the American high-tech weapons being used in the large scale Korean-American joint military exercises, etc. escalate the crisis on the Korean Peninsula. In these circumstances, the irresponsible, alarming and offensive statements of both South and North Korean authorities’ are driving the citizens of both countries into fear. The National Council of Churches in Korea (NCCK), which for a long time has desired the nation’s reconciliation, and longs for peace and reunification, opposes the movement toward this catastrophic situation and cannot suppress a severe anxiety. We call on all Korean churches which are striving for justice, and all Christian believers who are striving to make peace and become guardians of history, at this time to hold firmly a responsible attitude to this issue. In the following petition we express the earnest prayers of Korean Christians for peace on the Korean Peninsula and humbly ask for your participation. 1. We pray for the normalization of the situation at Gaesung Industrial Complex Even in the distinctive circumstances of the Korean Peninsula, Gaesung Industrial Complex is the heart of economic cooperation and peacekeeping and facilitates prosperity between North and South Korea. Responding to the current military exercises, North Korea has limited the access to Gaesung Industrial Complex, which is threatening the basis of peace. Even though there may be the possibility of a hostile confrontation between South and North, the agreement from the North-South Summit about the work of Gaesung Industrial Complex has to be maintained. The South-North Korea Summit established Gaesung Industrial Complex to make peace and efforts to damage this work should be stopped. South and North Korean authorities need to restrain from mutual contempt as well as the alarming and offensive verbal threats. To normalize the situation, it is necessary to protect Gaesung Industrial Complex as a stronghold for peacekeeping on the Korean Peninsula. 2. We pray for the termination of the Korea-U.S. military exercises Since 1976, the joint Korean-American Military Exercises starting with Team Spirit, Key Resolve and Eagle, have been aggravating the confrontation between forces on the Korean peninsula and resulting in mutual threats with state-of-the-art weapons. It should be noted that the large scale Korean-American military exercises on the Korean peninsula are to simulate ‘emergency incidents’ and as a result are a showcase to advertise US military weapons. In contrast to being labeled a ‘regular annual military exercise’, the present exercise has succeeded in presenting to the public state-of-the-art bombers capable of carrying nuclear weapons, like the B-2 and B-52. Thus it not merely the North Korean military threats, but also the excessive proclamation of war to our citizens, is further promoting the crisis. Such military exercises are a threat to peace on the Korean Peninsula, and in order that the confrontation between North and South Korea not intensify further, they must be stopped. 3. We pray that both South and North Korea proceed with dialogue immediately The excessively hostile language and offensive rhetoric of South and North Korean authorities, especially of the respective military personnel, which leads to menacingly facing and aggravating each other, is bringing about the danger of an easy occurrence of a military collision. The North and the South Korean authorities have to follow the spirit of the Inter Korean Basic Agreement, the 6.15 Joint Agreement from 2000 and the 10.4. Declaration from 2007. They have to face each other with respect, and for the promotion of peace on the Korean Peninsula they need to hold a responsible position and immediately start a dialogue. We must remember that through the dialogue that took place in the meetings between Kim Il sung and Moon Ik Hwan or Jimmy Carter, in the past we had the experience of changing the complicated situation between South and North and the state of being at the brink of war. Now it is strongly required that dialogue for peace on the Korean Peninsula take place by sending an emissary to intervene or another way. 4. We pray for the resolution of the roots of military confrontation. The actual crisis results from the fact that during the five years of the last government the inter-Korean relations were ruptured, and the military confrontation has to be blamed on the former government. In order to demonstrate distinctiveness from the past government, President Park Geun Hye should carry out a policy of peace and reconciliation. Peace on the Korean peninsula and the solution to the North Korean-American hostile relations will be secured when, instead of the competitive purchase of weapons and military threats, the agreements to provide the light-water reactor etc. are honoured. The NCCK believes this will completely resolve the North Korean nuclear issues. Accordingly, at the upcoming Korean-American summit, President Park Geun Hye must provide a solution for dealing with this issue, removing the roots of military aggression and opening the way for peace on the Korean Peninsula. 5. We request a new will and the prayer of all Christians for the situation. Korean Christians have been influential in facilitating the re-opening of the interrupted inter-Korean relations and contributing to make peace. We now once again join in our faith and prayer to approach the Lord’s peace on the Korean peninsula, and we sincerely ask for your participation. It is now time to overcome a false peace under the shadow of military forces and achieve a true peace overflowing with the Lord’s justice. Let us walk together with hope. Let us all stand together and pray to jubilate the 1995 proclamation of genuine peace on the Korean peninsula, restoring the history of the Korean Christians and a Korean brotherhood overflowing with eternal joy. - April 10, 2013 Dear brothers and sisters in Christ! I am very worried about the deteriorating situation on the Korean peninsula after the third nuclear test conducted by North Korea. Since the Korean war, the confrontation and tension of South and North Korea has been of serious significance. No one cannot predict how the situation will progress, and my prayerful hope is that the instability of the Korean peninsula should be resolved so that the close relationship between South and North Korea may be recovered. This sombre situation of the two Koreas needs to be understood by Christians and all people in the world, for the body of Christ is one and each one of us is a part of it. “If one part suffers, every part suffers with it”. (1 Corinthians 12:26, NIV). The National Council of Churches held an emergency prayer for peace and discussion related to the urgent crisis on the Korean peninsula on April 5 and also released ‘The urgent statement for peace of the Korean peninsula’. Please kindly find attached the Friday statement of the NCCK. In terms of the threatened confrontations, it is of vital importance to direct our prayers to God, since He is the only One with absolute authority over all situations. It is a great and comforting thought that the leader’s heart is in God's hand, as asserted by the writer of Proverbs: “In the Lord’s hand is the king’s heart.” (Proverbs 21:1. NIV) Therefore, the NCCK is asking you to to show solidarity joining as a whole Christian family in prayer for Korea’s peaceful reconcilliation and reunification. - (크리스챤투데이) “NCCK, 분열로 신음하는 교계에 책임감 가져 달라” 2013년 4월 11일 이대웅 기자 평지협, 현안 논의하는 양측 간담회서 요청 한국교회평신도지도자협회(대표회장 김형원 장로, 이하 평지협)와 한국기독교교회협의회(총무 김영주 목사, 이하 NCCK)가 최근 회동을 통해 한국교회 현안과 WCC 제10차 부산총회 등에 대해 논의했다. 이번 간담회는 평지협 초청으로 성사됐으며, NCCK에서는 김영주 총무를 비롯해 김태현 목사(일치협력국장), 김창현 목사(정의평화국장), 이석병 목사(홈리스대책위원회 사무국장), 황필규 목사(한국교회발전연구원) 등이, 평지협에서는 김형원 대표회장과 김사철 장로(초대 회장), 권승달·심영식 장로(증경회장), 강무영 장로(사무총장) 등이 각각 자리했다. 이날 평지협은 NCCK를 향해 “분열과 분쟁으로 신음하는 교계를 위해 연합기관으로서 중대한 책임감을 갖고 적극적인 자세를 가져 달라”고 주문했으며, NCCK은 이에 “한국교회의 갱신과 발전을 위해 적극적으로 협력해 달라”고 요청했다. 김형원 대표회장은 “한기총과 한교연이 나뉘는 등 한국교회 연합과 일치가 붕괴되는 현실에 우려하고 있다”며 특히 지난 3년간 ‘부활절 연합예배’가 양측으로 나뉜 것에 유감을 표명했다. 김 대표회장은 “작금의 한국교회는 에큐메니칼 정신이 ‘실종’됐고, 연합기관과 교회들은 분열과 분쟁으로 위상과 신뢰를 훼손함으로써 한국교회 미래를 매우 불투명하게 하고 있다”고 지적했다. 이에 김영주 총무는 “부활절 연합예배는 반드시 한 곳에 모여 드려야 한다는 생각에 정말 열심히 노력했지만 쉽지 않았고, 이렇게까지 하면서 굳이 하나될 필요가 있을까도 고민했다”며 “한 공간에 함께 있어도 서로의 가슴에 못자국이 있는데 그게 과연 무슨 의미가 있겠는가? 나뉘었다고 모두를 나쁘게 보지 말고, 과연 어느 곳에 그리스도의 정신이 있는지 봐 달라”고 말했다. 김태현 목사도 “부활절 연합예배는 원래 교단간 연합예배이기 때문에 초대 정신을 계승하고자 한 것”이라며 “한기총과의 부활절 연합예배 분열은 안타깝지만, 교단 연합 정신을 지키려는 최선의 선택이었다”고 답했다. NCCK가 한기총-한교연 사이에서 중재 역할을 못한 것에 대해서도 김 총무는 “지금의 연합기관 구조는 예장통합측이 NCCK, 한기총, 한교연 모두에 속하고 그 안에서 모든 것을 주도하지만, 반대로 정작 이런 일에서 NCCK는 아무런 힘도 발휘할 수 없는 게 지금 상황”이라고 토로했다. 그는 “부활절 연합예배도 한기총과 하려 하면 한교연에서 반발하고, 한교연과 하면 한기총에서 반발해 입장이 매우 난처하다”며 “하지만 한국교회를 하나되게 하는 일에 변함없이 최선을 다하겠다”고 말했다. WCC 제10차 부산총회에 대해 평지협은 용공주의와 동성애 옹호, 다원주의 등을 표방하는 WCC 때문에 한국교회가 다시 둘로 나뉘게 됐다고 지적하자, 김영주 총무는 WCC의 태동부터 정신, 가입교단 등을 일일이 설명하며 해명했다. 김 총무는 “한때 WCC의 재정을 소련 KGB에서 지원하며, 중간루트가 러시아정교회라는 소문은 전혀 근거 없는 이야기”라며 “WCC의 재정은 한국교회 보수주의자들보다 훨씬 더 보수인 교단에서 많은 지원을 받는데, 어떻게 다원주의나 동성애 옹호 등을 할 수 있겠는가”라고도 했다. 김형원 대표회장은 간담회 이후 “오늘 만남은 한국교회 역사에서 매우 이례적인 일로, 한국교회 미래를 기대케 한다”며 “목회자와 평신도 모두가 새롭게 깨어나야 하는 때에 양 기관이 서로의 역할을 감당하면서, 협력 관계를 이어가자”고 밝혔다.

- EASTER GREETINGS FROM GENERAL SECRETARY REV. DR. KIM YOUNG-JU We remember our risen Lord Jesus Christ, who has defeated death and brought grace to every life on earth and every place. We thank Jesus Christ on Easter because his resurrection has given us the ultimate hope. Easter is the victory of life over death, the proclamation of justice in unjust reality, and the power to overcome injustice and conflicts with reconciliation and peace. As we celebrate these Holy days we are praying that the whole world will be filled the grace of Easter as the shadow of despair is heavily lying on our society. Today we ignore the respect and reverence of life, the efforts towards peace melt away, while the forces of war surge/rise and profit comes before integrity. And therein bipolarization, the labor issue, the treacherous expansion of nuclear power plants and tension on the Korean Peninsula are rooted. But even though Christ’s resurrection is surrounded by this miserable and hostile reality, God’s salvation is finally realized. Today Christian Churches in Korea have the task to hold up this message of Christ’s resurrection. In order to carry out this mission churches have to restore the message of the cross more clearly. As without the cross there can be no Easter. As the resurrection of Jesus Christ calls the Korean churches to change, let us humbly follow this call. Since death has been defeated we hope that through the mercy of the risen Lord Jesus Christ God’s glory will be revealed to every creature. And so on this year’s Easter we pray that places of despair and agony, starvation and pain will be filled with the power of Jesus’ resurrection that turns tear into joy by giving a new life. EASTER SERVICES The annual Easter sunrise service was held at Saemunan Church near Gwanghwamun. Well known pastor Bang Ji-Il gave the message in the morning. Bang Ji-Il graduated from Pyongyang Theological Seminary and for 20 years worked in China as a missionary. As one of the last missionaries he was evicted by the Chinese socialist government in 1957. Since he was born in 1911, and now is 102 years of age, Pastor Bang is the oldest pastor in Korea and a true witness of Korean (Christian) history. On the same day in the afternoon a service was held in front of Daehan Gate near City Hall in solidarity with the laborers that were laid off by Ssangyong motors.

- 전국 노숙인시설종사자 워크숍 *일시 : 4월 17일(수) 오후 2시 30분 ~ 18일(목) 정오 12시 *장소 : 유성 레전드호텔 (유성구 봉명동 547-5) 금번 워크샵은 ‘노숙인 등의 복지 및 자립지원에 관한 법률’ 제정 이후, 지방이양 사업인 노숙인 복지에 관련한 종사자가 전국단위로 모여 노숙인 서비스 전달체계 개편 및 노숙인 시설 운영 등의 현안을 처음으로 논의하는 점에 그 의의가 있습니다. 그 대상은 △보건복지부 사회복지정책실, △지자체 노숙인 업무 담당 공무원, △전국 노숙인 복지시설 시설장 및 행정 책임자(종합지원센터, 일시보호시설, 자활, 재활, 요양, 쪽방상담소 등)이며, 약 200여명이 모일 예정입니다. 장소는 대전의 레전드호텔(유성구 봉명동 547-5)에서 개최되며, 주최는 한국기독교교회협의회 홈리스대책위원회와 전국노숙인복지시설협회, 주관은 전국노숙인복지시설협회이고 보건복지부와 한국기독교교회협의회가 후원합니다. 『노숙인 등의 복지서비스 전달체계 발전 방안』을 논의하기 위하여 서종균 박사(한국도시연구소)가 노숙인 등의 복지정책 발전과제에 대하여 발제합니다. 이만식 교수(장로회신학대 사회복지학)를 좌장으로 하여 현시웅 정책위원장이 노숙인 등의 서비스 전달체계 발전방안에 대하여, 이호영 대외협력위원장이 노숙인 시설의 과제와 대안에 대하여 토론할 예정입니다. 또한 보건복지부는 워크숍 기간에 노숙인 시설 및 종사자 유공자를 표창하는 시간도 가질 예정으로, 이번 워크숍을 통하여 보건복지부, 지방자치단체, 노숙인 복지시설 간의 정보교류 및 민관협조체계가 구축될 것을 기대합니다.

- 김영주 “KHC문제에 할 말 하겠다” 기장 총회 방문, 배태진 총무 “적극 협력” 화답 작성:2013-04-02 오후 6:14:31 수정:2013-04-03 오전 7:58:29 홍순현 기자 한국기독교교회협의회 김영주 총무가 WCC 총회 논란과 관련 “NCCK 총무로서 WCC 총회와 무관한 것처럼 있지 않겠다”며, “어떤 형태로든 표현하고 관여하는 등 역할을 하겠다”고 밝혔다. 김영주 총무는 2일 배태진 총무의 교회협 실행위원회 복귀를 요청하기 위해 한국기독교장로회총회를 방문한 자리에서 이같이 말하고, 한국기독교장로회의 적극적인 역할을 당부했다. 이에 배태진 총무는 “NCCK의 주요 일원인 한국기독교장로회는 김영주 총무를 도와서 정의와 평화를 위한 정체성을 세우는 일에 적극 협력하겠다”고 화답했다. 배태진, 교회협 복귀 요청에 “정체성 세우는데 적극 협력” 배태진 기장 총무는 지난 1월 17일 열린 교회협 실행위원회에서 이른바 1.13 공동선언문에 합의한 WCC 한국준비위원회 김삼환 상임위원장과 김영주 당시 집행위원장에 대해 비판하고, 교회협 실행위원회 등 회의에 참석하지 않겠다고 밝힌 바 있다. 김영주 총무는 “저의 여러 부족한 점으로 인해 NCCK의 중요 역할을 하는 교단인 기장에게 걱정과 근심을 끼쳐 지난번 실행위원회에서 여러 표현 나온 것으로 안다”며, “이를 교훈 삼아서 함께 참여함으로써 NCCK 발전에 크게 기여하기를 요청한다”고 밝혔다. 이에 대해 배태진 총무는 “지난번 총무님께서 하신 것의 중심에는 한국교회가 WCC 총회를 잘 준비하자고 하는 열정이 있었던 것으로 안다”면서도 “그러나 내용의 세부적인 것은 마음을 합할 수 없는 것이기에 지적한 것”이라고 말했다. 이어 “그동안 마음고생을 많이 하셨고 집행위원장을 사임하는 등 어려움이 있었던 것으로 아는데 기장은 NCCK의 중요 일원이고 총무를 도와서 한국교회의 발전을 위해 협력하겠다”고 밝혔다. 두 사람은 WCC 총회에서 한반도 평화정착을 위한 세계교회의 의지를 모아 나가도록 협력하자는데 뜻을 같이했다. 김영주 총무는 “교회협은 기장의 제안대로 정전협정 60주년을 맞아 평화협정을 체결하자는 제안을 받아들여 평화함께2013위원회를 구성해 이를 추진하고 있고, 평화열차의 성사를 위해 노력하고 있다”며, “기장이 이 두 사업에 적극 참여해 물질과 인력을 투입해 달라”고 요청했다. 평화열차와 관련 김 총무는 “WCC한국준비위원회가 받으면 넘기려 했으나 어떻게 될지 모르겠다”면서도 “현재 평화열차와 관련한 영문판 홈페이지를 제작하고 소개한 결과 해외에서 10명 정도가 신청했다”고 설명했다. 배태진 총무는 “평화열차 사업에 적극 협력하겠다”며 “정전협정 60년인 동시에 기장 설립 60주년인 올해 두 사업이 WCC 총회와 연계해 잘 이루어지도록 해야 할 것”이라고 강조했다. 배 총무는 또 기장이 계획하고 있는 ‘정전협정 60년, 평화협정 원년 대토론회’에 김영주 총무가 참여해 축하해 줄 것을 요청했다. ▲한국기독교교회협의회 김영주 총무가 한국기독교장로회 총회를 방문해 배태진 총무의 교회협 실행위원회 복귀를 요청한 것에 대해 배태진 총무가 “적극 협력하겠다”고 화답했다. WCC 한국준비위 논란에 공동 해결의지 공유 이날 회동에서 두 사람은 또 최근 논란이 되고 있는 WCC한국준비위원회(KHC)에 대해서도 의견을 교환했다. 김영주 총무는 “WCC가 한국의 민주화와 평화정착을 위해 기여한 것에 감사한 마음을 갖고 있고 이번 총회가 잘 되길 기대한다”면서도 “WCC가 행정적인 총회준비에 만전을 기해야 하지만 원 정신인 정의, 평화, 생명의 정신을 구현해야 하고 한반도 평화통일 문제를 놓쳐서는 안 된다고 생각한다”고 강조했다. 그는 특히 “WCC 총회가 한반도의 문제를 지역분쟁으로 바라볼 것이 아니라 세계평화의 중요 아젠다로 다루어야 하고, 이를 위해 조선그리스도교연맹의 참여가 중요하다”며, “한국교회가 이것에 집중하지 못한 채 너무 외적인 문제에 신경 쓰는 것 같아 걱정”이라고 우려했다. 김 총무는 이와 관련 5월 미국에서 열리는 통일문제 컨퍼런스 이후 8월이나 9월중 국내에서 ‘통일협의회’를 열어 그 결론을 WCC에 전달함으로써 세계교회적 차원에서 공유해 나갈 뜻을 내비쳤다. 배태진 총무는 “KHC가 여러 난항을 겪고 리더십의 부재로 한국교회 에큐메니칼 운동이 하나로 모아지지 않고 있다”며 안타까움을 피력하고 “WCC 총회가 정의와 평화, 그리고 생명의 문제인데 KHC는 과정과 절차가 없이 이 주제와 역행하는 것 같아 걱정”이라고 우려했다. 이어 “우여곡절을 겪었는데 WCC총회가 주제의 정신대로 갈 수 있도록 NCC 차원에서 힘을 써 주었으면 한다”고 당부하고, “기장도 정의와 평화 생명의 정신에 근거해 WCC총회가 개최되고 풍성한 열매를 맺도록 힘쓸 계획”이라고 말했다. 또 “지금의 KHC 방식으로 가면 주제와 상관없이 한국교회가 욕을 먹을 것이 명확하니 어찌할지 몰라 기도밖에 할 수 없다”고 덧붙였다. ▲교회협 김영주 총무와 기장 배태진 총무는 WCC 한국준비위원회 논란에 공동대응키로 하는 한편 연세대 문제와 관련 "사활을 걸고 되찾겠다"고 밝혔다. 김영주 총무는 KHC 논란과 관련 NCCK 총무로서 제 목소리를 내겠다고 밝혔다. “집행위원장을 내려 놓아서 감당할 몫은 아니지만 회원교단의 의견을 모아서 발언하고 입장을 전달하겠다”는 것이다. “여러 판단 잘못으로, 개인의 성격으로, 역사적 소명감 부족으로 NCCK라는 배가 좌초해서는 안 되고, 그 역할을 방기해서는 안 된다”는 판단 때문이다. 김영주 총무는 이어 “WCC 총회와 관련 교회협 총무로서 무관한 것처럼 있지 않겠다. 어떤 형태든 표현하고 관여하는 등 역할하겠다”고 덧붙였다. 연세대 문제, “한국교회 전체가 들고 일어나야 한다” 연세대 문제와 관련 두 사람은 사활을 걸고 해결하자는데 뜻을 같이했다. 김영주 총무는 “연세대학교는 한국교회가 온 힘을 합해서 지켜내고 그 문제를 해결해야 한다”며, “한국교회가 스스로 위축돼 연세대 문제 대응에 소극적으로 해서는 안 된다. 한국교회 전체가 들고 일어나야 한다”고 강조했다. 이어 “한국교회가 연세대 이사를 얼마나 차지하느냐의 문제가 아니다. 한국교회가 세운 연세대를 사회로 넘겨줄지라도 우리 스스로 하는 것이지 그들이 강제할 일이 아니다. 우리의 전열을 흩트리고 우리 기독교 정신을 부정하는 것을 용납할 수 없다”고 목소리를 높였다. 김 총무는 또 “기장이 이 일에 정말 온 몸으로 앞장서 달라”며, “기장이 갖고 있는 모든 역량을 총동원해서 각을 세워 이야기하고 싸워 나감으로써 연세대를 되찾는데 힘쓰자”고 제안했다. 이에 대해 배태진 총무는 “그 말에 동의한다. 방우영 이사장 등은 연세대가 어떻게 세워지고 사회와 민족에 역할한 기독교 사학의 정체성을 부정하는 일을 저질렀다. 이를 NCCK를 중심으로 한국교회가 살려야 한다”고 응답했다.

- (뉴스미션) 교회협 “남북 전쟁공포 조작 중단하고 대화하라” 호소 이동희 (dong423@newsmission.com) l 등록일:2013-04-05 16:02:41 남북 긴장이 극대화 되고 있는 상황에서 북한교회와 끊임없이 교류해 온 한국기독교교회협의회가 한반도 평화를 위한 남북간 대화와 군사훈련 중지를 호소하고 나섰다. “남북, 대결구도라도 ‘개성공단’ 합의사항은 지켜야” 교회협은 5일 긴급호소문을 내고 한반도 평화를 위한 대책마련을 강력히 촉구했다. 교회협은 남북 관계가 파국 국면으로 치닫고 있는 상황을 우려하면서 “남북 당국자들의 무책임하고 자극적이며 공격적인 발언은 국민을 공포로 몰아넣고 있다”고 지적했다. 교회협은 가장 먼저 개성공단 정상화를 촉구하면서 “아무리 남·북한이 험악한 대결구도에 있다하더라도 남북정상이 합의하여 평화를 다져온 개성공단을 훼손하는 일은 즉시 중단해야 한다”며 “군사훈련의 대응으로써 개성공단의 입·출경을 제한한다는 것은 평화의 근간을 흔드는 대단히 위험한 일”이라고 말했다. 이어 교회협은 한미군사훈련 중단을 촉구하면서, 이번 훈련이 국민들에게 전쟁공포를 조장하고 있음을 우려했다. 교회협은 “한미 군사훈련은 결국 미국의 초고가 무기를 홍보하는 상품전시회 역할을 해왔다”며 “이러한 훈련은 한반도의 평화를 위협하고 남북대결을 강화하려는 것이기에 중지하라”고 요구했다. 이어 “남·북 당국자들 특히 고위 군관계자들이 적대적 언어와 공격적 수사를 남발하는 것은 상대를 위협하고 자극하여 자칫 군사적 충돌을 일으킬 위험이 있다”며 “남·북 당국자들은 남북기본합의서, 6.15공동선언, 10.4정상선언의 정신에 따라 상대를 존중하며 한반도 평화를 진작시키기 위한 책임적 자세를 지니고 즉각 대화의 길을 열어가야 한다”고 제안했다. “박근혜 정부, 과감한 평화화해 정책 펼쳐야” 과거 문익환 목사나 지미 카터 전 대통령이 김일성 주석과의 대화를 통해 남북 교착 상태와 전쟁 직전의 상황을 반전시켰던 과거 경험을 상기시키면서 특사 파송이나 제 3의 길을 통하여 한반도 평화를 위한 대화 추진도 요구했다. 교회협은 박근혜 정부를 향해서도 “과거 정부와 차별성을 가지려면 과감한 평화화해 정책을 펼쳐야 한다”며 “다가오는 한미 정상회담에서 이 문제 해결을 위한 방안을 제시하고 군사적 대결의 근원을 해소해 한반도 평화의 길을 확실히 열어가야 한다”고 말했다. 한국교회를 향해서는 평화를 향한 새로운 결단과 기도를 부탁했다. 교회협은 “한국기독교는 단절된 남북관계를 열고 평화를 만드는데 기여해 왔다”며 “다시 한 번 우리의 믿음과 기도를 모아 하나님의 평화가 한반도에서 이루어질 수 있도록 기도해 주실 것을 간곡히 부탁드린다”고 밝혔다. 한편 교회협은 이날 성명발표와 함께 긴급 기도회 및 토론회를 열고, 한국교회의 역할을 모색했다.

- 한반도 평화를 위한 긴급 호소문 주님의 평화를 기원하며 주님의 이름으로 문안을 올립니다. 개성공단이 중단될 위기를 맞고 있습니다. 군사훈련이 더욱 격화되고 남북의 무력대결이 위협의 단계를 넘어 가고 있습니다. 북한의 3차 핵실험에 이어, UN의 강력한 대북 제재 결의, 미국의 최첨단 무기를 내세운 대규모 한‧미 군사훈련 등이 한반도의 위기를 고조 시키고 있습니다. 이런 상황에서 이어지는 남북 당국자들의 무책임하고 자극적이며 공격적인 발언은 국민을 공포로 몰아넣고 있습니다. 민족의 화해, 평화와 통일을 염원하는 한국기독교교회협의회(NCCK)는 이처럼 파국 국면으로 치닫고 있는 상황에 대하여 심각한 우려를 금할 수 없습니다. 이제 정의를 지키는 교회와 평화를 만드는 신앙인과 역사의 파수꾼으로서 진리를 지켜야 할 한국기독교가 보다 책임적인 자세를 지녀야 할 것입니다. 한반도 평화를 위한 한국 기독교의 간절한 기도와 참여를 호소하며 다음과 같이 우리의 뜻을 천명합니다. 1. 개성공단을 정상화시키기 바랍니다. 한반도의 어떤 상황에서도 끊임없이 지켜온 개성공단은 남북한이 공생번영 할 수 있는 경제협력과 평화수호의 심장입니다. 그런데 지금 군사훈련의 대응으로써 개성공단의 입‧출경을 제한한다는 것은 평화의 근간을 흔드는 대단히 위험한 일입니다. 아무리 남‧북한이 험악한 대결구도에 있다하더라도 남북정상이 합의하여 평화를 다져온 개성공단을 훼손하는 일은 즉시 중단하여야 합니다. 남북 당국은 서로를 폄훼하고 자극하는 발언을 삼가고, 한반도 평화를 지키기 위한 보루로서 개성공단을 정상화할 것을 요구합니다. 2. 한‧미 군사훈련을 중지하기 바랍니다. 1976년 팀 스피리트 훈련 이래 현재의 키 리졸브 훈련과 독수리 훈련으로 이어지는 한‧미 군사훈련은 한반도의 군사적 대결을 부추기고 고성능 무기로 상대를 위협하는 결과를 만들어 왔습니다. 대규모 한‧미 군사훈련은 한반도에서 가상의 “급변사태”를 대비한다고 하면서 결국 미국의 초고가 무기를 홍보하는 상품전시회 역할을 해왔다는 점을 지적하지 않을 수 없습니다. 특히 이번 훈련에서 B-2, B-52 같은 핵폭격이 가능한 고성능 전략폭격기를 공개적으로 홍보하는 것은 북에 대한 군사적 위협일 뿐만 아니라 우리 국민에게도 엄청난 전쟁공포를 조장하고 있습니다. 이러한 군사훈련은 한반도의 평화를 위협하고 남북대결을 강화하려는 것이기에 중지할 것을 요구합니다. 3. 남‧북 당국은 즉각 대화를 추진해야 합니다. 남‧북 당국자들 특히 고위 군관계자들이 적대적 언어와 공격적 수사를 남발하는 것은 상대를 위협하고 자극하여 자칫 군사적 충돌을 일으킬 위험이 있습니다. 남‧북 당국자들은 남북기본합의서, 6.15공동선언, 10.4정상선언의 정신에 따라 상대를 존중하며 한반도 평화를 진작시키기 위한 책임적 자세를 지니고 즉각 대화의 길을 열어가야 합니다. 문익환 목사나 지미 카터 전 대통령이 김일성 주석과의 대화를 통하여 남북 교착 상태와 전쟁 직전의 상황을 반전시켰던 과거 경험을 상기해야 할 것입니다. 특사 파송이나 제 3의 길을 통하여 한반도 평화를 위한 대화 추진을 강력히 요구합니다. 4. 군사적 대결의 근원을 해소해야 합니다. 현재의 위기는 지난 정권 5년 동안 남‧북 관계를 파탄으로 몰아넣고 군사적 대결로 이끌어 간 결과로서 이전 정부의 책임을 묻지 않을 수 없습니다. 박근혜 정부가 과거 정부와 차별성을 가지려면 과감한 평화‧화해 정책을 펼쳐야 할 것입니다. 한반도의 평화는 경쟁적 무기 구입과 군사적 위협 강화가 아니라 중단된 경수로 제공 등의 약속을 지키고 북‧미의 적대 관계 해소 그리고 이에 상응하여 북한이 핵문제를 완전히 해결하는데 있다고 믿습니다. 따라서 박근혜 대통령은 다가오는 한‧미 정상회담에서 이 문제 해결을 위한 방안을 제시하고 군사적 대결의 근원을 해소하여 한반도 평화의 길을 확실히 열어가야 할 것입니다. 5. 한국기독교의 새로운 결단과 기도를 부탁드립니다. 한국기독교는 단절된 남북관계를 열고 평화를 만드는데 기여해 왔습니다. 지금 우리는 다시 한 번 우리의 믿음과 기도를 모아 하나님의 평화가 한반도에서 이루어질 수 있도록 기도해 주실 것을 간곡히 부탁드립니다. 이제 무력에 의한 거짓 평화가 아니라 하나님의 정의가 넘치는 참된 평화를 이룩하기 위하여 희망을 가지고 함께 나갑시다. 1995년을 희년으로 선포했던 한국기독교의 역사를 되살려 한반도에 진정한 평화를 이루어내고 남‧북 동포에게 구원의 기쁨이 넘칠 수 있도록 함께 기도하고 행동합시다. 2013년 4월 5일 한국기독교교회협의회(NCCK) 총무 김영주 화해‧통일위원회위원장 조헌정

- (뉴스미션) 교회협 긴급토론회 “한반도 위기, 정부가 대화 나서야” 윤화미 (hwamie@naver.com) l 등록일:2013-04-05 21:18:59 북핵 도발로 한반도의 안보 위기가 고조되고 있는 가운데 마련된 기독교인들의 토론 자리에서 남한이 먼저 북한과의 대화에 나서고, 한국교회가 앞서 평화의 다리가 되어야 한다는 의견이 모아졌다. ▲교회협이 5일 오후 기독교회관에서 '한반도 평화를 위한 긴급 기도회 및 토론회'를 개최했다.ⓒ뉴스미션 교회협, 한반도 평화 위한 긴급 토론회 마련 한국기독교교회협의회(총무 김영주, 이하 교회협) 화해통일위원회는 5일 오후 4시 연지동 기독교회관에서 ‘한반도 평화를 위한 긴급 기도회 및 토론회’를 열었다. 이날 기도회 및 토론회는 최근 남북 간의 긴장과 한반도 안보 위기가 최고조 국면에 이른 만큼 기독교인들이 모여 문제를 진단하고 대안을 모색하기 위해 마련됐으며, 토론자로 노정선 교수(교회협 화해통일위원회 위원, 연세대), 서보혁 교수(교회협 화해통일위원회 위원, 서울대 통일평화연구원), 임을출 교수(경남대 극동문제연구소)가 참여했다. 토론회에서 사회를 맡은 이재정 신부(교회협 화해통일위원회 위원, 전 통일부 장관)는 “유례가 없을 정도의 대규모 한미군사훈련에, 북한의 한반도 비핵화 백지화, 정전협정 무효화 등 험악한 경고에 이어 개성공단마저 닫힐 위기에 처했다”며 “오늘의 한반도 상황을 어떻게 보고 무엇을 해야 할지 논의하고자 한다”고 토론회 취지를 밝혔다. 노정선 교수는 “지금의 한반도 분단과 위기는 경제적인 이유와 강대국의 이익이 맞물려 발생한 것”이라며 “인간의 탐욕과 무한한 욕망으로 인한 전쟁이 벌어졌다”고 지적했다. 서보혁 교수는 “한반도 긴장 상황이 한국 전쟁이 이후 최고조에 이르렀다”며 그 이유로 △북한의 한반도 비핵화의 무력화 △안보적인 불안을 핵개발로 만회하려는 북한의 의도 △아태 지역에 대한 미국의 군사적 기득권 유지 목적 △초법적인 군사 자본의 이해관계 등을 꼽았다. 특히 토론자들은 북한의 핵폐기를 조건으로 한 경수로 건설 약속이 지켜지지 않아 남북 간의 신뢰에 금이 가기 시작했다고 지적했다. 노정선 교수는 “쌍방이 약속을 다 어겼지만, 먼저 어기기 시작한 건 사실상 미국”이라며 “경수로 건설에 대한 약속이 깨지자 북한은 8개월 후 핵개발을 다시 시작했다”고 주장했다. 개성공단 차단, 장기화 되면 회복 어려워 아울러 최근 남북한 경제협력의 통로였던 개성공단이 차단된 데 대해, 토론자들은 이 사태가 장기화돼선 안된다고 입을 모았다. 임을출 교수는 “개성공단이 풍전등화 상태에 놓였다. 생산이 원활하게 돌아가기 위해서는 3일에서 일주일 간격으로 원자재가 공급돼야 하는데 이것이 차단될 경우 가동이 중단되고 개성공단은 자동적으로 멈추게 된다”고 우려했다. 이어 “북한은 4월 10일까지 기한을 뒀다. 그 이전까지 우리 정부가 진정성 있는 조치를 취해달라는 신호로 보인다”며 “북한은 박근혜 정부의 대북 정책이 MB 정부의 정책과 다를 바 없다고 생각하고 있다. 다음주 월요일부터 수요일까지 사나흘 간이 개성공단의 운명을 좌우할 것으로 예상된다”고 덧붙였다. 이재정 신부는 “개성공단을 지켜나가기 위한 혼신의 노력을 다해야 한다. 지금 차단되면 언제 다시 열릴 수 있을지 가늠할 수 없다”고 우려했다. 남북한이 먼저 단결하고 대화 나서야 아울러 토론자들은 남북한이 먼저 대화에 나서 관계 회복에 물꼬를 터야 한다고 강조했다. 서보혁 교수는 “이중의 비대칭 관계가 냉전 관계 이후 한반도에 일상적인 불안과 긴장을 만들고 있고, 북한은 불리한 위치에 있는 것”이라며 “한반도 긴장을 해소하고 평화 구현의 결과로서 통일을 생각할 때 남북한과 미국의 삼각관계를 긍정적 방향으로 이끌어 가는 게 가장 바람직하다”고 설명했다. 이어 “삼자관계에서 북미 대화를 가능케 하기 위해 남북이 먼저 대화하고 관계를 개선시킬 필요가 있다”며 “북미 간 관계 개선을 위해 남한은 촉진제 역할로 국면 전환해야 한다”고 주장했다. 또 노정선 교수는 “남북한 양자가 단결한 다음, 그 이후에 6자 회담 등이 이뤄져야 한다”며 “우리가 먼저 단결해야 현재의 위기가 극복될 것”이라고 말했다. 한국교회, 증오심 회개하고 평화의 교량 역할 해야 특히 한국교회와 그리스도인들은 대대적인 회개를 시작으로, 남북한 관계 회복을 위한 적극적인 역할과 움직임을 보여야 한다는 의견도 개진됐다. 1988년 교회협 ‘민족의 평화와 통일에 대한 한국기독교 선언문’ 발표에 참여했던 서광석 목사는 이날 토론회에 참석해 “그리스도인들이 지난 과거 반공, 멸공, 증오심을 가졌던 것을 회개하고 대대적인 회개 선포를 해야 한다”며 “여기서 출발하지 않으면 한 발짝도 나갈 수 없다”고 말했다. 또 패널로 함께한 김영복 박사는 “한국교회의 대대적인 결단과 회개가 있어야 한다”며 “한국교회 뿐 아니라, 미국교회와 세계교회가 지금의 문제를 심각하게 받아들이고 생각할 수 있도록 한국교회는 현실적인 평화 브로커 역할을 다양하게 해나가야 한다고 본다”고 덧붙였다. 또 토론회에 참여한 한 목회자는 “한국교회는 가장 어려웠을 시절, 북한에 갔다. 현재 갈 수도 없지만, 위험하고 오해를 받더라도 어쨌든 교회는 북한과 접촉해야 한다”며 “개성공단이 닫히면 남북관계 회복은 힘들 것이다. 성명만 내지 말고 한국교회 이름으로 평양에 대화를 시도하는 노력이 필요하다고 본다”고 주장했다.
