회원교단장 러시아 정교회 방문
교회협은 1994년 이후부터 러시아교회와 선교적 교류를 맺고 있으며, 이번 방문은2009년 이후 첫 공식방문입니다. 금년 2월 25일부터 일주일간의 방문일정으로 대표단이 러시아를 방문하여 러시아정교회 키릴 대주교와 함께 양 교회를 위한 협의를 진행하면서 WCC 부산총회를 앞두고 러시아정교회와 관계 재정립, 평화마당을 위한 협력 요청을 논의합니다. 또한 이 방문기간 동안 러시아 내에 한국교회의 협력으로 설립, 운영되고 있는 기관 및 교회들을 둘러보고 앞으로의 지원 방안도 물색할 계획입니다.

FINDING THE TRUTH
For a democracy to work, it is important that the people trust the institutions that carry out the policies. In Korea, where the people fought so hard to achieve democracy, and it is so recently achieved (1987), it is very important. The NCCK were on the front lines of the democracy movement in Korea, and continue to be committed to holding the government accountable for its actions.
During the presidential elections of Dec. 2012, there were disturbing signs of election fraud. One of them had to do with suspicions of tampering with electronic voting. After the election, two hundred thirty thousand people signed a petition to have the votes recounted by hand. But unfortunately the opposition party has not made any demands, and candidate Moon, the loser of the Presidential election, will not call for a recount.
On Monday, Jan. 21, the NCCK Justice and Peace Committee held a press conference, with an announcement the chairperson, Rev. Huh Won Bae, of the establishment of a Truth Commission to hold up some of the unanswered questions about the election. One of the most disturbing questions is the sip-al-dan SNS manipulating. If a sip-al-dan located a comment which praised the candidate Park Geun Hye, it was transmitted lavishly; while at the same time, malicious and slanderous comments were spread about candidate Moon Jae In. Unfortunately, Christian bodies have been implicated in this, and Rev. Yoon Jung Hoon has been arrested for illegal action during an election campaign. Even more disturbing is evidence that the National Security Agency gave the sip-al-dan access to computers and the Saenuri Party, the party of candidate Park, gave funding to them.
On Jan. 24, Peace and Justice Committee held a seminar with former Police University Professor Pyo Chang Won speaking against these scandals against democracy.

교회가 우리 사회의 문제점을 분석하고 이를 극복하기 위한 대안을 모색하는 ‘에큐메니칼 행동의 날’이 오는 9일 국회 도서관 대강당에서 열린다. ‘한국교회, 새 희망과 비전을 구성한다’는 주제 아래 열리는 이번 에큐메니칼 행동의 날에는 한국기독교교회협의회(교회협)를 비롯하여 한국 YMCA전국연맹, 한국 YWCA연합회, 한국기독학생회 총연맹(KSCF) 등이 참여한다.
지난해에 이어 두 번째로 열리는 올해 에큐메니칼 행동의 날에서는 ‘한 국가의 예산은 한 사회의 가치와 지향점을 가장 분명하게 드러내 보여준다’는 인식 아래 우리 정부의 예산을 분석하여 그 속에 들어있는 우리 사회의 가치를 찾아내고, 이것이 기독교의 복음과 일치하는지의 여부를 다룰 예정이다.
올해 에큐메니칼 행동의 날은 크게 세 가지 목적 아래 진행된다. 그 첫째는 기독교적 가치를 근거로 사회적 약자를 위한 정부의 정책을 제시하고, 둘째, 이 행사를 에큐메니칼 진영의 부문 운동이 새롭게 도약할 수 있는 기회로 삼으며, 셋째는 기독교의 사회적 역할과 책임에 대한 새로운 인식과 사회 선교적 과제를 발굴한다는 것이다.
이를 위해 이번 에큐메니칼 행동의 날에서는, 지난해에 이어 먼저 정부 예산을 분석하는 작업을 시도하기로 했다. 이는 지난해 에큐메니칼 행동의 날을 통해 예산을 분석한 결과 우리 정부의 예산 운용이 지나치게 ‘가진 자’를 중심으로 운용되고 있다는 결론에 도달했기 때문이다. 교회협 김영주 총무는 이와 관련, “복지 예산 등 우리 정부가 내세우는 예산상의 수치에 있어서 많은 허구성이 발견됐으며, 이 같은 예산 운용이 결국은 우리 사회의 양극화를 불러 왔다는 게 지난 해 에큐메니칼 행동의 날이 내린 결론”이라고 밝혔다.
이에 따라 올해 에큐메니칼 행동의 날에서는, 정창수 박사(나라살림연구소장) 연구 팀이 내년도 예산 편성을 위해 각 부처가 제출한 ‘예산 요구서’를 중심으로 내년도 정부 예산 운용 방향을 연구한 내용이 주제 강연을 통해 발표될 예정이다.
또한, 이 분석을 중심으로, ‘경제 정의’와 ‘통일 외교 안보’ 이 두 가지 주제를 놓고 집중적으로 분과 토의를 진행할 예정이다. 세부적으로는 경제정의 분과에서 노동운동과 양극화 현상, 농어축산업 문제를, 그리고 통일 외교 안보 분과에서 군축과 남북 경제협력 문제를 논의할 예정이다.
비정규직과 정리해고 등의 문제를 다룰 노동운동 분야는 손은정 목사(영등포 산업선교회 총무)가, 홈리스, 저소득층 문제를 다룰 양극화 현상 분야는 서종균 박사(한국도시연구소장), 그리고 농어축산업 분야는 이세우 목사(들녘교회 담임)가 각각 맡을 예정이다. 또, 통일 외교 안보 분과 중 군축 분야는 서보혁 박사(서울대 통일평화연구원 HK 연구교수)가, 남북 경제협력 분야는 임을출 교수(경남대 극동문제연구소)가 맡는다.
그리고 분과별 논의에서 나온 내용들을 전체 토의를 통해 정리, ‘2013 에큐메니칼 선언문’에 담아 발표할 예정이다.
올해 에큐메니칼 행동의 날은 선언문 발표로 끝나지 않고, 후속 작업을 통해 구체적인 정책 대안을 제시한다는 계획도 세워 놓고 있다. 다시 말해서, 선언문에 기초하여 분과별 의제와 시국 사안에 대해 지속적인 분과 워크숍을 통해 연구, 이를 구체적인 정책으로 발전시키고, 나아가 대안적인 정책과 예산안을 작성해 정부 해당 부처와 국회 상임위원회에 제출한다는 것이다.
또한 이렇게 제안된 정책이 입법화될 수 있도록 다양한 방법을 통해 노력할 예정이다. 정부 부처, 국회 해당 상임위원회 등을 통해 대안 정책을 공유하고, 이를 건전한 로비활동 등의 조율을 통해 입법화될 수 있도록 노력한다는 것이다.
나아가, 기독교적 가치 위에 세워진 대안 정책과 예산을 한국교회에도 널리 알려 이것이 입법화 됐을 때 교회가 그 정책을 수용하고, 적극적으로 협력할 수 있게 하기 위한 노력도 함께 해 나갈 계획이다.

EMS 회원교회들에게 한반도 평화 위한 기도와 캠페인 동참 요청
독일선교단체인 EMS (Ecumenical Mission and Solidarity)는 독일의 모든 회원교회들에게 한반도 평화협정을 위하여 기도와 청원에 동참할 것을 요구하고 있다.
“한반도의 평화를 위한 우리의 헌신은 에큐메니칼운동에 있어서 매우 중요한 과제이다.”
60년 전인 1953년 7월 27일, 한국을 황폐하게 만든 전쟁을 끝내는 정전협정이 이루어졌다. 그러나 현재까지 평화협정은 체결되지 못하고 있다.
EMS는 이번 정전협정 60주년을 기하여 모든 교회들이 7월 28일 주일예배 시 한반도 평화와 화해를 위해 기도해 줄 것과 평화협정을 위한 서명 캠페인에 동참해 줄 것을 요청했다. EMS는 지난 회의에서 이 결정을 내렸으며, 한국기독교교회협의회(NCCK)가 주도하고 있는 평화협정 캠페인은 온라인(www.peacetogether.co.kr)에서도 참여할 수 있으며, 다양한 교회행사를 통해 수집할 수 있다.
“평화와 정의, 화해, 인권은 한국에서는 서로 밀접하게 연관되어 있다.” 고 EMS의 선교와 파트너쉽 국장이며 여러 해 동안 한국과의 협력에 헌신해 온 Rev. Ulrike Schmidt-Hesse 목사는 말하고 있다. “세계교회협의회(WCC) 10차 총회가 몇 달 후면 한국에서 개최된다. 총회 주제인 “생명의 하나님, 우리를 정의와 평화로 이끄소서”는 바로 한반도를 위한 기도라 생각한다. EMS는 이번 부산에서 국제적인 에큐메니칼 운동이 한반도에서의 평화를 이룩하는 일을 위하여 강력한 요청을 하고 혼신을 다하고 있는 NCCK와 한국교회들을 적극적으로 지지한다.“
EMS는 또한 “한반도평화순례” 프로젝트에도 참여한다. 10월 7일부터 시작되는 “평화 열차”는 베를린에서 시작하여 모스크바, 베이징을 거쳐, 희망컨대 북한의 평양을 거치고 남한의 부산(WCC 10차 총회가 10월 30일부터 11월 8일까지 개최)에 도착하게 된다. 이 평화의 여정은 10월 7일 오후 6시 부란덴부르그 케이트 앞에서 평화를 기원하는 촛불예배로 시작될 것이다.
루츠 드레셔 선생은 대한민국에 선교동역자로 오랜 세월을 살았으며, 북한에도 여러 번 방문한 바 있다. 그에게 있어서 EMS와 독일교회의 헌신은 한반도의 평화를 위해 매우 중요하다고 한다: “분단과 통일을 직접 체험했던 나라의 교회들은 한반도에 살고 있는 사람들을 도와야 할 역사적 의무가 있다. 동서로 세상이 분단되고, 수십 년간 세상을 속박해 온 냉전체제는 한반도의 분단이 극복되지 않고서는 끝나지 않을 것이다.”
정전협정 60주년을 맞이한 한반도평화를 위한 기도문은 첨부파일에서 찾아볼 수 있다.
또한 한반도 평화와 화해를 위한 기도문, 노래 및 다양한 형태의 문건들에 관해 WCC 총회를 준비하는 EKD (독일개신교협의회)의 독일어 예배자료에서 볼 수 있다. 이 문건은 EMS와의 협력으로 만들어진 것이다.

60 years ago, on 27 July 1953, the armistice agreement was signed that brought an end to the devastating war in Korea. However, no peace treaty has been made down to the present day.
On the occasion of this anniversary the International Mission Council of the Evangelical Mission in Solidarity (EMS) has called on the churches to pray for peace and reconciliation on the Korean peninsula during worship services on 28 July and to participate in the signature campaign for a peace treaty. The leading body of EMS made this decision at its last meeting. The petition, which was initiated by the National Council of Churches in Korea (NCCK), can be signed online (Signature Campaign peacetogether); alternatively signatures can be collected at church services or other events.
"Peace and justice, reconciliation and human rights are closely connected in Korea," says Ulrike Schmidt-Hesse, who is Head of Mission and Partnership at EMS and has been engaged in co-operation with Korea for many years. "The General Assembly of the World Council of Churches (WCC) will be held in Korea in a few months. I understand its theme ‘God of life, lead us to justice and peace’ as a prayer for Korea. The EMS supports the NCCK and its member churches in Korea in their endeavours to ensure that in Busan the international ecumenical movement makes a strong plea for lasting peace on the Korean Peninsula."
The EMS also participates in the project of a "Pilgrimage for peace in Korea." Starting on 7 October the "Peace Train" will travel from Berlin via Moscow, Beijing and hopefully also Pyongyang in North Korea to Busan in South Korea, arriving at the start of the WCC Assembly, which lasts from 30 October to 8 November 2013. The peace journey will begin on 7 October at 6 p.m. with a worship service at the Brandenburg Gate.
For Lutz Drescher, who lived for a long time in South Korea as an ecumenical co-worker and has visited North Korea several times, the commitment of the EMS Fellowship and especially the German churches is very important for a lasting peace in Korea: "The churches of a country which has itself experienced division and reunification have a historic obligation to support the people on the Korean peninsula. The division of the world into East and West and the Cold War, which held the world in thrall for decades, will not be at an end until the division of Korea has been overcome."

한국기독교교회협의회 평화함께2013위원회(공동위원장 이해학 목사 · 전용호 목사), 한국YMCA전국연맹, 사단법인 하나누리, 성서한국은 남북한 국경선이 맞닿아 있는 철원 소이산에서 2013년 7월 27일 (토) 오후 1시, “정전협정 60년, 한국기독인 소이산(DMZ) 평화기도회(이하: 소이산 평화기도회)”를 공동으로 개최합니다.
위 4개 기독교 단체들은 “한반도 평화와 평화협정 체결 촉구”를 위한 릴레이 1인 평화 캠페인(이하: 평화캠페인)을 서울, 여수, 서산 등에서 7월 1일부터 7월 26일까지 진행하였으며, 이 평화캠페인을 마무리 짓는 행사로 소이산 평화기도회를 기획하였습니다. 기도회에서는 세계교회에 평화협정 체결 촉구를 포함한 한반도 평화를 위한 지지와 협력을 요청하고, 실천적 과제를 담은 평화선언문과 평화기도문을 발표합니다. 또한 한반도(남북)의 진정한 평화와 통일을 기원하는 한국 기독인의 입장과 역할을 천명하고자 합니다.
더불어 이 날 발표하는 선언문과 기도문은 세계교회협의회(WCC), 세계YMCA연맹, UN 등에 보내질 예정이며, WCC 10월 부산 총회에서 한반도 평화를 위한 세계 교회의 정책과 역할을 수립하도록 촉구할 계획입니다. 하오니 아래와 같이 개최되는 기도회에 많은 관심과 참석을 요청드립니다.
