2014 Easter Common Prayer of the Churches of South and North Korea
The National Council of Churches in Korea and the Korea Christian Federation have written the ‘2014 Easter Common Prayer of the Churches of South and North Korea’. This action takes place annually as we live in God’s promise of new life, expecting peace and reunification on the Korean peninsula. It is our sincere hope that friends and partner churches will use the Easter Common Prayer for Easter Sunday. Please pray for peace and reunification on the Korean peninsula.
O God, who makes leaves bud on withered branches and life sprout on barren ground, we praise and give you thanks for your amazing love which gives us hope for reunification by the resurrection of Jesus Christ. We know that death is not the end of things, but the very beginning, because of the resurrection of our Lord. We dream of the resurrection of our people through peaceful reunification of the Korean peninsula, going beyond the present reality of national division. Reveal your power to us so that our earnest wish will be fulfilled.
O Lord! The situation of the Korean peninsula is severely affected by the powerful surrounding countries and our people suffer from mutual distrust and hostility. The people who have been wounded by the division and those who still suffer from separation of families are crying out louder and louder. Let us know that this crying out is the sighing of the Holy Spirit. Let us overcome our wounds and pains and be your instruments to achieve peace and coexistence.
O Lord of resurrection! We are eager to stop the military drills on land and sea surrounding the Korean peninsula which intensify the conflict and opposition between the two Koreas. Establish your peaceful kingdom on earth wherein the people can communicate without any obstacle. Pour your grace on us so that we can be united and overcome the revival of Japan's military ambition.
We give glory and thanks to you, for you have invited us to participate in the incredible event of resurrection. We believe that the resurrected Lord ordered us to break down all human-made walls and we want to follow the Lord's will. Encourage us and be with us as you once walked with the dispirited disciples to Emmaus. We pray in the name of Jesus Christ who has been raised by God and who wants the peace and reunification of Korea. Amen

Dear friends of the global church:
We are in March, and 3.1, or the first ofMarch, is a National Holiday, the day we honour the first generation of Koreanswho rose against oppression. In 1919, 10years after the official takeover of our country by Japan, brave citizens rosein a national protest against the occupation. Although it was many years before we gained independence, and even moreuntil we acquired democratic rule, and although we are still struggling forreunification, we remember that the fire of freedom was lit on March 1, 1919 asthe shouts of Liberation for Korea rose from the lips of our country’s people.
Thus final liberation still lies ahead ofus, and will not be completed until unification of our divided country comesabout. It has been important for us thatthe WCC General Assembly issued a declaration calling for reunification, andcontinues to support this pilgrimage as we envision a new area, especially inthis year which is the 30th anniversary of the Tozanso process. The church wants to play a pastoral role inthe efforts toward reunification, to bring healing with the heart of JesusChrist. NCCK celebrates the recent reunion of the divided families, and callsfor such visits to take place regularly, free of political agendas.
As well as calling on the governments ofNorth and South Korea for open dialogue making honest efforts toward a renewed relationship,we also urge the South Korean government to address the democratic needs of ourcountry, and honestly investigate the questions of election fraud that havebeen raised.
One of our major hopes at this immediatetime is the establishment of a joint Council of Faith and Order betweenProtestants and Roman Catholic Christians. We are waiting for the official approval from the Korean Council ofCatholic Bishops to make concrete this historic event in mutual understandingand ecumenical solidarity.
March 11 was the anniversary of theterrible triple-disaster which struck Japan in 2011, the massive earthquake andtsunami which killed so many and the Fukishima nuclear-power plant meltdownwhose effects are still causing great distress. Although, as is evident, in this newsletter, there are many issues ofconflict between Korean and Japan, they are our close neighbours. Our heartsare full of grief for those who experienced so many losses – of loved ones, ofhomes, farms and livelihoods, of confidence in the future. The Peoples’ Forum on Peace and Security inNorth-East Asia was held in Japan to coincide with this anniversary, and areport will be in next month’s newsletter. Especially the nuclear issue must be taken very seriously by the leadersof the nations, for it threatens the very life of the world itself.
We continue to communicate with globalpartners to engage them in the Korean Christian History and Culture Museum,especially those partners who had sent missionaries to Korea in the early daysof our Christian story, those who have documents relevant to our story in theirarchives. We long to bring those valuableresources home.
As always, I recommend the work done byeach of the departments of this NCCK, and ask that our reporting will bring youhope and inspiration as each of you carries out God’s mission in your place.

FATHERS OF THE STREETS SING FOR HOPE
In the January newsletter, we reported that the Homeless Action Committee of NCCK was planning to form a choir which would bring together people that are homeless and others. This choir would prepare for a concert, but more importantly, it would enable communities who do not often speak, to build relationships that would give life. This choir WAS formed, and on Sat., March 15, the first annual concert was held in the Memorial Hall of the National Assembly building.
The program began with author Noh Kyong Sil reading A Letter from the Fathers of the Street. This was followed by a video highlighting Seoul Station and introducing Mr. Jeong Woo Cheol, a homeless man. A moving skit followed, portraying the birth of hope in the homeless Jeong Woo Cheol and Ko Eun Jeong as communication opens up from people who want to be their friends, represented by Miss Kim Seung Cheol.
A number of well-known artists performed: the traditional Korean percussion band Do Dream, Gospel singer Song Jeong Mi, the Spring Day Band, guitarist and singer Om Tae Kun and folk singer Hong Sun Kwan. Then the Fathers of the Streets chorus sang. They presented a version of the traditional Korean song ‘Arirang’ (Arirang 2014, an arrangement by the director, Mr. Cho Woo Hyun), then a medley of children’s songs, and lastly a folk song medley. At the end there were tears and hugs shared by members of the chorus as the audience demonstrated its appreciation.
Some of the participants shared what this experience meant to them:
One of the church people said - I thought they are camping out on the street because they are lazy and aren’t willing to work. But I found it was not so once I met them. At the very first we were embarrassed but now that we have got closer we feel differently about each other… They took care of us and served us more than we thought and expected. Moreover, I am very thankful to them for opening their minds to us and becoming one team. We sing, “One day the bright day will come.” I felt their pain in this song. I pray that they will one day be able to share their painful stories with their families. Sleeping out is not a shameful thing as I realize it was just their shelter…..
A second comment: I thought homeless people are different from us but they also have family and friends like us. They have their own different reasons and issues which has brought them to this point in their life where they are experiencing the name of ‘homeless’, but now I wish to call them by their own names. This music concert has been designed with wishing for all of us to be neighbors, in the way churches and Jesus became friends of lower-class people, instead of just ‘giving’ or ‘serving’. When people wept and wiped their tears away at the end of the concert, I thought we have borne the fruits of becoming neighbors to each other. From this small recovery of relationship, we can extend little by little into our society to cultivate the social safety-net.
Third, from Mr. Jeong Woo Cheol: When ‘han’ (Korean word, which in English is approximated by the concept of ‘deep sorrow’) enters into the life of the marginalized of the world, they discover they are transformed into powerlessness, being propelled forward on life’s current. However, now I believe, that if a base of acceptance is provided to them, they will quickly find confidence and grow in power and be able to overcome the painful issues of life.

STANDING TOGETHER FOR A NUCLEAR-FREE WORLD
2014 NUCLEAR-FREE SUNDAY
This year is the third anniversary of the nuclear disaster at the Fukishima Nuclear Plant which followed the massive earthquake and tsunami. At that time the whole world recognized the dangers of nuclear plants, and in its response, the NCCK executive committee made the decision to every year, name the Sunday before March 11, Nuclear-Free Sunday and call on its members to observe it for the sake of life and the world.
This years’ joint service was held on March 8 at Samcheok City on the eastern seacoast of Gangwon Province. In 1990 the Korean government made a plan to establish a nuclear power plant there. At the time, the citizens took a strong stand against the idea, forcing the government to withdraw it. In 1998 the citizens of Samcheok City erected a monument to commemorate their victory and commit themselves to the ideal of a nuclear-free zone in their city. Last year the NCCK joint worship for Nuclear-free Sunday was held at that site. This year, the joint worship service returned to Samcheok City, for the reason that this year, the government’s Basic Energy Plan, almost certainly includes the resurrection of the Samcheok nuclear power plant. The NCCK Life & Ethics Committee and Gangwon NCC hosted it, along with the Korea Christian Federation for a Nuclear-free World and the East Sea City Christian Association for a Nuclear-free World. As well, participation came from labour organizations from the area, the Gangwon Labour Union, the Steam Powered
Generators Labour Union, the Korean Teachers and Educational Workers Union.
The theme of the worship was: Living Together without Nuclear Energy. Rev. Lee Song Jin, the Chair of the Life and Ethics Committee, preached on Genesis 3:9, “Where are you, Adam?” In this day, the fruit of the Tree of Knowledge of Good and Evil, which we have been warned not to touch, he said, is nuclear power. The question God is asking is, where is the place we people should be as stewards of the created world? It is humanity’s place to be living in harmony with all creatures and the world itself. However, nuclear power is the fruit which, in our eating, drives humanity from the place of harmony.
The whole group joined in the words of a prayer of commitment acknowledging that God’s created world and our very lives are threatened by the dangers of using nuclear power, and asking God to make us sincere stewards who will ensure a beautiful world, living in harmony in accordance with God’s order of creation.
Following the worship, 4 people spoke of their personal experiences in realizing their personal responsibilities in this issue of life. Especially impressive was Park Hanna, a second year student at Gangwon Fine Arts High School. She told about coming to the realization of how dangerous the nuclear industry is, and about the sympathy she has for Japanese youth who are worrying about the effects of radioactivity after the Fukishima plant melt-down, especially for the young woman who are deeply afraid about bearing children. Park has become active in her school speaking about the dangers of nuclear power, and simple actions that youth can do to stand against nuclear power, like saving energy. Park Hanna is also the area president of the national YWCA youth organization called Y-Teen, and about 20 students of that organization attended the worship service with her.

It has been 95 years since the historic day when ourpeople opposed the savage Japanese military rule and triggered the nationalanti-Japanese patriotic resistance to restore their lost country and nationalindependence.
The Independence Movement (March 1) was the mostmemorable event in the history of our national liberation movement againstJapanese occupation. It revealed that our people will never accept a foreignyoke and an oppressive rule. It also disclosed how noble was the spirit ofindependence, the patriotic zeal and the indomitable will of our people.
Many patriotic Christians of Chosun who participated inthe uprising cried out "Independence of Korea", even though Japancruelly suppressed them with guns and swords.
Although Japan should make an apology for the crimesagainst humanity of their occupation of Korea and pay proper compensation tothe victims, rather they still try to glorify their past wrong doings and rekindlea spirit of militarism. They have reached a dangerous level of preparing theinstitutional, legal and material foundations for a militant nation which meansthe restoration of the glory of 'strong Japan'.
The current Abe administration is openly pushing aheadwith the restoration of militarism and exposing its ambitions for war, and inparticular the Japanese conservative administration has recurrently educatedand propagated the wrong ideology to rob Dokdo from Korea.
It has been almost one century since the IndependenceMovement (March 1) occurred. However, we are still facing the interference offoreign powers which threatens our people’s safety and the peace of Koreanpeninsula, hindering our two Koreas from improvement of relations and ultimatereunification.
We Korean people have a crucial task to raise up thespirit of the national independence movement which was national self-reliance,and to reject foreign interventions on issues which are only Korean business.We have to cooperate with each other so as to defend the peace and nationalsafety of the Korean peninsula and to improve the relationship between Southand North Korea.
Thus, in remembrance of the 95th anniversary of March1, the National Council of Churches in Korea and the Central Committee of theKorean Christian Federation determine to reject aggressive foreign powers andto open up the way of peace and reunification by ourselves, and so we declarethe following:
1. The NCCK and the KCF will strongly urge Japan togive up their ambitions for the restoration of militarism and attempts at war,including a refusal to deal with the Japanese military comfort women issues,the government leaders’ visit to the Yasukuni shrine, attempts to rob Dokdo,revision of the Peace Constitution, and the strengthening of the Self-DefenseForces.
2. The NCCK and the KCF not only strongly oppose allkinds of war preparations but also will not allow anything that hinders theimprovement and reunification of our people.
3. The NCCK and the KCF will make every effort toimprove the relationship between South and North Korea and actively cooperateto bring about a new turn for independent reunification and peaceful prosperitythis year.

‘목회자 인문학 아카데미’ 제주모임 현장
목회에 대한 근본적 성찰과 간(間)학문적 소통을 목표로 하는 ‘2014년 상반기 제주목회자 인문학 아카데미’ 3월 모임이 18일 오전 제주시 중앙로 제주성안교회(류정길 목사)에서 열렸다.
제주 전역에서 예장 통합과 합동, 고신, 합신, 기장, 기하성 등 다양한 교단 소속의 목회자 30여명이 모임에 참석했다. 목회자들은 강의 내용을 꼼꼼히 메모하며 질문하는 등 목회 현장에서 경험하기 어려운 인문학 지식에 깊은 관심을 보였다.
서울대 통일평화연구원장인 박명규(사회학)교수는 이날 ‘21세기 한반도와 평화인문학 패러다임’이라는 주제로 강의했다. 박 원장은 “요즘 학생들은 교회와 평화를 연결하는 것을 매우 낯설어 한다”며 “종교에서 평화보다는 싸움을 먼저 떠올리는 것이 오늘날의 현실”이라고 지적했다.
그는 그 원인에 대해 “1940년대까지 한국 사회와 교회의 메시지는 서로 달랐지만, 한국 교회부흥기인 1960∼80년대에 성공, 성취, 발전 등 교회와 사회의 메시지가 동질화 되는 현상이 발생했다”며 “이 때문에 경쟁에서 벗어나고 싶은 이들, 실패의 좌절감을 치유하고 싶은 이들이 교회를 찾지 않게 된 것”이라고 분석했다. 따라서 21세기 한국교회는 ‘기독교는 평화와 연결되는 곳’임을 교회 밖 사람들도 느끼도록 해야 한다고 그는 제안했다.
박 교수는 또 ‘평화통일’ 대신 ‘통일평화’라는 개념을 소개했다. 평화통일의 경우 평화가 통일의 수단으로 비쳐질 수 있지만, 우리 사회의 궁극적 목표는 통일을 통한 평화의 구축이므로 통일평화가 더 바람직하다는 것이다. 그는 이어 “한국은 냉전체제가 남아 있는 곳이면서 높은 자살률과 자기학대 등 21세기 새로운 문제들이 집약적으로 드러나는 곳”이라며 “한국의 문제가 풀리면 세계의 문제가 풀릴 수 있기 때문에 한국교회가 평화를 지키고 만들고 세우는 일에 앞장서야 한다”고 요청했다.
류정길(45) 목사는 이날 모임에 대해 “오늘날 사회를 살아가는 성도들의 생각과 환경을 이해하고, 이들과 소통하는 능력을 키울 수 있다는 점에서 유익했다”고 전했다.
현성길(53·제주서광교회) 목사는 “인문학 강좌를 통해 세상을 보는 눈이 넓어지고, 성도들에 대한 이해의 폭이 확장됐다”면서 “지난해 인문학 독서를 시작한 뒤, 설교도 더 풍성해진 느낌”이라고 말했다.
한국기독교교회협의회(NCCK) 교육훈련원이 2009년 서울과 인천, 대전에서 처음 시작한 ‘목회자 인문학 아카데미’는 이후 강릉과 제주 지역으로 확대됐다.교육훈련원장 이근복 목사는 “인문학 독서를 통해 목회자로서의 정체성에 대해 성찰하는 것은 오늘날 한국교회가 처한 다양한 목회 환경을 고려한 목회자 역량강화 프로그램의 일환”이라며 “참여 교회 중에는 교인 및 지역주민들을 위한 인문학 강좌를 개최해 교회의 문턱을 낮추고 지역사회의 니즈를 채우는 곳도 적지 않다”고 소개했다.

The 2014 March 1st celebration
Man sei! This is the cry of the members ofthe Peoples’ Movement in 1919 known in Korea as 3.1 or March 1st IndependenceMovement, when a declaration was issued by a group of patriots declaringIndependence from Japan, and all across the country people joined the movement.It was put down by the occupiers, but today, they are still honoured as thefirst blazing up of the fire of freedom in Korea. On March 1, 2014, a memorialceremony organized by the NCCK Human Rights Centre was held in the grounds ofthe Seodaemun Prison Historical Museum, to celebrate the 95th anniversaryof 3.1. In addition, another generationof freedom fighters was lifted up. On the 1st of March in 1976, 20 peopleissued the Peoples’ Democratic Declaration for the Salvation of the Country ata gathering in Myeongdong Cathedral as a resistance against the Park Chung Heedictatorship. These people were arrested at the time and found guilty ofviolating the National Constitution. Finally,last year, in July of 2013, they were fully acquitted of all charges.
At the anniversary event, opening words weredelivered by Lee Jae Jeong, former government Minister of Reunification, andgreetings from Lee Hee Ho, the wife of late President Kim Dae Jung. Well-knownactor Moon Song Kun read the 1976 declaration, members of political partiesbrought greetings, and then the story of the events were told by two who hadparticipated in it all, Father Ham Sei Woong and Rev. Lee Hae Dong. Songs ofthe activists were sung, and then Rev. Moon Dong Kwan shared his feelings aboutthe day. It was significant for these heroes of democracy to be celebratingfreely on the grounds of Seodaemun Prison, where many of them had been held incustody. At the end, the crowd, joined with freedom loving people of the past,raised the traditional 3.1 cry of “Man Sei!” (‘We will live for 10 ThousandGenerations’)

NCCK Statement of concern about the ‘conservative swing’
of Japan issued in Korean on Feb. 27, 2014
The leaders of the denominations which are members of NCCK face the 95th anniversary of the March 1 Independence Movement Day with great concern about the Japanese Government which is riding a wave of a rightwing trend in Japanese society. The island nation is not only struggling to distort history and gloss over its past atrocities but also is threatening the peace of North-East Asia.
Since Prime Minister Shinzo Abe was elected in Japan, he has been making political moves which have angered other countries including Korea. He has made careless remarks about the comfort women issue and has shown his respect at the Yasukuni Shrine where many war criminals are buried. He goes so far as to arbitrarily interpret the definition of aggression, and keeps expressing his personal opinions which deny Japan’s imperialist history and its perpetration of war crimes. He also is attempting to renegotiate and change the Murayama and Kono Statements which were milestones in making confessions about the war.
Not only Korea and other Asian countries but also the USA and other countries are raising their voices against the Abe regime’s recent movements which
totally deny historical facts and instigate narrow-minded nationalistic democracy.
The Korean Wave (enthusiasm for Korean pop culture) has been wide spread in Japan and in the life of its people, and there is a significant amount of trade in both personnel and goods flowing between Korea and Japan which is enabling a positive relationship of friendship and cooperation. Nevertheless, because of the right-wing politicians’ irrational behavior and inappropriate remarks, anti-Korean sentiment and discord among the two nations is being encouraged. Prime Minister Abe has said strongly that the Asia-Pacific War was a defensive war. He also strenuously claims the legitimacy of the Greater East Asia Co-Prosperity Sphere and tries to revise the statements of previous prime ministers on the good relationship and cooperation with neighboring countries.
We are deeply worried and concerned that these movements will not remain simply as errors and distortions of historical understanding, which deny facts or avoid responsibility for compensation. In the background there is a national strategy to amend Article 9 of the Constitution (the peace article) so that Japan can expand its national self defense force and again transform to a country which can start a war. This means that not only does Japan ignore and disregard the lessons of past wartime aggression, but also it accelerates the conflicted military relationship between Japan and China. These right-wing policies will raise conflicts among the neighboring nations and eventually drive peace and international relations in North-East Asia into catastrophe.
Thus we make the following requests:
1. To the Japanese government and Prime Minister Shinzo Abe.
Japan has to take full responsibility for its actions and hold a proper historical awareness of its invasions. This begins with observing your peace constitution and honouring the spirit of peace. You must realize that the Prime Minister’s individual political belief is a very dangerous threat for the future of Japan and the surrounding countries in North-East Asia. You must stop rationalizing and glorifying the ideology of imperialism which at the same time is strengthening a new cold discord in north-east Asia. The Prime Minister’s duty is to cooperate in harmony and trust in diplomatic relations between Korea and Japan.
2. To the Japanese church and people.
Japanese Christians and society have always raised their voices against the movement of attempting Imperialism. You must fight for peace and harmony, building up a peace community through encouraging private communication, not stepping back and passively watching the situation.
We never forget how the Japanese Church, the Korean Christian Church in Japan and the civil society took efforts to help the Korean Church and society suffering from an absolute military dictatorship. We also highly respect and appreciate the awakening historical consciousness of the Japanese people who blocked the adaption of textbooks which were full of skewed information about the relationship among Korea and Japan. For those reasons, while holding a deep fear about the conservative swing of Prime Minister Abe and the anti-Korea movements in Japan, we also have hope and expect prophetic movements and actions to continue.
The year 2014 is a year in which we remember the history of war and the age of imperialism of which the Donghak Movement is a symbol. Next year we will observe the 50th anniversary of the Korea-Japan Agreement and the 70th anniversary of our Independence, which is at the same time the 70th anniversary of Japan’s loss in the War. In this situation it is very important for Christians to awaken their beliefs and make efforts for God’s Justice and Peace in this world. We hope that there will be a change from conflict to harmony and from competition to friendship and cooperation so that we can walk together toward peace and build a new history.

THE STATE OF THE MEDIA IN TODAY’S KOREA
On Feb. 11, an event was hosted by the Justice and Peace Department of NCCK on the situation of the Korean mass media at this point in the Park Geun Hye government. There are very great concerns about freedom of speech and freedom of the press violations carried out as government policy for controlling public awareness.
Professor Kim Chan Ryoung, professor of Journalism and Mass Communication at Injae University was keynote speaker, and he covered 6 topics in his presentation:
1. What is the meaning of the manipulation of public opinion by government?
2. Is it possible for public broadcasting systems to restore their public confidence?
3. What is the point of the controversy over partisanship at the Korean Communications Standards Commission?
4. What is the correlation between the increase of public broadcasting fees and the private ‘channels of comprehensive programming’?
5. How far will we tolerate unfair reporting from the ‘channels of comprehensive programming’?
6. How should we consider the strike of journalists in significant for public confidence of the press?
Some of what he was saying was that the media editorial policy is directly controlled by government, so that no objective reporting is taking place. While during the election campaign President Park Geun Hye promised change to the governance structure of the Broadcasting systems, she has done nothing; in fact just the opposite is happening. The government is appointing high level personnel, even in public broadcasting entities, and it is highly frustrating to ethical journalists, who have staged strikes in opposition to the policy, and have been suffering from firing and disciplinary action for accurate and ethical reporting.
The official government line which the media is being complicit in and carrying out is constant falsification of former presidents Kim Dae Jung and Roh Moo Hyun, who are being continually described in what Professor Kim calls a hate campaign. Such constant repetition, even of wrong information, leads to the people beginning to believe it.
Prof. Kim also talked about the now-familiar issue of National Investigative Service fraudulent intervention in the election, by systematic manipulation of public opinion mainly through the social media (Facebook and Twitter), and said the Korean society cannot afford to ignore this.
The church’s role is to encourage people to know what is happening behind the media reports, to speak out in the public spaces (Internet, Facebook, Twitter), and to support alternative media begun by those journalists who have been fired from major news providers.
There must be a real social movement for media democratization or future generations will receive a damaged society which lacks freedom of speech and expression.
The NCCK Justice and Peace Department will work toward this movement, continuing to raise a prophetic voice toward the South Korean situation.

기독인문학 아카데미 2014년 봄 강좌 개최
한국기독교교회협의회(NCCK, 총무 김영주 목사) 교육훈련원(원장 이근복 목사)이 ‘기독인문학연구원’과 공동으로 기독인문학 강좌 ‘기독인문학 아카데미 2014년 봄 강좌’를 2014년 3월 17일(월)부터 4월 말까지 기독교 회관 709호와 동숭교회, 연동교회 등지에서 개최한다.
NCCK 교육훈련원은 지난 5년여 동안 서울, 인천, 대전, 강릉 그리고 제주도에서 목회자들을 대상으로 성찰과 소통, 지역선교를 목표로 인문학모임을 꾸준히 진행하여 오던 중, 이제는 지역교회와 주민들이 함께하는 ‘주민인문학’을 개설하는 것을 목표로 지자체와 공동으로 인문학 강좌를 기획하고 있으며, 지난 2월 24-28일에는 서대문구에서 교육을 주제로 ‘부모인문학’(2월 24-28일, 서대문구청/NCCK 공동주최)을 개최하기도 하였다.
NCCK 이근복 원장은 박노해 시인의 “사람의 크기로 이기는 거다/ 미래의 빛으로 이기는 거다”말을 들어 “자신을 깊이 성찰하고 세상과 인간을 바르게 읽기 위해 치열하게 공부하지 않는다면, 자신의 삶은 물론 한국교회는 물론 한국사회의 새로운 길을 열 수 없다.”고 전제하고 “인문학으로 대화와 소통의 단절을 극복하려는 노력 중에서 이번에는 기독인문학연구원(원장: 고재백 박사)과 공동으로 ‘지식과 성찰의 결과를 대중화’하는 대중적인 강좌로서 <기독인문학 아카데미>를 개최하는 것‘이라고 전했다.

한국교회 일치와 연합의 회개기도로 부활절을 준비한다.
'생명의 주님, 우리를 불쌍히 여기소서’(누가복음 18장 9-14절)
2014년 한국교회부활절연합예배 준비위원회는 지난 3일 오전 11시 천안 백석대학교 국제회의실에서 ‘발대식 및 기도회’를 개최하고 올 부활절연합예배의 주제를 ‘생명의 주님, 우리를 불쌍히 여기소서’(누가복음 18장 9-14절)로 정하고 죄인이라는 고백으로 겸손의 시간으로 갖기로 했다.
발대식과 기도회에는 예장 통합, 백석, 고신, 감리교, 기장, 성공회 등 43개 주요교단이 참여했으며 30여 개 지역협의회 대표들이 참석해 하나의 주제로 드리는 부활절연합예배에 대해 논의했다.
부활절연합예배 공동준비위원장 조경열 목사의 사회로 시작된 발대식에서 인사를 전한 상임대표대회장 장종현 목사는 “일제 치하 민족의 위기 속에서도 한국교회는 부활절연합예배를 통해 하나로 힘을 모았으며, 고난과 비탄에 빠진 민중들에게 희망을 주기 위해 예배로 모였다”고 전하며 “올 부활절 연합예배 역시 한국 교회가 하나되는 계기가 되고 회개의 기도가 뜨겁게 일어나는 시간이 되길 바란다”고 말했다.
단체의 이름을 내려놓고 교단연합에 힘을 싣고 있는 한국교회연합과 한국기독교교회협의회의 축사도 이어졌다.
한교연 대표회장 한영훈 목사는 “기독교의 진리는 부활이 핵심”이라며 “세계 만방에 예수 부활을 증거해야 한다”고 강조했다.
교회협 김영주 총무도 “부활은 새로운 출발을 의미한다. 이번 연합예배가 한국교회에 새로운 시작이 됐으면 좋겠다”고 밝히면서 “부활절 예배를 통해 연합하고 선배들이 전해준 아름다운 전통을 이어가길 바란다”고 말했다. 또 “부활절에 예수께서 제자들을 향해 가라고 명령하신 이 땅의 갈릴리를 찾아가는 부활절이 되었으면 좋겠다”고 전했다.
이날 발대식에서는 올 부활절연합예배의 주제가 처음으로 공개됐다. 누가복음 18장 9절부터 14절 말씀을 바탕으로 정해진 주제는 ‘생명의 주님, 우리를 불쌍히 여기소서’였다. 그도안 부흥과 영광만을 외치던 교회가 ‘회개와 겸손’으로 돌아가자는 메시지를 담아낸 것. 주제 소개에 나선 성공회 유시경 신부는 “한국 교회는 지금 하나님 앞에 자복하는 어린 양의 모습으로 돌아가야 한다”며 “신학과 교리, 교파의 분열을 부끄럽게 여기고, 1947년 함께 드린 첫 연합예배를 기억하자”고 강조했다.
또 “일치의 회복과 함께 한국 교회가 사회적 신뢰를 회복하는 예배가 되길 원하며 세상의 희망을 주는 교회가 되는 회복의 시간을 기대하고 있다”고 밝혔다.
부활절준비위원회는 연합예배 준비의 시작을 알리는 발대식에 이어 기도회로 뜨겁게 회개하는 시간을 가졌다. 예성 나세웅 총회장의 사회로 시작된 기도회는 박동일 기장 총회장의 기도에 이어 예장 통합 김동엽 총회장의 설교가 전해졌다.
김 총회장은 에베소서 4장 1~6절 말씀을 바탕으로 ‘부르심의 한소망’이라는 설교를 전했다. 김 총회장은 “한국교회가 이 나라와 민족 앞에 아름다운 숲이 되길 소망하며 건전한 신앙과 교리를 가진 교단들이 뜻을 모아 연합해야 한다”고 밝히고 “이단과 반기독교 세력에 단호히 대처하고 소외된 이웃을 돌보는 일에 힘을 모아야 한다”고 말했다.
김 총회장은 또 “부활절 연합예배를 계기로 교회의 하나 됨을 이뤄가길 바란다”며 “우리 모두가 함께 기도하고 힘을 모으면, 하나님께서는 하나 되는 역사를 반드시 허락해 주실 것“이라고 강조했다.
이어 참석자들은 △온 세상의 교회를 위한 성령의 임재를 청원하는 기도(예장 합신 임석영 전 총회장) △한국교회의 갱신 그리고 참된 친교를 위한 기도(한목협 명예회장 손인웅 목사) △한반도 평화를 위한 기도(예장 고신 구자우 총무) △2014년 부활절 준비를 위한 기도(예장 개혁 박영길 총회장)를 드린 후 예장 대신 고창곤 전 총회장의 축도로 마쳤다.
한편 올 부활절연합예배는 오는 4월 20일 오전 5시 연세대학교 노천극장에서 열리며, 이날 모아진 헌금은 장애인과 소외된 이웃을 위해 사용할 예정이다.

WCC 10차 총회를 참석 하고서

얼마 전 세계교회협의회(이하 WCC) 총회 준비 위원회 해단 예배에 참석했다. 제일 책임지는 자리에서 수고했던 김삼환 목사는 “모든 책임을 하나님께서 져 주신 덕분에 무사히 마칠 수 있었다.”고 말했고 그 소회에 크게 동감했다. 어려움이 있었지만, 국제적인 잔치를 잘 마칠 수 있도록 함께해주신 하나님께 감사드린다.
총회 참석의 느낌을 나누어 보자는 청탁을 받고, 어떤 면에서 접근할 것인가를 생각해 봤다. 참가자 모두가 자신의 위치에서 각기 다른 느낌을 받았으리라고 생각한다. 나는 오스트레일리아 캔버라 7차 총회부터 부산 10차 총회까지 참여한 경험에 비추어, 특별히 장애분야 참여자로서의 느낌을 나누어 보고자 한다.
캔버라 총회는 WCC 총회 첫 참여였다. “시작예배”는 지금 돌이켜봐도 그 감동이 생생하다. 하나님 안에서 고유의 신앙 전통을 키워온 세계의 각 교회가 하나 되어 한 형제임을 확인하며, 교회와 세계가 당면한 과제들을 하나님 말씀에 비추어 해답을 논의하는 과정은 나에게 진한 감동과 세계를 향한 기독교인의 책임감을 더해 주기에 충분했다.
WCC는 70년대 초반 밴쿠버 총회 이후로 장애인에 대한 관심을 적극적으로 갖기 시작했다. 하나님 나라의 완성은 그 어떤 사람도 종교, 인종, 교육, 신체조건 등의 이유로 제외될 수 없다는 신학적 근거를 내놓았다. “하나님의 몸과 많은 지체”라는 고린도 전서에서, 우리 몸의 구성 요소 중 어떤 부분도 중요하지 않은 곳이 없으며, 하나님의 나라를 이루는 데는 모든 사람이 필요하다는 말씀과 일치한다고 보았다.
그 이후 실무자를 두고 장애 문제를 교회가 관심 가져야 할 분야로 보고, 총회 때마다 장애인을 초청했다. 그러나 WCC가 재정적 어려움에 직면할 때마다 장애 프로그램이 중단되는 사태가 벌어졌고, 따라서 실무자가 자리를 떠야 하는 상황이 되었기 때문에 이 프로그램의 지속적인 성장은 사실상 어려웠다. 또한, 장애인을 단순한 초청의 참석자로, 참석 그 자체에 의미를 부여했을 뿐 이들의 역할을 통한 기여는 기대하지 않았기 때문에 지금까지 장애인의 총회 참석은 단순히 존재를 전시하는 입장에 지나지 않았다.
그러나 이번 10차 총회는 장애인 참여 모습이 많이 달라졌다. 8차 총회 이후 장애인 프로그램이 실무자와 함께 WCC 안에서 지속적인 성장을 해왔기 때문에, EDAN(Ecumenical Advocates Disability Network - WCC 장애인 프로그램 네트워크) 내에서의 지도력도 성장이 있었고, 이번 총회에서 WCC 중앙위원회 위원으로, 에큐메니컬 친교의 발표자, 워크숍 운영, 성경공부 지도, 마당, 사전대회 프로그램 운영 등의 분야에서 훌륭한 모습으로 이바지하는 모습을 볼 수 있었다. 만일 WCC가 장애인 프로그램을 지금과 같이 멈춤 없이 진행한다면, 11차 총회에서 더 많은 장애인들이 에큐메니컬 운동에 지도력을 키워 보다 적극적으로 참여하게 될 것이다. 이러한 결과는 단순히 총회 참여에 끝나는 것이 아니라, 에큐메니컬 운동의 다양한 지도력을 키워내는 길로서 발전할 것이다.
그러나 이러한 역할을 WCC에만 요구하는 것은 다른 에큐메니컬 기구들의 직무유기라고 본다. 지난 아시아교회협의회(CCA) 총회에 장애인의 참여가 전혀 없었다는 사실은 하나님 나라의 완성에 한 분야가 결핍된 모습이라고 볼 수 있다. 인구의 10~25%가 되는 장애인이 단순한 약자나 도움이 필요한 존재로만 인식해서는 안 된다. 하나님 나라 완성의 동역자로 함께 갈 방법이 모색 돼야한다.
10차 총회에서 세계 교회가 “생명의 하나님, 우리를 정의와 평화로 이끄소서”를 주제로 함께 기도했고, 이 기도를 다음 총회까지 이끌어 갈 것이다. 이 기도 속에 장애인이 항상 함께 포함되기를 기도하면서 참여 소감을 마친다. 또한, 장애인들의 원활한 참여를 위해 수고한 WCC와 한국 실무자 여러분, 그리고 부산에서 여러 면에서 적극적으로 도와주신 목회자와 자원봉사자 분들께 진심으로 감사드린다.

개신교계가 평화의 섬 제주를 위해 기도의 힘을 모으기로 했다. 이를 위해 매월 1회 기도회를 갖는다.
사순절이 시작되는 3월 5일 강정 해군기지 건설 현장에서 강정기독교대책위원회(이하 대책위원회) 주최로 ‘생명마을 강정, 평화의 섬 제주! 전쟁기지 없는 생명평화 세상을 기원하는 기도회’가 드려졌다.
단체 실무자와 활동가, 주민 40여 명이 모여, 강정마을 주민들의 치유와 평화의 섬 제주가 전쟁기지 없는 생명 평화 세상을 이루어지길 기도했다.
장기간의 해군 기지 건설 반대 활동과 2012년 말 정치적 해결을 모색했던 활동이 정권교체와 함께 해결이 난항을 겪으면서 지난 1년 동안 활동이 주춤했었다.
대책위원회 임보라 목사(섬돌향린교회)는 “기지 공사가 상당부분 진행되고 오랜 건설 반대 활동으로 지쳐있지만 주민들이 건설 반대에 의지를 보이는 만큼 도움과 기도의 손길을 놓을 수 없다”며 “기지 건설 찬반 대립으로 상처 입은 마을 공동체 치유를 위해서도 기도의 힘을 모아야 한다는 의견이 모아져 다시 기도회를 시작하게 됐다.”고 밝혔다.
제주특별자치도 서귀포시 강정마을은 2007년 6월 당국이 해군기지 건설 부지로 결정하고, 2012년 3월 마을 앞 구럼비 바위를 발파하는 작업을 강행함으로서 대립이 극한 상황에 이르렀다. 환경파괴와 해군이 주장하는 민군복합형관광미항추진과 달리 미국을 대신해 중국과 맞설 군사기지 건설이라는 의혹과 기지 건설 반대 활동에 대한 공권력의 인권 침해도 논란이 되고 있다.
특히 마을 주민 사이에 해군지기 찬성과 반대가 엇갈리면서 갈등이 골이 깊어진 상태로, 8년의 갈등은 현재까지도 이어지고 있다.
때문에 기독교 대책위는 빼어난 자연경관으로 세계의 주목을 받고 있는 제주가 해군기지 건설로 군사화 되는 것을 막는 운동과 별도로 찬성과 반대로 깊어진 마을 주민들의 간의 골을 치유하는 일을 할 계획이다.
한국기독교교회협의회 김창현 목사는 "기지 건설에 의견 차이를 가진 교회 단체들도 강정마을 주민들의 공동체성 회복에는 일관된 목소리"라며 "해군기지 건설 반대라는 협의회의 입장과는 별도로 치유 활동 계획을 다른 협의체들과 세워나갈 예정"이라고 밝혔다.
한편, 이날 기도회는 임왕성 목사(새벽이슬)의 초대사와 홍기룡 장로(제주 해군기지 범대위 공동대책위원회회장), 서성환 목사(제주사랑하는 교회)의 증언 나지희 목사(목회자정의평화협의회)의 집례로 성찬례가 들려졌다.
서성환 목사는 “대선 이후 지난 1년은 정의와 평화, 생명 문제가 정치권력에 기대어 풀 수 있는 것이 아님을 깨닫는 시간”이었다며 “밤나무 상수리 나무가 베어져도 그루터기가 남듯, 비폭력 평화의 방법으로 끝까지 평화 제주를 위해 계속해 나가자”고 말씀을 전했다.
강정기독교대책위원회는 한국기독교교회협의회 정의평화위원회와 고난함께, 개척자들, 목회자정의평화협의회, 새벽이슬, 향린공동체협의회, 예수살기, 한국기독교교회협의회를 비롯한 개신교 단체들로 구성돼있고 활동을 희망하는 단체를 계속 추가 할 예정이다.
