- 약 200여명이 참석한 가운데 드려진 이날 기도회는 백도웅 목사의 집례로 촛불점화, 죄의고백, 말씀선포,신앙의 고백, 청원기도, 인사와 소개, 축복과 파견의 순서 등으로 진행되었다. 특별히 인사와 소개시간에 존 피터슨 세계성공회협의회 총무가 소개한 로마교황과 동방정교회대주교, 성공회대주교의 베드로 성당에서의 일화는 참석자들에게는 감동을 주었으며, 일치와 화해의 향한 세계교회의 노력과 성과를 볼 수 있었다. --------------------------------------------------------- 보/도/자/료 수신 : 각 언론사 발신 : 한국기독교교회협의회 일치위원회 제목 : 그리스도인 일치기도회 홍보의 건 주님의 이름으로 문안드립니다. 오는 21일 오후 5시, 후암동 중앙루터교회에서 “질그릇 같은 우리 속에 이 보화를 담아 주셨습니다.”(고후4:4~18)를 주제로 그리스도인 일치기도회를 드립니다. 한국기독교교회협의회는 매년 한국정교회, 한국천주교, 한국루터회 그리고 회원교단과 함께 그리스도인 일치기도주간(1월18일~25일)을 지켜오고 있습니다. 이 기도주간은 세계교회협의회와 로마교황청이 공동으로 실시하고 있으며, 한국에서는 1986년부터 계속되고 있습니다. 특히 이 기도회는 지난 2002년 1월 16일, 위의 교회들이 만든 ‘한국 그리스도교 일치회의’(이후 일치회의)의 모태가 되었으며, 금년 기도회는 ‘일치회의’ 구성 후 처음으로 드리는 기도회입니다. 이번 기도회의 주제는 세상은 여러 가지로 분열되어 있지만, 그리스도의 삶과 죽음은 이 분열을 극복하는 보화이다. 그리스도인은 연약한 질그릇이지만 그 속에 이 보화를 품고 살면서, 우리가 받은 힘을 발휘하여 이웃들에게 다가가 그리스도의 빛을 나누는 것을 가르쳐 줍니다. 이번 기도회는 아르헨티나 교회가 ‘이민’을 매개로 기도자료집을 제작하였지만, 한국 상황과 거리감이 있는 관계로 그리스도교 일치를 위한 기도 외에도 ‘이주노동자’를 위한 기도와 함께 한반도의 평화를 위한 기도를 함께 드립니다. 일치기도회는 근본적으로 그리스도인의 일치를 말하고 있지만, 그리스도 안에서 이루는 일치는 세상의 화해와 평화를 동반하게 됩니다. 이 일을 널리 알려주시어 많은 사람들에게 희망과 기쁨의 메시지가 될 수 있도록 협조해주시기 바랍니다. * 일시 : 2003년 1월21일(화) 오후 5시 * 장소 : 후암동 중앙루터교회(Tel. - 시국 성명서 전 세계 교회와 더불어 "전쟁은 하나님의 뜻이 아님"을 한국기독교교회협의회는 신앙으로 고백하며, 평화를 일구는 일에 진력할 것을 다짐한다. 우리는 한반도뿐만 아니라, 세계평화를 위해 아래와 같이 기도하며, 호소한다. 1. 핵 없는 평화 구조의 정착이 한반도 안보의 초석이다. 한반도의 주체적 당사국인 남북은 1991년 합의 선언한 비핵화 공동선언을 반드시 준수해야 한다. 한반도에서 무력대결과 전쟁촉발의 위험을 제거하기 위하여 북한은 핵개발 의혹을 투명하게 해명하고, NPT탈퇴 선언을 즉각 철회하기 바란다. 미국은 이에 상응하는 조치로 북의 핵개발 촉발의 한 원인으로 작용하고 있는 중유공급 재개와 함께 북이 생존을 위해 요구하는 체제 보장과 불가침 협약을 위한 외교적 협상을 즉각 시행하기 바란다. 2. 북미간의 대화와 평화적 협력을 조속히 재개해야 한다. 우리는 한반도에서 무력도발이나 전쟁을 부추기는 어떠한 정책에도 찬성할 수 없다. 북한을 "악의 축"내지 "무법국가"로 규정하고 핵 선제공격의 가능성까지 제기하는 미국정부의 의지는 한반도에서의 전쟁가능을 제고하는 것이기에 우리 국민은 이를 용납할 수 없다. 동시에 우리는 북한이 핵개발 포기 및 대량살상무기 생산 중단 선언과 함께 스스로 국제 감시체제로 자진 복귀할 것을 촉구한다. 미국은 북한과의 외교협상과 대화를 통하여 중국과 러시아를 포함한 관련 당사국들과의 국제적 보장책을 협의하고, 북한에 대한 체제 안전보장에 관한 협의에 임하여 동시에 북한의 생존을 위한 경제적 협력 방안을 성실히 강구해 줄 것을 호소한다. 3. 남북의 평화적 공존과 민족 공영에 적극적으로 나서야 한다. 오늘날 남한 내부의 갈등으로 치닫고 있는 "반북" 또는 "반미" 시위의 극단주의는 조속히 극복되어야 한다. 오히려 과거 지향적인 냉전논리와 적대적 대결의 틀을 넘어 한반도를 중심으로한 동북아 전반의 포괄적 평화와 안보를 내실화하고, 체제화 할 수 있는 상호 이해와 협력의 틀을 다져야 한다고 믿는다. 따라서 주한미군의 향후 지위와 역할의 문제도 한반도와 동북아에서의 전쟁억제와 평화유지를 위한 건설적 공헌과 연관시켜 허심탄회하게 논의하고, 재조정될 수 있어야 된다고 믿는다. 주한미군의 감축이나 재배치 문제도 전쟁 방지와 평화건설이라는 한미공조 하에서 논의되고 실천되어야 한다고 믿는다. 4. 노무현 대통령 새 정부는 한반도의 평화 정책과 민족공영을 위해 북한과의 지속 적인 협력과 교류를 추진해야 한다. 노무현 대통령 정부는 북한과의 지속적인 교류와 협력, 대화를 통해 한반도 평화 정착을 위해 노력해야 하며, 미국과 관계에 있어서도 남북한이 한반도 평화 해결 당사자임을 밝히고, 동북아 평화와 한반도 평화 정착을 위해 적극 노력해야 한다. 동시에 남북간의 경제협력의 활성화로 민족경제공동체가 내실 있게 발전할 수 있도록 필요한 조치를 실행에 옮길 노력을 해야 한다고 믿는다. 그리고 이 일은 솔직하고 광범위한 국민적 합의를 토대로 이루어지기를 바란다. 5. 미국은 이라크에 대한 전쟁계획을 중단하고 평화적 해결에 나서야 한다. 우리는 전쟁이 어떠한 이유와 수단으로도 정당화될 수 없음을 확인하고, 어떤 일이 있어도 하나님의 뜻과 상반됨을 확인하다. 미국은 이라크에 대한 전쟁계획을 전면 중단하고, 세계평화와 인류 공영을 위해 조건 없는 대화와 협상을 통해 지구 어디에서든지 전쟁과 침략행위를 전면 중단하라. 또한 테러 발발의 가능성을 근본적으로 차단할 수 있도록 전 세계의 모든 국가가 평화롭고 굶주림과 차별 없이 살 수 있도록 여건 조성에 모든 국가와 종교가 앞장서 노력하기로 호소한다. 2003년 3월1일 한국기독교교회협의회

- Statement Against Military Action in Iraq
- EXECUTIVE COMMITTEE Bossey, Switzerland 18-21 February 2003 Statement Against Military Action in Iraq We believe God made us and all creation. God requires us to seek peace and justice. We believe that with God’s grace no work of faith, hope and love is too hard for those who trust God. Therefore, as followers of Jesus Christ, the Prince of Peace, led by His Spirit, we call upon the leaders of the world and all people of faith: STOP the threats of war against Iraq! The Executive Committee of the World Council of Churches, meeting in Bossey, Switzerland, 18-21 February 2003, remains extremely concerned with the continued calls for military action against Iraq by the US and some western governments and strongly deplores the fact that the most powerful nations of this world again regard war as an acceptable instrument of foreign policy. At the same time, the Executive Committee is equally concerned with the Iraqi violation of fundamental human rights and urges the government of Iraq to comply with international human rights norms and standards and with binding UN Security Council resolutions. The Executive Committee welcomes the united and consistent message of heads of churches of every Christian tradition around the world against this war. The committee is extremely encouraged that churches are not only taking a leading position in preventing this war, but also preparing to avert a humanitarian catastrophe at the same time through preparedness to respond to the needs of innocent civilians in Iraq. The Executive Committee affirms the courageous stance of church leaders for peaceful solutions, especially in countries like the USA and the UK in direct opposition to the positions taken by their political leadership. The Executive Committee welcomes and appreciates the efforts of all church leaders and ecumenical organisations to mobilise public opinion to prevent war in Iraq and to pursue peace. It endorses wholeheartedly the statement adopted by church leaders at a meeting convened by the WCC, in Berlin, Germany, on 5th February 2003, to discuss a common response to the threat of military action against Iraq and expresses its appreciation to the Protestant Church in Germany for hosting the event and arranging a hearing with Germany’s Head of Government. It further recognises the recent meetings of US church leaders with government leaders in the UK and France. Bearing in mind the reality that the 1991 Gulf War did not bring peace to the Iraqi people, but severe suffering under 12 years of economic sanctions; noting the recent developments relating to possible military action in Iraq and the report presented by the United Nations Weapons Inspectors to the UN Security Council on the 14th February; and the mounting public opinion against a war in Iraq evidenced by the turnout of millions of people all over the world who gathered in peace rallies; and Taking into account that action of the WCC and churches must: be guided by the moral obligation to ensure sanctity of life and the ethical conviction that war is not an acceptable way to resolve conflicts, follow the need to promote public and international support for the UN as custodian of lawful action regarding Iraq, understand that the carefully designed mechanism of the UN weapons inspections is a long term tool and that 20 years of inspections are more effective, less costly and more relevant than 20 days of war, recognise the necessity not only to disarm Iraq, but also make the whole Middle East region free from weapons of mass destruction, acknowledge the negative impact on Christian-Muslim relations and increased emigration of Christians from the region where Christianity was born, highlight the need for a durable and just solution of the Arab-Israeli conflicts, and an end of the illegal occupation of Palestine, promote democratisation and compliance with global human rights norms and standards in all Arab countries as well as in Israel. Recalling the “statement on the threats of military actions against Iraq” by the Central Committee of the World Council of Churches meeting in Geneva 26 August to 3 September 2002; and Reaffirming that the war against Iraq would be immoral, unwise and in breach of the principles of the UN Charter, the Executive Committee: warns that war in Iraq will cause a humanitarian crisis of grave magnitude with untold human suffering, especially for the children of Iraq, loss of life, property, environmental destruction and waste of precious resources; it will reinforce and polarise division and hatred between communities resulting in further destabilisation of the region; strongly appeals to the UN Security Council to uphold the principles of the UN Charter which strictly limit the legitimate use of military force and to refrain from creating negative precedents and lowering the threshold for using violent means to solve international conflicts; further appeals to the political leaders of the US and the UK to refrain from a unilateral pre-emptive military action against Iraq; calls insistently on the member nations of the UN Security Council to adequately reinforce and allow reasonable time to UN weapons inspectors to successfully fulfil their mandate to disarm and destroy Iraq’s weapons of mass destruction; strongly urges the government of Iraq to fully cooperate with UN weapons inspectors to ensure that weapons of mass destruction, related research and production facilities are completely destroyed; condemns the Iraqi government’s violations of fundamental rights and freedoms in Iraq and urges its leadership to guarantee full respect of the civil and political, economic, social and cultural human rights, including religious rights, of all its citizens; encourages the churches to continue to challenge and expose any national security policies that promote pre-emptive military strikes as legitimate self-defence undermining the principles and the spirit of the UN Charter; calls on all churches to intensify further their engagement in efforts for peace; and in turn commends the February 5th Berlin Statement to churches calling them to join this act of witness for a peaceful resolution of this conflict; invites faithful men, women and children everywhere to engage in earnest prayers that leaders of the nations may be directed along the path to seek peaceful resolution of the conflict in Iraq. proposes the first day of Lent 2003, a day for reflection and conversion, to be a day of prayer for peace in Iraq in all member churches and worldwide.
