한국기독교교회협의회(NCCK) 화해․통일위원회는 12일 미국 정부가 지난 10월 3일 북미 간의 협상에 따라, 20년 만에 북한을 테러지원국에서 삭제한 것에 대해 적극 환영을 표한다. 이는 북한이 영변 핵시설의 불능화를 재개하고, 국제원자력기구(IAEA) 요원들의 임무수행 허용을 합의한 것에 따른 것으로 알고 있다.
우리는 금번 조치가 북핵문제 해결과 더불어 한반도 평화체제 구축에 미국을 비롯한 6자 회담국이 보다 실질적 적극성을 띠는 계기가 되기를 바란다. 특히, 북미, 북일 간의 외교관계 정상화가 조속히 이루어져, 북측이 정치․ 경제적 압박에서 하루속히 벗어날 수 있기를 기대한다.
또한, 한국 정부도 6․15 공동선언과 10․4 선언 이행을 위한 남북 간의 실무협의를 조속히 재개하여, 이명박 정부가 언급한 남북 관계의 새로운 미래를 가져올 수 있도록 실질적이고 가시적인 정책들을 세워 나가기를 바란다.
이를 위해 우선적으로, 북측에 쌀과 비료 등의 인도적 지원을 조속히 단행되고, 이산가족의 상봉을 비롯한 민간과 당국자 간의 교류와 협력의 활성화를 위해서 금강산 관광 재개와 개성공단의 인프라 확대 등을 시급히 실시하기를 촉구한다.
아울러 이명박 정부는 남북 정상회담을 통해 한반도 평화체제 구축을 위한 실용적 정책들을 논의하여, 남북한 모두의 경제에 실제적 이익을 가져오기를 바란다.

- 이명박 정부의 대북 정책이 ‘비핵·개방·3000 구상’을 핵심으로 정하고, 지난 3월에는 6·15공동선언과 10·4선언을 간과하는 입장을 표하면서, 남북 관계가 급속히 경색 국면을 맞게 되었습니다.
더욱이 금강산 관광객 피격 사건은 북측에 대한 식량과 비료 등의 인도적 지원과, 민간 차원의 교류 협력 사업까지 어려움을 가져다 주고 있습니다.
또한, 최근 북핵 불능화 조치 중단선언은 6자회담 중심의 한반도 평화정착에 한계성을 드러내고 있습니다.
이에 본 위원회는 88선언 20주년을 맞는 해에, 한반도의 평화 통일운동의 진일보가 아닌 암운을 보면서, 현 정부의 올바른 대북 정책을 제안하고자 <한반도 평화통일 전문가 포럼>을 아래와 같이 갖고자 합니다. 많은 관심과 참여를 바랍니다.

- 관상적 목회를 위한 에큐메니칼 워크숍 피정
- 본회가 후원하고 성공회 서울교구(교구장 박경조)와 한국 디아코니아 자매회가 주관하는 “에큐메니칼 관상적 목회 워크숍/피정”이 8월 31일부터 9월 5일까지 5박 6일 일정으로 경기도 파주에 위치한 ‘예수마음배움터’에서 개최된다.
이번 프로그램에는 초교파적으로 50여명의 목회자들이 참여하여 교파를 넘어서 한국 교회의 관상적 목회를 위한 첫 걸음을 내딛는다.
샬렘 영성센터는(Shalem Institute for Spiritual Formation)은 지난 50여년 동안 미국의 대표적 에큐메니칼 영성훈련 센터로서 역할을 하여 왔다. Shalem은 특별히 교회 안에 관상적 영성을 확대하기 위하여 관상적 목회를 위한 성직자 훈련, 관상기도 그룹과 피정 인도자를 위한 훈련, 그리고 일대 영적지도자 양성을 위한 다양한 훈련프로그램을 제공하고 있다.
이번 한국에서 개최되는 에큐메니칼 관상적 목회 프로그램은 Shalem의 설립자인 Tilden Edward와 현재 대표인 Carole A Crumly가 직접 방문하여 진행한다. Shalem의 설립자와 현 대표 두 사람은 모두 미국 성공회 사제이지만 스텝과 강사, 운영진은 감리교, 장로교, 퀘이커, 천주교 등 초교파적인 운영구조를 가지고 있다. 중독과 은총 등 한국에 이미 여러 권의 책이 소개된 제럴드 메이는 죽기 전까지 Shalem의 핵심 구성원으로 활동하였고 한국에서는 지구촌교회 이동원목사 등 성공회와 감리교, 장로교의 여러 성직자들이 Shalem의 관상적 목회 프로그램을 참여하였다.
이번 에큐메니칼 관상적 목회 프로그램은 성직자들로 하여금 성령의 움직임에 자신을 개방하는 생활과 목회현장에서 관상적 삶과 영적 지도력을 성장시키는 것에 관심을 두고 있다. 다양한 관상기도 훈련, 침묵피정, 강의 소모임을 통한 나눔 등을 통하여 5박 6일간 관상적 삶을 몸에 익히도록 돕고, 프로그램 이후 1년 동안 동료모임을 통하여 목회현장에서의 관상적 실천을 나누고, 학습을 통하여 관상적 영성을 심화시키는 훈련을 지속한 후 2009년 9월 다시 5박 6일의 프로그램을 통하여 과정을 마치게 된다.
이번 프로그램은 천주교 성심수녀회에서 운영하는 파주의 ‘예수 마음배움터’에서 진행되는데 성심 수녀회 수녀들도 함께하여 교파를 초월한 영성훈련 프로그램으로 진행될 예정이다.

Dear Colleagues and Friends, How grateful I am for this opportunity to greet you warmly in the name of Jesus Christ.I am also pleased to let you know that the new General Secretary of the National Council of Churches in Korea (NCCK) is the Rev. Kwon, Oh-sung who is an ordained minister of the Presbyterian Church of Korea(PROK). For your interest, Rev. Kwon will serve as the General Secretary for the next four years. He was elected by the National Council at its 55th General Assembly held this past Monday 20th November; with the inauguration service to be held at the end of this month, on Thursday 30th November. Rev. Kwon, Oh-sung is a graduate of the Sogang University as well as of the Hanshin Professional Graduate School of Theology. For twenty years, he served as a church minister to local congregations in the Republic of Korea and also as an ecumenical coworker in Germany. More recently, during the past several years Rev. Kwon has been engaged in different forms of ministry including Christian Unity, Mission, Training and Education Committees especially for the Korean reunification movement. Deep appreciation is expressed to the outgoing General Secretary, Rev. Paik, Do-woong, for his strong leadership and the wonderful contribution he has made to the NCCK and the worldwide ecumenical movement. It is our prayer that God will bless and guide him in his continued ministry for Him. Lastly, I am deeply indebted to you for your active and ongoing concern and prayers particularly for reunification and peace on the Korean peninsula. In our Korean people"s journey toward peace and unification, the National Council of Churches in Korea (NCCK) and the Korea Christians Federation (KCF) in the North have met together once a year since 1989 to commemorate the August 15th anniversary of liberation from Japan"s colonial rule by jointly writing the people"s "common prayer" for peace and reunification.
Especially in 1989, the Central Committee of the World Council of Churches decided to encourage all member churches to use the common prayer and join the "Common Prayer Week for Peace and Reunification of the Korean Peninsular" on the Sunday closest to August 15th.
Therefore, together with NCCK and KCF I ask you to share this prayer in your respective churches on the Sunday closest to August 15th.

2005 Common Prayer for Peace and Reunification of the Korean Peninsula
God of history,
we thank you for righting all that is wrong,
and uniting all that is divided.
This is the day of August 15,
the day when our peace-loving people were freed from foreign oppression,
the day when our tears of joy and shouts of triumph flowed as river-waters.
The flowing days of our new history
have brought us to this 60th anniversary of that day of independence.
The child then born has grown old with years;
Rivers and hills and valleys have changed their shape,
Yet our people, our land, have not been able to cast off the shackle of division.
The children of Pyongyang with their red neckerchiefs,
The children of Seoul with caps cocked to one side,
These who run as friends in playful fun are that: friends,
But the sixty long years of division
Have knifed them apart as children of the North and children of the South,
A division we have come to see even as normal.
The last sixty long years have borne witness
That peace and justice cannot be where division cuts and divides,
Yet still we can look at one another only from a long distance,

Terms of Reference
Ecumenical Forum for Peace, Reunification and Development Cooperation on the Korean Peninsula
1. Name
The name shall be “Ecumenical Forum for Peace, Reunification and Development Cooperation on the Korean Peninsula” and shall hereafter be referred to as the “Ecumenical Forum for Korea”.
2. Nature of Organization
In the spirit of the churches’ commitment to peace and reunification expressed in the Tozanso process since 1984, the Ecumenical Forum for Korea will serve as a cooperative endeavor of churches, national councils of churches, mission organizations and church-related development agencies in cooperation with the WCC, CCA and other ecumenical bodies.
3. Objectives
The Ecumenical Forum for Korea aims to:
1. Strengthen ecumenical participation in the peace and reunification efforts on the Korean Peninsula as well as reconciliation in North East Asia.
2. Promote effective development cooperation on the basis of mutual trust and transparency through sharing of resources and experience in the ecumenical community.
4. Tasks and Functions
The Ecumenical Forum for Korea shall have the following tasks and functions:
a) Initiate dialogue and cooperation among participating churches, ecumenical bodies, church agencies for common action for peace and reunification of the Korean Peninsula;
b) Gather and mobilize material, technical, and financial resources for development cooperation with DPRK;
c) Ensure mutual transparency and accountability for effective work;
d) Develop and maintain systematic communications among participants.
5. Meetings
The Steering Group will convene the Forum not less than once every two years, as a meeting of representatives from churches, national council of churches, mission organizations, development agencies and other ecumenical bodies who subscribe to the Terms of Reference as outlined above.
6. Steering Group
A Steering Group composed of a core group representing NCCK, KCF, CCA, WCC and up to four representatives of other participating organizations appointed by the Forum meeting, shall serve as the coordinating body between meetings of the Forum, with authority to decide on matters that need immediate action.
7. Finances
Meetings will be self-financed with all costs shared. The work of the network will be supported by project funding and voluntary contributions.
8. Other
Any other agenda not specified herein shall be decided by the meetings of the Ecumenical Forum for Korea.

welcomes the Agreement of the Six-Party Talks
towards peaceful denuclearization on Korean peninsula
and peace-building in North East Asia.
The National Council of Churches in Korea, which has been continuously advocating denuclearization on Korean peninsula since after "Declaration of The Churches of Korea on National Reunification and Peace" on February 1988 at Inchon, strongly welcomes the Agreement on peaceful denuclearization on Korean peninsula at the 5th meeting of the six party talks in Beijing, February 13, 2007. It suggests concrete action plan on initial stage to implement "the September 19th Joint Statement on Denuclearization on Korean peninsula" in 2005.
We, therefore, believe it must be fully supported by those states involved in the six party talks with sincere responsibility and mutual trust, and we hope the Agreement could contribute to the establishment of permanent peace on Korean peninsula as well as of peace and security in North East Asia.
The National Council of Churches in Korea believes especially the role of the Korean government as more important than ever before, and urge it responsibly implement the mandate of the Agreement without being biased according to domestic and international political interest.
The National Council of Churches in Korea urge the Korean government to rapidly reopen the humanitarian relief aids to North Korea which has been interrupted, especially including food, fertilizer, and basic medicines.
We, as a community striving for bringing God"s peace to people and the earth, pray that the agreement will encourage international community to participate in the process of bringing peace to people in Korean peninsula as well as in North East Asia.

Dear Ambassador Yigal B. Caspi,
May Gods peace be with you and your people.
We express our deep concern about the continuing armed conflict that started with Israels attacks on the south of Lebanon. We urge the Israeli government to stop the attacks immediately and end the conflict.
At the beginning of the 21st century, we hoped to end the armed conflict and violence of the 20th century and build a new century of reconciliation and peace. But we had to witness imperialistic superpowers justification of violence and war under the name of war on terror that has put the entire world community in tragedy.
The current armed conflict between Israel and Lebanon is rooted in the old national and religious conflict. This conflict that has victimized innumerable civilians including children and produced fear and insecurity on both sides is only the repeat of destructive and inhumane activities.
Israel has indiscriminately attacked Lebanese cities for the last 10 days killing 400 innocent civilians and making 600,000 uprooted. In addition, Israel has taken an inexcusable, inhumane action attacking relief supply vehicles engaged in humanitarian activities for displaced civilians.
UNHCR has termed Israels attacks as a crime and all conscientious people in the world are urging to stop the attacks with one voice.
We Christians pray for peace in the Middle East region with the immediate end of conflict between Israel and neighboring Arab countries. We hope that peace in the Middle East can contribute to peace in the Korean peninsula as well.
We Christians reaffirm that all religions teach not God of violence, war and invasion, but God of love and peace which are the universal value of all mankind. We assure that God responds to our prayers and actions for peace and allows all human beings to live a full life. We will continue our efforts for peace following Gods teachings and duties given to us by God.
