“아시아교회, 한반도 평화 위협 반대한다”
CCA 총회 폐막, 아시아 평화 위한 연대 다짐…한반도 사드 배치 반대도

인도네시아 자카르타에서 열렸던 아시아기독교협의회(Christian Conference of Aisa, CCA) 제14차 정기총회가 한반도와 아시아 평화를 위해 아시아교회가 연대할 것을 다짐하는 성명서를 채택하고 공식 폐막했다.
성명서에서 총회 참석자들은 아베 정권의 일본 평화헌법 제9조 개정 시도, 4월 29일 체결된 미일방위협력지침 체결, 역시 4월 체결된 미-필리핀 방위협력확대조약(EDCA), 한반도 고고도미사일방어체계(사드, THHAD) 배치, 제주 해군기지 건설 등 현안에 대해 강한 우려와 반대 입장을 나타냈다.
또 아시아에 만연한 인신매매와 강요된 이주노동 문제, 청년과 여성, 아동에 대한 폭력의 문제에 대해서도 성명에 담아 아시아 교회가 기도하고 연대할 것을 요청하는 내용도 성명서에 담았다.
이번 CCA총회는 “더불어 함께 사는 하나님의 세상(Living together in the household of God)”을 주제로 지난 5월 20일부터 27일까지 일정으로 5년만에 개최됐으며, 향후 5년간 CCA를 이끌어갈 리더십도 선출됐다.
21일 진행된 임시총회에서는 헌장 개정안이 통과됐으며, 이에 따라 4명의 임원진과 16명 실행위원이 선출됐다. 특별히 1명을 선출하는 프로그램위원회 위원장은 대한성공회 김기리 사제가 맡게 됐다.
의장은 인도네시아 윌리암 티미 시마르마타 대주교가 선출됐으며, 총무는 지난 2월 태국 방콕에서 열린 중앙위원회에서 선출된 매투 조지 추나카라 박사가 추인됐다. 16명 실행위원에는 기독교대한감리교회 김종구 목사가 포함됐다.
한국교회에서는 한국기독교교회협의회를 비롯해 예장통합, 감리회, 기장, 성공회, 구세군 등 CCA 회원교단에서 파송된 총대, 참관인 40명이 이번 총회에 함께했다.
정기총회 기간에는 총회 주제에 맞춰 ‘다종교 아시아에서의 선교와 증인’, ‘에큐메니칼 신학교육’, ‘갈등을 넘어 정의와 평화 구축’, 재정의 지속가능성과 조직관리 등 8개 주제에 대한 그룹 토론이 진행됐다.
인도네시아어로 ‘토론, 대화’를 의미하는 ‘사라세한’에서는 참석자들이 12개 주제와 모둠으로 나뉘어 에큐메니칼 비전과 과제에 대해 논의했다.
한편 정기총회 개회예배에서는 남북한 교회가 합의한 바 있는 ‘2015년 부활절 남북공동기도문’이 활용된 가운데, 한반도의 평화 통일을 위해 기도하는 시간을 가졌다.
CCA는 1957년 설립된 아시아 에큐메니칼 기구로, 21개국 101개 회원교단과 17개 교회협의회가 동참하고 있다.

네팔 NCC가 금번 지진피해에 대한 한국기독교교회협의회(NCCK, 총무 김영주 목사)의 지원에 감사의 편지를 보내왔다. 네팔 NCC 총무 로카야 박사는 23일 교회협에 편지를 보내 이번 교회협의 헌금은 네팔 NCC가 아시아 에큐메니칼 공동체로부터 지원 받은 최초의 지원임을 밝히고 깊은 감사와 함께 지속적인 지원과 기도를 당부했다.
NCCK는 네팔에 대규모 지진이 있던 지난 4월 29일 네팔재해구호 한국교회대책협의회(상임집행위원장 이재성 사관, 이하 대책협의회)대책협의회를 구성하고 ‘지진으로 고통 받는 네팔인들과 함께 하는 기도회’를 개최하는 등 네팔 지진 복구를 위한 모금운동을 벌여오고 있다.
이후 대책협의회는 네팔 NCC가 긴급하게 요청한 ‘임시가옥 건축’을 위하여 감리교와 기장의 후원을 받아 지난 15, 17, 22일 3차에 걸쳐 총 4천 4백만원(약 40,000USD)을 긴급하게 지원하였다. 이는 임시가옥 약 100채(한 채 당 약 400 USD)를 마련할 수 있는 액수이다. 네팔 NCC는 긴급 호소문을 통해, “곧 (7월 15일 전후) 우기가 시작되는데 지진으로 집을 잃어 거처가 없는 수십만의 피해자들이 가장 큰 타격을 입을 것”이라고 전하면서 “우기에 의한 피해는 지진 그 자체의 피해보다도 더 심각할 것이다.” 라고 밝혔다. 이번 교회협과 회원교단의 지원금은 기독교인 가정 등의 임시가옥을 마련하는 데 쓰여 질 예정이며, 대책협의회는 앞으로도 회원 교단들의 협조를 받아 임시가옥 건축 사업을 계속 지원할 계획이다.
한편 네팔 지진 복구를 위한 CCA 네팔 지원 원탁회의가 6월 30일~7월 1일, 태국 방콕에서 열린다. 원탁회의에는 메튜스 조지 CCA 총무, 로카야 네팔 NCC 총무, 존 나두 ACT Alliance 총무, 포 캄청 홍콩 NCC 총무 등 약 20명이 참여하며 한국에서는 대책협의회 상임 집행위원장인 한국구세군 이재성 사관, 한국기독교장로회 한강희 목사, 교회협 신승민, 김창현 목사 등이 참석한다. 원탁회의에서는 네팔 지진 피해에 대한 전반적인 보고와 함께 아시아 등 에큐메니칼 공동체의 네팔 지진 대책 활동 등을 공유한다. 아울러 장기적인 피해 복구사업과 재난에 대한 신학적 성찰과 교회의 응답에 대한 토론도 진행될 예정이다.
원탁회의 후 7월 2일부터 4일까지 한국, 대만 등의 대표단이 네팔 NCC와 함께 네팔 피해지역을 방문하여 연대를 표하고 현재 진행 중인 피해 복구 지원 사업 현장을 방문하여 중·장기적인 복구를 위한 대책을 논의한다.

지난 24일(수) 한국기독교교회협의회(이하 NCCK, 총무 김영주 목사)는 최근 일어난 ‘탄저균 배달 사고’에 대해 한국교회의 입장을 담은 서신을 미국 그리스도 연합교회(United Church of Christ, 이하 UCC) 총회장인 제프리 블랙(Geoffrey Black) 목사에게 보냈다.
NCCK는 서신을 통해 이번 사고가 미국이 한반도에서 세균전을 준비하는 전조가 아닌지에 대한 우려를 표명함과 동시에 “6월 26일부터 30일까지 클리브랜드에서 열리는 제 30차 UCC 총회가 이 문제를 심도 있게 논의하고 이러한 사고가 재발되지 않도록 오바마 정부에 요청하는 서한을 보내 줄 것”이라고 당부했다.
관계자는 “이번 NCCK가 보낸 서신은 화해와 통일위원회 직전 위원장인 조헌정 목사(향린교회)를 통해 인편으로 전달될 예정”이라며 “조헌정 목사는 한국기독교장로회의 대표로 UCC 총회에 참석한다”고 전했다.
이어 “UCC는 개혁교회와 회중교회 전통의 교회들이 연합하여 1957년 출범하였다”라며 “현재 미 전역에 약 5,000 이상의 교회와 일백만 정도의 교인을 보유하고 있는 교단이며, 오바마 대통령이 이 교단에 속한 교회를 출석하기도 했다. UCC는 1980년 이래로 한국의 민주화 운동과 통일 운동을 헌신적으로 지원하였으며 한국기독교장로회와 선교협약을 맺고 있다”고 설명했다.

We deeply appreciate UCC’s continuing solidarity for peace, reconciliation and unification of the Korean peninsula. We also hope that the solidarity and cooperation between the UCC and the Korean churches will be further strengthened in the years to come.
Lately there was an accident. The deadly anthrax bacterium was delivered from the US to US military bases in Korea. The US government claimed that “it was delivered to Korea mistakenly." But we are suspicious of the intention of the US, furthermore some Koreans say that this may be a prelude to a biological warfare in the Korean peninsula.
Hence I would like to ask you to discuss this case during the General Synod meeting and urge your government not to repeat such a serious mistake. Reconciliation and Peace committee of the NCCK has also sent a letter of protest to the Korean government requesting a thorough investigation of this case.
May the grace of the Lord be with you and your church.

이 서신에서 교회협은 이번 사고가 미국이 한반도에서 세균전을 준비하는 전조가 아닌지에 대한 우려를 표명했고 6월 26-30일까지 클리브랜드에서 열리는 제 30차 UCC 총회가 “이 문제를 심도 있게 논의하고 이러한 사고가 재발되지 않도록 오바마 정부에 요청하는 서한을 보내 줄 것”을 당부하였다.

- 14th Assembly of Christian Conference of Asia (CCA)

The National Council of Churches in Korea (NCCK) and member churches of the CCA in Korea attended the 14th Assembly of the Christian Conference of Asia (CCA) sending 15 delegates and 25 observers. The Assembly took place from May 18th through the 27th in Jakarta, Indonesia and also included a women’s and youth conference.
Eight different group meetings were organized under the assembly’s theme: “Living together in the household of God.” The eight groups included Evangelism and Witness in Multi-Religious Asia; Training in Ecumenical Theology; Establishing Justice and Peace to Overcome Conflict; Reinforcement of Diakonia and Ecumenism; Possibilities for Sustainable Finance and Organizational Management; etc. They debated 12 topics in total and through earnest discussion they sought a vision for addressing the problems of the Asian ecumenical movement.
At the opening worship, they used the “2015 Easter Joint Prayer for South and North (North and South) Korea” so that the Asian Church together through prayer to lift their desire for peace and reunification on the Korean peninsula. Significantly, the assembly adopted a statement submitted by the NCCK and NCCJ (National Council of Churches in Japan) which expresses concern and opposition toward the Abe administration’s attempt to reinterpret the pacifist Article 9 of the Japanese constitution, the conclusion of the April 29th Japan-US Guidelines for Defense Cooperation, the conclusion of the US-Philippines Enhanced Defense Cooperation Agreement last April, the Terminal High-Altitude Aerial Defense arrangement on the Korean peninsula and the naval base being constructed on Jeju Island. Moreover, they adopted statements on the surge of human trafficking in Asia, the issue of forced migration of workers, youth and women, and the issue of child abuse; and for all this the Asia Church prayed and appealed for solidarity.
The CCA Assembly elected two Korean representatives to offices within the assembly where they will serve for the next five years with the ecumenical visioning and general program cardinal directors. Also other new leaders were elected. On May 21st the provisional assembly passed the election of the following: William T.P. Simarmata (Idonesia) as Assembly Moderator and Mathews George Chunakara as General Secretary, among others. From Korea, Kim, JongGu of Korea Methodist Church was elected to the executive committee and Kim, Kyrie of Anglican Church of Korea was elected as chair of the program committee.

The Reconciliation and Unification Department of the National Council of Churches has announced the opening of registration for the 2015 DMZ Walkathon for Peace and Reunification on the Korean Peninsula. The overarching purpose is to bring Koreans that have immigrated or grown up as citizens in countries around the world back to Korea in order to connect them more intimately to the movement for peace and reconciliation on the Korean peninsula. The theme will be “Christian Young Adults: Harvesting Peace from the Site of Division.” The driving biblical text comes from Paul’s letter to the Ephesians, “For he himself is our peace, who has made the two one and has destroyed the barrier, the dividing wall of hostility….”
According to the final concept paper for the program, the ministry of reconciliation is a necessity for Korean Christians. “God’s Shalom is not possible without a true reconciliation with our sisters and brothers. God requests us to reconcile with them first before we come to God for worship. (Mt. 5:23-24). Reconciliation with people is a prerequisite to the reconciliation with God. True faith requires sincere commitment to the healing and reconciliation of the broken relationship among people. Reconciliation is a long process of true repentance, justice, forgiveness and healing. It also requires us to accept otherness and respect the values of others.”
The march will cover many sites around the Kangwondo Province including Seoraksan Mountain, a Reunification Observatry, and peacemaking communities. Activities will include worship, mountain walks, lectures, and workshops on peace and reconciliation. Participants will be encouraged to consider how God is calling us as Christians to engage the conflict in Korea, and how we can remain connected to the reconciliation movement in Korea after returning to our respective homes.
We are hoping for 50-60 international participants while around 20 Korean youth will serve as volunteer staff for the event. It will be held from July 20th - 25th, 2015. Members of the organization committee include the Ecumenical Youth Council in Korea (EYCK), Korean Reunification Committee of the United Methodist Church, Korean Church Association in Germany and Korean Christian Council in Japan. - Nepal’s Earthquake – Korea’s sincere prayers

On April 26, 2015, following the news of the devastating earthquake that hit Nepal, NCCK sent a solidarity letter to the General Secretary of the National Council of Churches of Nepal, Rev. Dr. Rokaya, saying:
We are deeply concerned and saddened to learn about the devastation caused by a severe earthquake in Kathmandu and other parts of Nepal.
On behalf of the National Council of Churches in Korea I express heartfelt condolence to the people of Nepal who lost their loved family members and homes. The member churches of the NCCK together with the whole Korean churches send our sincere assurances of prayers to sustain your people and churches in this difficult period.
We all believe that God’s presence will be with you, comforting you and strengthening you in all the tragic moments. “God is our refuge and strength, an ever-present help in trouble. Therefore we will not fear, though the earth give way and the mountains fall into the heart of the sea, though its waters roar and foam and the mountains quake with their surging.” (Psalm 46:1-3).
We will consolidate our efforts with all Korean churches to be of assistance in healing the trauma of the people as well as in rebuilding the communities devastated by the earthquake.
On the afternoon of Sunday, May 10, a NCCK Prayer service for Nepal was held in PROK Seoul Jeil Church. Many people gathered in heartfelt prayer, in a service led by Salvation Army Officer Lee Jae Seong. The scripture was Luke 10:30-37, the story of the Good Samaritan.
The sermon was delivered by NCCK President, Salvation Army District Commander Park Jong Deok. He spoke from the Gospel on ‘Becoming Neighbours’. Even though most of the people of Nepal do not share the race or the faith we do, we are given the opportunity to do good to them in this time of great trial, and become neighbours with them.
Following the service, Raja Ram Bartaula, the Deputy Chief of Mission at the Nepal Embassy in Seoul spoke about the conditions in his country, the terrible devastation of the earthquake and the fears in the people caused by the ongoing tremors, as they deal with enormous grief of loss.
After he spoke, Mr. Rajandera, a migrant worker from Nepal in Seoul, spoke of the situation of his family. They live in a small community in Gorkha district, the epicenter of the earthquake, have lost everything and are at great risk of hunger and disease and suffering from exposure, as the nights are very cold and there is no shelter. It was very heartrending to see his grief and worry for those he loves.
It is our prayer that the global community, including the members of NCCK, will stand in solidarity to assist these families, who are our brothers and sisters in God.

The 2015 Asia Sunday service was held in Gangnam PROK Church. The theme lifted up the theme of the approaching Christian Conference of Asia General Assembly, “Living Together in the Household of God”, but because of the anguish in Nepal, a secondary theme for this day was “Tribulation in Asia”
After introductory praise and the welcoming of guests by NCCK General Secretary, Kim Young Ju and prayer by Gangnam host pastor Jun Byeong Gum, the sermon was delivered by NCCK Past President Hwang Yong Dae; he began by reading his central scripture
scripture: 2 Corinthians 1 8-11;
For we do not want you to be unaware, brothers, of the affliction we experienced in Asia. For we were so utterly burdened beyond our strength that we despaired of life itself. Indeed, we felt that we had received the sentence of death. But that was to make us rely not on ourselves but on God who raises the dead. He delivered us from such a deadly peril, and he will deliver us. On him we have set our hope that he will deliver us again. You also must help us by prayer, so that many will give thanks on our behalf for the blessing granted us through the prayers of many.
He went on to say that two thousand years ago, the apostle Paul wrote this scripture verse; as deep suffering in Asia was prevalent at that time as it is today. Their distress was so difficult that the Apostle Paul talked profoundly about even losing the will to live. Consequently, in that despair, as Christians we must hope and realize that only God is our salvation, and to admit that there is no choice other than through His saving grace.
He continued saying that 'tribulation in Asia’ was not only an issue during Paul’s time, two thousand years ago. Catastrophes are continuing even now. In particular, there is the common problem of natural disasters. (The Indian Ocean tsunami in 2004, volcanic eruptions in Indonesia, the triple-disaster in Japan of 2011, the terrible typhoons in the Philippines, especially in 2013, and now the agony of Nepal.)
Pastor Hwang continues his reflection on these difficult issues with three separate passages of scripture:
(Psalms 24:1) The earth is the LORD'S, and everything in it, the world, and all who live in it;
(Colossians 1:16-17) For by him all things were created: things in heaven and on earth, visible and invisible, whether thrones or powers or rulers or authorities; all things were created by him and for him. He is before all things, and in him all things hold together;
(Colossians 1:19-20) For God was pleased to have all his fullness dwell in him, and through him to reconcile to himself all things, whether things on earth or things in heaven, by making peace through his blood, shed on the cross.
He concluded by saying that this world is God's house and those who dwell in it are God’s family. Asian churches should do as Jesus did. The Peace of Christ means to stand in solidarity with our brothers and sisters who are in despair, wherever and whenever that may be. Using the words and example of Paul, the church body should strive to hear the calls of the suffering, in the same way as the story recorded in Acts 16:09 The apostle Paul received in a vision a request from suffering people and he went to Macedonia to them: in the same way we should not ignore the tragedies of others who are calling for our presence and solidarity.
Rev. Hwang concluded with a play on the word ‘Nepal’. In Korean ‘Neh Pal’ means ‘your arm’. As we say Neh Pal we think of Nepal, and hold out our arms in an embrace as God would and does, holding each and every one of us.
After the sermon, a time was given for the Nepalese Consul Ambassador Raja Ram Bartaula to talk about the current grave situation in Nepal. He said how grateful he was for the care and concern of the Korean church, and both asked for and prayed that this spirit will continue in God’s wonderful unity.

This month, many Korean churches will be reflecting on how we as Christians can carry the spirit of the Joint North-South agreement signed by President Kim Dae-Jung and National Defense Commission Chairman Kim Jong-Il on June 15th, 2000. As many Koreans in both North and South maintain hopes for reunification someday, many also look to this joint statement as a foundation for that hope, so that any move for reunification should be predicated on this statement.
The 6.15 Joint Statement came during an historic summit between the presidents of South and North in June of 2000, just two years after President Kim Dae-Jung took office and instituted his Sunshine Policy in 1998. The statement laid out basic principles which both the North and South should maintain in the event of any move toward reunification. These principles include barring any outside nations from participating or influencing provisions of reunification; recognizing commonalities in current proposals for reunification from both sides; resolution of humanitarian issues like separated families and political prisoners; economic cooperation; and future dialogue.
As June also holds the anniversary for the breakout of the Korean War on June 25th, it is an even more appropriate time for Christians to confess their faith the God will help us to transform the past and move into a future of peace and humanitarian understanding. The National Council of Churches in Korea will also carry the spirit of the 6.15 Joint Statement into continued cooperation with the Korean Christian Federation in the North, hoping for more visits in the future, deeper relationships, and deeper mutual understanding. We continue to work on the possibility of a joint event this August to commemorate August 15th as the anniversary both of Liberation Day and division of the peninsula.
