Candlelight Memorial Prayer for the Victims of the Sewol Ferry Tragedy
On May 20, at 7 p.m., NCCK held a prayer service at Daehanmun Gate in central Seoul across from the City Hall. The theme was "We Are Sorry! We will Not forget! We will not stay still!"
Worship leader was Rev. Kim Hae Sook of the Gender Equality Committee. Worship participants were Metropolitan Ambrosios of Korea Orthodox Church, Rev. Nam Mi Youn of Korea Student Christian Federation, Rev. Choi Soo Young of Korea Methodist Church, Rev. Bae Ji Young of the Evangelical Church, Father Kim Hyun Ho of Korean Anglican Church and Rev. Park Dong Il, Moderator of PROK. Preacher was Commissioner Park Chong Duk of Korea Salvation Army, and the NCCK Moderator. NCCK's official statement was read by two youth, Ahn Ju Young and Choi Ae Ji – “We Will Not Forget and We Will Act”, calling for a thorough investigation into the truth of the tragedy to be carried out in a transparent manner, for a pulling up of the corruption and endless denials of responsibility, and asserted that by speech and actions will come recovery.
The second part of the memorial event was led by Rev. Jeong Jin Woo, Director of NCCK Human Rights Centre. During this time a memorial video was shown, songs were sung and reflections given by a student of Seoul YMCA and by Lawyer Kim Jong Bu who is acting on behalf of the families. Participants were then given surgical masks and carried out a silent pilgrimage through the central streets of Seoul, expressing our grief, arriving back at the City Hall Sewol Ferry Victims Memorial Altar, where people could burn incense and lay flowers in tribute.

Environmental Week, 2014
The 31st joint Environmental Week worship was held on May 21, at Seoul Cathedral of the Korea Anglican Church. The joint service was sponsored by the NCCK Life and Ethics Committee. The service took place without the use of electricity for lighting, with only candles being used. Fr. Lee Kyong Ho, vice Moderator of the Life and Ethics Committee, was worship leader, and Rev. Lee Sang Jin preached.
In the sermon, Rev. Lee said the issues of climate change are global issues, and to solve them we must use the 'Green Blessings' given by God, like using energy provided by solar, hydro and wind energy. In addition we must moderate our life styles and abandon the greed which drives us to accumulate more and more comforts and conveniences. In these ways the crisis facing the world can be overcome by faithful and loving people.
This was the 7th time Green Church Awards were given. Up to this time, 40 churches have been recognized for trying to protect God's creation in the midst of this crisis, and see that their mission from God is to faithfully live in creation and maintain life. Every year the NGO Christian Environmental Solidarity receives applications from the churches in the spring, and in May select recipients of the awards
This year’s first award went to KalSan Methodist Church. This church regularly takes its people out to experience nature, and as well the meals on Sundays are always prepared from local organic food. Some of the activities that have taken part in: from 2002, each year they go out to experience the life of Korea's tidal mudflats; in 2007 and 8 the congregation participated in the cleaning of the oil spill on Tehan Beach; in 2004 they spend a summer monitoring trash at Anmundo's beaches; and in 2012 they organized solidarity meetings against the construction of the Tarolim Bay Dam.
The second award went to GurumSan PROK Church. This church broke down the wall surrounding their entrance and built a flower garden there. They have sponsored flower festivals each year. Each year they invite the people who live nearby to attend a picnic, and they have run a flea market to encourage the recycling of goods.
The others that won 2014 awards were Sarangbang PCK Church, Wonju Anglican Church and Purun Village PCK Church.
Congratulations to these Christian Communities who strive to live with integrity in Creation.

On May 22, a very important event took place. After more than 10 years of discussion and cooperation with the Korean Catholic Church, an official accord was signed establishing the Faith and Order Council of Korean Churches, which will bring together the Korean Orthodox Church, the Korean Catholic Church, represented by the Catholic Bishops Conference of Korea, and the Protestant Churches, represented by the National Council of Churches of Korea.
The statement of the day reviewed some of the highlights of historic events of the churches.The Catholic Church has been in Korea for 230 years, the Protestant, for 130 years. Their cooperation stems from 1966, when a team of scholars made a new joint translation of the Bible. From 1968 the churches have shared Week of Prayer for Christian Unity, and in 1977, they began holding a joint ecumenical Easter worship. In 2002, talks were begun to establish a Faith and Order Council.
A thanksgiving worship was held at the Seoul Anglican Cathedral on May 22, followed by the first meeting of the new Council. The Gospel was read from John 17:13-21, and Kim Young Ju, NCCK General Secretary gave a reflection on the words, “that all these people may become one”. Greetings came from the Korean Government Ministry of Religion and Culture, from the Vatican, brought by the Most Rev. Osvaldo Padilla, and from the WCC, brought by Dr. Bae Hyun Ju, the Korean member of the WCC Central Committee.
At the official approval of the Faith and Order Council, the representatives of the churches signed the charter, Metropolitan Ambrosios of the Ecumenical Patriarchate Orthodox Metropolis of Korea, Archbishop Kim Hee Joong of the Catholic Bishops Conference of Korea, and Rev. Dr. Kim Young Ju of NCCK, with the representatives of NCCK member churches.

Congratulations from NCCK for the Day of Buddha´s Coming
I congratulate all Buddhists with joy for the Day of Buddha’s Birthday.
Buddha taught us the value of mercy and coexistence. But the current world is full of limitless consumption based on greed, competition, conflicts, and opposition. So it is very important, nowadays, to put love and mercy into action.
It is my hope many people will gain hope through Buddhists’ acts of mercy, and I strongly believe that our neighbors who are in trouble and need help will receive consolation and a new desire from Buddhists who are practicing the lessons of Buddha.
Standing here just before the Buddha’s Birthday, I have a great expectation that all denominations and religions come together in peace and put forward their efforts to make a better and more beautiful world.
Once again, I give my deepest congratulations to all Buddhists and hope that mercy and love spread all over this land on that day.

I send you good wishes, as our Korea begins its summer. This month of May contains many special days, some national holidays, some just special days – May 1, Labour Day, May 5, Children’s Day, May 6, Buddha’s birthday, May 11, Parents’ Day, May 15, Teachers Day. We honour those who have imparted life and wisdom to us, we honour all those who labour, we remember the love we have for our children, and we honour the faith of our neighbours. In this edition of the newsletter NCCK shares the congratulations we shared with the Buddhist community on the occasion of Buddha’s birthday.
For this past month the nation of Korea has been in agony over the death of over 300 in the Sewol Ferry disaster, 260 of them high school students. As a nation, we are examining ourselves, and grieving the selfishness that led to such a horrible tragedy. The NCCK has been studying the accident, and asking ourselves how we can respond. First of all, we seek forgiveness for our neglect as Christians. We have failed to establish ourselves as salt and light in society, and so we failed the victims, and apologize deeply to them and to their parents.
Secondly, we have deep disappointment in the institutions of our society and those who should be able to trust. The captain and most of the crew failed in their expected duties, we question the failure to rescue more people in the time line of the ship’s sinking. Our society must know the genuine reality of the disaster, and we ask the government to investigate thoroughly.
Thirdly, our whole system of customer and employee security must be resolved and reformed, so that such an event will not happen again. And finally, we give thanks to so many of our partners around the world for their prayers and ask that you will pray that we may carry out the necessary reform within our society.
As General Secretary of NCCK I look forward to traveling to Geneva in June for the Justice & Peace Consultation and Korea Ecumenical Forum. We are honoured and grateful that our partners from the KCF will be in attendance. We look forward to the successfully achievement of reunification after the resolution was accepted by the WCC and the global church. The recommendations are that economic sanctions by the U.N. be lifted, that a treaty be negotiated between the South and North, for which the participation of the U.S. and China will be necessary, that foreign military be withdrawn from the Peninsula; and that a new generation of young adults be prepared for the work of reunification.
As the summer days lengthen, the Korean mountains are bathed in early green and our air scented with flowers we give thanks for God’s gift of life and recommit ourselves to God’s justice and peace. Our best wishes to our partners.

SYMPOSIUM ON MEDIA
KCRI (The Korea Church Renewal Institute), under its director Rev. Lee Sung Hee, has hosted a number of public discussions on issues such as The Church and its Worship Practices, Church and Society, Church and History, all with the aim of reaching unity among the Christian churches of South Korea, along with developing social and spiritual maturity of Christians,
The KCRI members have carried out research to help with understanding church development in our social context. Two topics they have studied are liturgical terminology, so that different denominations will agree on words they use, or at least understand each other’s language. Another topic has been government taxation of clergy, and the range of viewpoints on this issue. Through research like this, KCRI hopes to address practical challenges so that the witness of Christians will be balanced, and so that public trust of the Protestant Church by the Korean society will be restored.
On May 2, a Symposium dedicated to the theme ‘Media’ was held. This present age is the era of personal media in which everyone is able to access any information desired, anytime, anywhere. This brings many benefits, but also has harmful results. The Church needs to have a good understanding of the media, not merely to be able to use it, but to go beyond that and use the media to enable development of a prophetic function that makes the connection between God and humanity and brings religious symbolism into Christian media which will meet peoples’ needs. Discussion and research into ‘Christian media’ will be ongoing, and is viewed as playing a significant contribution to mission in our age.
KCRI will continue to explore a variety of topics and issues to assist the self-understanding of the Korean Church, and its participation in the ecclesiastical renewal movement.

INTERNATIONAL CONFERENCE ON DISABILITIES
For the past 10 years, the NCCK Committee for Disabled Persons has held a joint conference with its counterpart from NCCJ (National Council of Churches in Japan). They alternate in hosting it. This year the conference was held in the Myongsong Retreat Centre in Jeju Island, April 30 – May 2. There were 30 participants from Korea and 23 were welcomed from Japan. The NCCK Disabled Peoples’ Committee had gathered all the presentations from the last 10 years into a book, printed in Korean and Japanese.
The theme of the Conference was “What is it to live as Disabled Persons in the Church Community?”
The day of arrival, the participants had meeting, greeting and orientation, then attended Wednesday evening Prayer service at YoungNak Church in Jeju City.
On the first full day, Miss Lee Ye Ja, the Chairperson of the NCCK Disabled Persons Committee presented the Keynote address with the title “Direction and Vision of the Mission for Disabled Persons after the WCC 10th Assembly”. She noted that the participation of disabled persons at the Assembly had significantly increased over other assemblies. They were active participants, represented as speakers, Bible study presiders, workshop presenters, etc., as well as having a Pre-Assembly event.
Rev. Lee had three suggestions for the churches’ mission to disabled persons: 1) to extend the mission to disabled persons, a change of concept is needed; 2) a policy needs to be established to enable disabled persons to participate equally in all events of the church; 3) extend a network for disabled persons beyond Korea, through Asia and the world.
Rev. Han Sung Hyun, who is a member of the NCCJ Committee presented a talk called “Barriers Over Communication”. He raised questions of terminology used to speak of disabled persons, which become barriers to full participation of people. He also talked about a social study of models for overcoming barriers. The Social model says that changes have to be made in systems so that persons can go forward into a barrier-free world, but the Cultural model says that persons must overcome the barriers in their way by freeing themselves from concepts that hold them back and live positively.
Fr. Hashimoto, a Priest of the Japanese Anglican Church and chair of the Japanese Committee expounded on the question of John 9: “Why was this man born blind?” He told the story of himself as a disabled person trying to make sense of his life with these words. As he came to accept his own disability, it enabled him to realize God’s love for him and his place as a precious child of God.
Rev. Choi Dae Yeol presented on “Faith and Disabled Persons in the Church Community”. The call of ecclesiology is to make the church one body in Jesus, overcoming what distinguishes between abled and disabled persons.
Deacon Park Seung You shared his life story. In his 20’s he experienced a car accident, and afterwards he faced serious prejudice and discrimination as a disabled person. He has considered ways for disabled persons to realize themselves as co-workers in the church community. A) change facilities so that there is a guarantee of the possibility of free movement for everyone. B) use education in the church community to change the concept of disabled persons, and C) the church family needs to hold the disabled, healing their traumas and giving them care.
The next day, before going home, the participants did some sight seeing, visiting the 4.3 Peace Centre and hearing the sad history of the Jeju Massacre, then visited a Children’s rehabilitation facility, and then the seaside.

Statement of Korean Church about the Ferry Disaster
First of all, we offer our deepest prayer of contritionto the victims of the ferry disaster. We have encouraged a society wheremoneymaking is much more important than life. This disaster is ourresponsibility. We are deeply sorry. We will take the initiative to fix thissociety.
Looking at the reaction of the incompetentgovernment, it is beyond deplorable. There is not only doubt about thecompetence, but also doubt about the truth. We are not just feeling sad, we arealso full of anger about the reaction of the government.
The nation has full responsibility and obligation toprotect its people, and the president is its representative. All 476 passengersof the ferry and their families are people of the Republic of Korea. Butthe country didn’t protect their people at this moment of crisis. Regardless ofthe anger of the Korean people, they can’t hear even a single world of sincereapology from the government.
There are still people inside the ferry and we don’t knowwhether they are alive or not.
1. We urge the government todo their best to find these people and confirm their life or death. The reasonwhy people are full with anger is because they are not seeing any heartfeltreaction from the government. They want to see the efforts of the government toprotect everyone, from the first person to the very last. A genuine apologystarts from doing their best and taking all possible steps for the people.
2. The peoplewant the truth without any falsehood. Thus, the government has to keepeverything open to the people about the disaster very clearly and specifically.We can only plan proper disaster prevention measures when substantive truthcomes to the surface. There should be no attempts to hide or defocus thesubstantive truth. We will keep our eyes focused on the government.
It’s not the time to ease our holy resentment yet.
1. Our society hasexperienced many disasters and we have suffered a lot. But we tend to forgetsuch disasters and pain too easily. We know that we need courage to face up tothe pain. We are asking you to muster up courage and fight as survivors for aworld where this terrible history won’t reoccur. Please let us fight togetherso that we don’t need to be in tears anymore.
2. Oursociety has to keep an eye on the procedure of the settlement and follow-upmeasures of the disaster from the viewpoint of the victims and their families.We have to help them as companions so that they don’t have to go through that pain andcrying anymore. This is the way we can pay back our deepest apologetic mind.
3. We appealto the press. Memory comes back by talking about it. We are asking you toreveal the truth, defend the weak and stand in the frontline of the fightagainst this sad memory.

위기에 빠진 이들을 버려두고 제 한 목숨 구하기 위한 달아난 사람들,
그리고 위험하다는 이유로 구조의 임무를 방기한 사람들,
그 참담한 상황 속에서도 비용만 계산하고 있던 사람들,
실체적 진실을 보도하기 보다는 가십거리만 찾는 언론,
마치 남의 말을 하듯 다른 이들에게만 책임을 묻는 무능한 정부,
성급하게 값싼 화해와 용서를 권유하는 교회,
그리고 이런 현실에 눈을 감고 살아온 우리 모두를 엄히 꾸짖어주십시오.
하오나 주님,
우리는 이 비극 속에서도 희망을 보았습니다.
다른 이들을 위해 기꺼이 위험 속으로 들어간 이들 말입니다.

종교인 소득에 대한 과세 방침의 어려움이 개신교회의 견해차 때문이라는 논란에 대해, 한국기독교교회협의회를 비롯한 교회재정건강운동본부 등이 행동으로 논란 종식을 선언했다.
5월 9일부터 5월 말까지 2013년 연말정산 신고를 하지 않은 교회와 목회자들이 종합소득세를 신고할 수 있도록 ‘목회자 소득세 신고 지원활동’을 시작한다.
<교회재정건강성운동>과 공동 주최로 진행하는 ‘목회자 소득세 신고 지원활동’은 이번 5월 소득세 신고 기간에 소득을 신고하려는 목회자들에게 삼화회계법인의 도움을 받아 2013년 귀속 소득 신고를 할 수 있도록 지원하게 된다.
또한, 2013년 귀속 소득을 신고하려고 했지만 교회 내부의 인력부족 정보부족으로 소속 목회자들의 소득세를 신고 못 한 교회와 교회가 원천징수를 하지 않지만, 소속 목회자 스스로 소득을 신고하려는 목회자가 2013년 귀속 소득을 신고할 수 있도록 지원할 계획이다.
이번 지원 활동은 한국기독교교회협의회(NCCK 총무 김영주 목사)가 종교인의 근로소득세 납세에 대한 찬성의 입장을 표명한 후 이뤄지는 실질적인 행동이다.
한국기독교교회협의회는 지난 3월 24일 “납세에 대한 공교회 조직의 적극적 찬성 입장을 다시 한 번 밝히며, 기획재정부가 종교인 소득에 대한 과세방침을 정하지 못해 교회가 사회적 논란거리가 되는 것은 바람직하지 않다”고 밝힌 바 있다.
소득세 납부에는 찬성하지만, 인력부족과 세무 신고 절차에 대한 정보 부족으로 혹은 원천징수를 하지 않지만 동참하고자 하는 이들에게 2013년 소득 신고를 할 수 있도록 운동 차원에서 이번에 무료로 서비스를 지원한다.
NCCK 홍보실 강석훈 부장은 “목회자 세금 신고에 대한 의지를 공교회 차원에서 분명히 밝혔지만, 여전히 정부가 정치적 접근으로 종교인의 세금 납부 문제를 논란거리로 만들고 있는 듯하다.”며 “실질적 행동을 통해 종교인의 세금 납부가 더는 기독교인 때문이라는 이유로 논란거리가 되지 않기를 바란다.”고 밝혔다.
신청서 및 필요서류는 5월 26일까지 받으며, 누리집 www.cfan.or.kr 에서 소득세 신고대리 신청서를 내려받을 수 있다. 소득세 신고대리 신청서와 함께 관련 서류(교회 고유번호증 사본, 부양가족대상자를 표시한 주민등록등본, 2013년 급여명세, 2013년 건강보험료 납부액 내역, 연말정산간소화서비스 제공 PDF 자료, 기부금 영수 증 국세청제공 이외 자료, 기타 소득공제 입증서류)를 등기 우편으로 제출하면 된다.

요한복음 20:19-22
하나님의 평화가 우리 모두와 함께 하시길 빕니다.
얼마 전 긴 사순절을 보낸 우리지만, 이제 더욱 긴 고통과 아픔의 시간이 필요한 것 같습니다. 고난주간 수요일에 들었던 슬픈 소식 때문입니다. 결코 일어나지 말았어야할 참람한 사건이었습니다. 날 벼락같은 세월호 참사로 온 나라가 아파합니다. 그 어처구니없는 불상사 때문에 뭇 가슴이 분노합니다.
언제쯤, 어떤 방식으로, 세월호 사고가 마무리 될지 아직 짐작조차 할 수 없습니다. 다만 우리는 “우는 자들과 함께 울라”(롬 12:15)는 말씀대로 더욱 안쓰러운 마음으로 기도하고, 근신해야 할 것입니다. 깨어있어, 수습의 과정을 지켜봄으로써 상식과 정의가 바른 자리를 잡고, 안정과 평화가 온전히 회복될 수 있도록 등불을 밝혀야 합니다.
결코 남의 이야기가 아니었습니다. 누구나 겪을 수 있었던 일이기에 말문이 막합니다. 이런 재난 앞에서는 남의 자식, 내 자식을 가릴 일이 못됩니다. 모두 착한 딸과 아들이었고, 선량한 시민이었습니다. 우리 모든 어른은 죄인이 되었고, 가족의 심정을 모두 헤아려주지 못하는 나쁜 이웃이 되었습니다. 하나님께서 비통해하는 희생자 가족을 위로해 주시길 바랍니다.
오히려 가족들은 우리더러 더 이상 미안해하지 말라고 합니다만, 우리는 이 아픔을 내내 같이 해야 합니다. 더 이상 슬픔 위에 무게를 더하지 않도록, 아픔 위에 생채기를 만들지 않도록 우리 교회와 공동체들이, 언론과 정부가 근신하고, 진정성을 가지고 공감해야 합니다. 우리 모두의 공동책임이요, 무한책임이기 때문입니다.
지금 교회는 부활 절기를 맞고 있습니다. 슬픔에 잠긴 우리와 함께 하시는 부활하신 예수님의 첫 인사는 놀랍게도 바로 평화였습니다.
“이 날 곧 안식 후 첫날 저녁 때에 제자들이 유대인들을 두려워하여 모인 곳의 문들을 닫았더니 예수께서 오사 가운데 서서 이르시되 너희에게 평강이 있을지어다”(요 20:19).
1) 먼저, 주님의 부활은 평화의 소식입니다.
예수님은 끔찍한 십자가 사건을 목격한 사람들에게 십자가에 달리신 당사자만이 할 수 있는 위로를 주고 계십니다. 부활하신 주님만이 가능한 그 손으로 아픔을 달래주고 계십니다. 절망과 두려움을 이길 평화의 소식을 전하고 계십니다.
“너희에게 평강이 있을지어다”.
예수님의 평강의 인사가 오늘 슬픔을 당한 우리 모두와 함께 하십니다. 때때로 삶의 위기와 절망은 하나님의 은총을 잊어버리게 합니다. 깊은 아픔은 부활 이전의 불신앙과 공포의 상태로 되돌리는 경우가 많이 있습니다. 그 와중에도 예수님의 부활하심은 하나님의 초월적인 능력과 사랑에 대하여 문을 여신 사건입니다.
요한복음에 따르면 부활하신 예수님은 여러 차례 반복하여 평화의 인사를 전하십니다. 20장에는 “평강이 있을지어다”(20:19, 21, 26)라고 인사 문구가 세 차례 되풀이됩니다. 평화에 대한 중요성과 진정성이 느껴집니다.
첫 번째 평화인사는 안식 후 첫 날 저녁 제자들이 모인 곳에서, 두 번째 평화인사는 제자들에게 파송의 말씀을 하신 후에, 그리고 세 번째 평화인사는 8일 후 다시 제자들을 방문해서입니다. 세 번째는 여전히 예수님의 부활을 의심하던 도마도 함께 하던 때였습니다.
골고다 십자가 사건은 참으로 끔찍했습니다. 그러나 정작 제자들이 느낀 위기의식은 십자가 사건 직후에 불어 닥칠 후폭풍 때문이었을 것입니다. 십자가 아래에서 도망친 제자들은 이제 다시 모여들었습니다. 그들은 몹시 긴장했을 것입니다. 그리고 숨죽이며 지낸지 사흘째입니다.
제자들은 함께 모여 있었고, 문을 굳게 닫았습니다. 안식 후 첫 날 이른 아침에 막달라 마리아 일행이 주님의 무덤에 다녀와서 빈 무덤과 함께 주님의 부활소식을 전했으나 믿기 어려웠습니다. 여전히 공포에 질린 그들은, 아직 진리는커녕 눈에 보이는 사실조차 제대로 분별할 능력이 없었습니다. 이런 제자들의 두려움 한 가운데로 부활하신 예수님이 문을 두드리셨습니다. 그 절망 속으로 평화의 주님께서 직접 찾아오셨습니다.
부활하신 예수님은 무덤을 찾아온 여성들과 처음 만났을 때 이렇게 물으셨습니다.
“평안하냐”(마 28:9).
숨어있는 제자들에게는 직접 찾아가셔서 이렇게 말씀하십니다.
“평강이 있을 지어다”(19).
이렇듯 평화는 예수님의 부활 인사였습니다. 제자들의 불안과 두려움을, 좌절과 절망을 다 이해하시는 예수님의 위로는 바로 평화의 문안에서부터 시작합니다. 한 마디로 평안, 평강, 평화는 부활하신 주님이 모든 인간에게 주시는 부활의 선물입니다.
2) 지금, 우리에게 평화의 소식이 필요합니다.
예수님은 평안이 없는 사람들, 평강을 빼앗아가는 삶의 위기, 평화를 갈망하는 사회를 향해 “너희에게 평강이 있을지어다”라고 선포하십니다. 예수님께서 선포하신 그 평안, 그 평강, 그 평화는 지금, 여기, 우리에게도 필요합니다. 하나님은 우리를 위한 평화의 안전망이 되십니다.
“그리하면 모든 지각에 뛰어난 하나님의 평강이 그리스도 예수 안에서 너희 마음과 생각을 지키시리라”(빌 4:7).
세월호 침몰 사고 이후 우리 사회는 얼마나 애통한 마음으로 하루하루를 지냅니까? 일상의 기쁨과 소소한 즐거움을 누리는 것조차 눈치가 보여 모두 몸조심하며 살아갑니다. 슬픔을 당한 가족과 그 심정을 공감하려고 입조심, 마음조심하며 지냅니다. 당사자가 된 그분들은 얼마나 가슴이 찢어지고, 심령이 참람할까요? 성장하는 자식을 둔 입장에서 상상하기도 무섭습니다. 학교 보내는 자녀를 둔 부모의 심정으로 말을 꺼내기도 두렵습니다.
놀라운 것은 침몰 하는 배 안에서 보낸 아이들의 문자와 사진 그리고 동영상 때문입니다. 아이들은 배 밖의 상황을 전혀 알지 못한 채, 막연히 구조되리라는 희망을 품고 있었습니다. 두려움을 잊은 채 구조를 당연하게 여긴 것은 그만큼 우리 어른들에 대한 신뢰 때문일 것입니다. 그 와중에도 희망과 웃음을 잃지 않던 아이들의 재잘거림이 내 귀의 이명처럼 울리고 있습니다.
그런 꽃 같은 아이들을 흘려보낸 우리는 평화를 잃어 버렸습니다. 이젠 뉴스를 듣는 일도 괴롭습니다. 조만간 들끓던 여론도, 뜨겁던 눈물도 조금 있으면 다시 일상으로 돌아갈 것입니다. 지금은 너무 지나친 관심 때문에 괴로워하던 가족들은 잠시 후에는 너무 빨리 멀어져 버린 관심 때문에 힘들 것입니다. 우리는 잠깐 새 너무나 많은 안전과 평안을 잃어 버렸고, 바다로 흘려보냈습니다.
예수님이 묻는 평화의 인사는 전쟁이 그친 후에 누릴 그런 거창한 것이 아닙니다. 환난과 재난이 지난 후에 저절로 얻게 될 사후적 의미의 평화가 아닙니다. 지금 네가 겪는 위기의 순간에도 불구하고 이 순간, 네 안에, 이웃과 더불어 평화가 있는지 묻고 계십니다. 지금, 여기, 내 삶 한 가운데에서 하나님의 평화를 믿느냐는 것입니다. 날마다 필요한 일용할 평화가 있느냐? 고통 받는 사람까지도 감싸줄 그런 넉넉한 평화가 있느냐고 물으시는 것입니다.
부활하신 주님이 말씀하신 ‘평화’는 십자가라는 그 끝 모를 아픔과 모진 수난 직후에 나온 당사자로서 ‘평화’이기에 남다릅니다. 세상이 가져다주는 일시적인 평안과는 다른 ‘그 분의 평안’이었습니다. 우리가 부활하신 예수님을 받아들인다는 것은 세상이 줄 수 없는 평화를 내 안에 받아들인다는 의미입니다.
부활하신 예수님이 말씀하신 평화에 대한 선언은 이미 십자가에 달리기 전에 약속하신 것입니다.
“평안을 너희에게 끼치노니 곧 나의 평안을 너희에게 주노라 내가 너희에게 주는 것은 세상이 주는 것 같지 아니하니라”(요 14:27).
이 세상이 주는 평안은 충분하지 못하기 때문입니다. 이 세상에서 구할 수 있는 평화는 변덕스럽고, 믿음직스럽지 못하기 때문입니다. 정부가 장담한 안전은 ‘문제로부터 도피’에 불과했습니다. 힘 있는 자들의 약속은 미봉책이고, 그림자에 불과하였습니다.
그러나 예수님께서 주시는 평화의 근거는 부활하신 예수님 그 분에게로부터 옵니다. 그리스도께서 주시는 평안은 “위에서 주”(요 19:11)시는 평안입니다. 일시적이거나, 임시적이 아닙니다. 환경이나 조건에 따라 지배당하지 않고, 오히려 환경과 조건을 변화시킵니다. 평안을 주시는 분은 바로 부활하신 예수 그리스도이십니다.
“그러므로 우리가 믿음으로 의롭다 하심을 받았으니 우리 주 예수 그리스도로 말미암아 하나님과 화평을 누리자”(롬 5:1).
부활신앙을 지닌 사람은 은총의 지배를 받는 사람들입니다. 하나님이 주시는 값없는 은총 속에서 살아가는 것입니다. 그러므로 이미 현실 속에 들어와 개입하시는 하나님의 평화에 참여하는 것입니다. 근원적으로 하나님을 알고, 그 분의 자녀로 살아간다는 사실은 얼마나 놀라운 은총의 삶입니까?
3) 당장, 평화를 회복하도록 도와야 합니다.
오늘의 위기를 전문가들은 위기불감증이니 고속성장통이니 말하지만, 더 근본적 원인은 우리 사회가 가장 소중한 가치를 잃어버렸기 때문입니다. 잘 사는 것에 대한 노하우는 많이 있습니다. 사후약방문처럼 매뉴얼은 수없이 만들어 놓았습니다. 그러나 바르게 사는 방법, 정직하고 정의롭고 사는 방식에 대한 시스템은 별로 갖추어 두지 못했습니다. 그런 진실한 삶을 살도록 안내하는 노하우와 매뉴얼과 시스템은 도무지 찾아보기 어렵습니다.
세월호 참사를 보면서 분노가 치미는 것은 자연스러운 일입니다. 공적 책임을 진 사람들의 무사안일과 무책임을 보면서 탄식합니다. 이제라도 대한민국의 신뢰와 국민의 희망이 침몰했으니 다시 건져내야 한다고 벼릅니다. 심각하게 우리 삶의 재건축이 요청됩니다.
우리 그리스도인도 마찬가지입니다. 오늘 교회가 부딪친 문제는 세월호의 위기와 크게 다르지 않습니다. 신앙의 눈으로 본다면, 예수님의 마음으로 살핀다면, 빨간 십자가를 단 세월호들은 곳곳에 널려 있습니다. 무책임한 선장과 항해사들은 우리 자신이 될 수도 있다는 심각한 경고를 들어야 합니다.
우리는 세월호 참사에 대한 진상을 규명하기 위해 눈을 부릅뜨고 감시하고, 결론이 날 때까지 시민 사회와 더불어 인내하며 지켜봐야 합니다. 무섭게 잘못을 따지고, 개선책을 마련해야 그나마 희망이 있습니다. 그래야 세월호 참사가 값을 주고 살 수 없는 교훈이 될 수 있습니다. 그래야 진정한 평화가 회복될 수 있습니다.
예수님은 두려움으로 가득한 제자들을 향해 평화를 빌어 주신 후, 그들을 평화의 사도로 파송하십니다.
“아버지께서 나를 보내신 것 같이 나도 너희를 보내노라”(21).
예수님의 평화는 성령의 도우심으로 가능합니다. 예수님은 제자들을 파송하시면 이렇게 말씀하셨습니다.
“그들을 향하사 숨을 내쉬며 이르시되 성령을 받으라”(22).
우리 스스로 평화를 만들 수 없습니다. 오직 성령만이 진정 예수 그리스도의 평화를 얻게 하며, 내 삶과 우리 세상에서 그런 평강을 누리게 합니다. 부활신앙으로 평화를 주시는 주님은 바로 나의 그리스도이십니다.
비통함 가운데 고마운 것은 노란 리본의 물결입니다. 노란 리본들은 눈물을 닦아주는 노란 손수건처럼, 연약한 이들의 연대 표시처럼 느껴집니다. 오랜만에 우리 사회가 색깔에 대한 시시비비없이 같은 색깔로 마음을 모을 수 있다는 것은 작은 가능성처럼 보입니다. 무성한 노란 띠들은 애통하는 가족과 나누는 위로와 희망이며, 동시에 세상 안에서 이루어야 할 정의와 평화에 대한 갈증입니다. 이제 가슴의 리본에서 머물지 말고, 새로운 삶의 고백과 결단을 통해 거룩한 삶으로 나아가야 합니다. 그것이 제자 된 그리스도인의 본분입니다.
“너희에게 평강이 있을지어다”.
하나님의 은총이 고통당하는 이들을 위로하고, 회복시키며, 우리 사회를 다시 일으켜 주시길 주님의 이름으로 간절히 축원드립니다.

위기의 한국교회 개혁과 변화를 위한 키워드는 무엇일까?
한국교회의 문제점을 찾고, 운동으로 만들어 가자는 움직임이 일어나고 있다.
지난 5월 2일 한국기독교교회협의회 산하 한국교회발전연구원이 ‘한국교회가 함께 해야 할 캠페인-미디어의 위기와 기독교 미디어’를 주제로 서울 종로구 연지동 연동교회에서 심포지엄을 개최했다.
한국교회 전체가 참여하는 캠페인을 만들어 한국교회의 미래와 전망, 사회적 기여를 포함하는 하나의 구호를 형성해 나가자는 것이 심포지엄의 취지다.
이번 심포지엄은 구체적인 캠페인을 만들기 위한 사전 작업으로 ‘교회가 논의해야 할 명제들을 고찰하는 것’으로부터 시작했다. 향후 전문가 토론회와 공개 심포지엄을 통해 구체적인 캠페인 문구와 이미지를 선정할 예정이다.
캠페인 선정을 위한 첫 번째 주제는 ‘미디어’다.
선정된 캠페인 문구나 이미지를 효과적으로 전달하고, 확장하기 위해서는 미디어 이해가 먼저 이뤄져야 한다는 판단에서 첫 번째 주제로 잡았다.
이날 심포지엄은 장수철 교수(성공회대학교, 연출가)의 사회로 유경동 교수(감리교신학대학교, 기독교윤리학)의 발제와 김기태 교수(호남대학교 신문방송학과, 한국미디어교육학회장), 손은희 교수(예정총회문화법인 사무국장), 이지성 교수(루터대학교 교양학부, 루터란아워 한국지부 책임자)가 패널로 참석했다.
한국기독교교회협의회 김영주 총무는 “요즘 처럼 우리 스스로가 무력감을 느낄 때가 없었다. 너무 많이 들어 때로는 힘들겠지만 우리가 사실을 직면할 용기 필요하다.”며 “이번 심포지엄이 나는 어디에 속해 있고, 한국교회는 어디에 서 있는지 다시금 반성하는 시점이 되길 바란다”고 인사말을 전했다.
교회발전연구원 김성희 원장(연동교회)도 “미디어의 중요성에 대해 어떻게 대응할 것인가에 대한 실천적 심포지엄으로 이번 기회 마련했다.”며 “미디어의 활용을 통해 한국교회의 유익과 복음 전파에 유용해 지기를 바란다.”고 말했다.
미디어가 발달하여 온 과정을 역사적으로 설명한 유경동 교수는 “오늘날의 미디어는 개인 미디어의 역량은 강화되었지만 공공의 영역은 점점 사라지고 있다.”며 그 원인을 시각주의라고 진단했다.
유 교수는 시각에만 의존한 미디어는 극단적 욕망의 표현이며 자본주의 논리가 깊숙이 침투한 것으로 볼 수 있다며 균형잡힌 오감 미디어의 활성화와 이를 권장하는 사회를 만들어 가는 것이 중요하다고 주장했다.
교회가 앞으로 만들어가야 할 캠페인은 소비를 부추기는 미디어를 제어하고, 오감을 만족시키는 균형잡힌 미디어를 상징으로 연결시키는 작업이 되어야 한다고 강조했다.
이지성 교수는 “그 동안 교회는 선택적으로 미디어를 차용해왔고 무엇보다 내용 보다 형식만을 차용해 온 부분이 많다.”며 태국 보험회사의 광고 영상을 예로 들었다.
이 교수는 “대한민국 광고는 남편이 죽으면 얼마를 준다는 식이다. 하지만 태국의 보험 광고는 보험에 대한 직접적 내용을 담지 않지만 강한 메시지를 담고 있다.”며 “한국 교회 미디어도 이와 비슷해서 각종 미디어를 사용하고 있지만 결국 영상이나 CD나 강단에서의 말씀 선포나 형식만 다를 뿐”이라며 콘텐츠는 변화하지 않으면서 미디어만 차용하는 한국교회 현실에 대한 고찰이 필요하다고 지적했다.
손은희 목사는 “이미지화 된 미디어가 아닌 이야기가 있는 미디어가 필요하다.”며 “한국교회가 함께 하는 캠페인도 형태가 아니나 내용을 어떻게 구축하나에 중심을 두고, 이야기를 담아내는 캠페인이 되도록 해야 한다”고 말했다.
김기태 교수는 “캠페인의 목적이 설득에 있는 만큼 무엇을 설득한 것인가에 집중되어야 한다.”며 “대상을 분명히 하고, 소통할 수 있는 상징을 명확히 해야하는 것이 무엇보다 먼저 이뤄져야 한다”고 말했다.
